Scoue. This commercial item description covers the requireme
3、nts for a collapsible, diamond shaped, day maiitime signal for use as displays on ships to wain other vessels to stay clear of operations being conducted, such as: undeiwater operations, towing, etc. 2. SALIENT CHARACTERTSTICS 2.1 General desciiption. The maritime day signal shall be a diamond shape
4、 (Figure 1). The diamond shape shall consist of two cones (a cone shall have a base diameter of not less than 24“ and a height equal to its diameter) having a common base. The shape shall be fully collapsible with internal framing and shall be able to be suspended fiom two ends (1“ T.D. brass ring d

The fabric material shall be vinyl coated nylon, 7 ounceshquare yard. The color shall be Black, Cable No. 65018 US Army Color Card, Supplement to the 10
6、 Edition Standard Color Reference of America. Seams and stitch type shall conform to IS0 49 15. The stitch type shall be 301 or 401 with 6-8 stitches per inch. The seam type shall be 1.01.03 conforming to IS0 4916. 3.1 Grommets. The grommets and washers for the covers shall be plain with brass, brig
7、ht finish or brass, black chemical finish size O or OO. 3.2 Labelhag. Each maritime day signai shall be individually bar-coded with a paper tag. The paper tag shall be standard bleached sulfate having a basis weight of 1 O0 pounds. The paper used for the tags shall have a smooth finish to accept the
8、rmal transfer and direct printing. The tags shall have a hole and shall be attached to each item by a fastener, clearly legible and readable by a scanner. The bar coding element shall be a 13 digit national stock number (NSN). The bar code type shall be a medium to high code density and shall be loc
9、ated so that it is completely visible on the item when it is folded and/or packaged as specified and so that it causes no damage to the item. 4. REGULATORY REQUIREMENTS. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23
10、403 of the Federal Acquisition Regulation (FAR). 5. OUALITY ASSURANCE PROVISIONS 5.1 Certification. The contractor shall certify and maintain substantiating evidence that the product offered meets the salient characteristics of this commercial item description and conforms to the producers own draw
11、ings, specifications, standards, and quality assurance practices. The Government reserves the right to require proof of such conformance prior to the first delivery and thereafter as may be otheiwise provided for under the provisions of the contract. 5.2 Market acceatance criteria. The item offered,
12、 or a generic equivalent, must have been sold to the commercial market or to the Government for at least two years. 5.3 Wan-an color not as specified; any part shaded; any spot or stain (outside); raw edges, open seams, thread ends not removed, or loose tension resulting in loose seams; any material
13、 defects, distorted paits or poor workmanship; any component part omitted; grommets not type or size specified, improperly set, cracked or broken; label missing, incorrect, or illegible; measurement of item not as specified; bar code omitted or not readable by scanner; human-readable interpretation
