1、I INCH-POUND I February 1,2000 A-A-59536 COMMERCIAL ITEM DESCRIPTION BODY SHIELD, BALLISTIC The General Services Administration has authorized the use of this Commercial Item Description for all Federal agencies. 1. SCOPE. This commercial item description covers the requirement for a ballistic body

2、shield to be used by dismounted military personnel. 2. CLASSIFICATION. The ballistic body shield shall be of one type and size. 3. SALIENT CHARACTERISTICS. 3.1 General. The ballistic body shield, hereafter referred to as body shield, shall be the manufacturers commercial product except for any chang

3、es necessary to comply with the government requirements. 3.2 Description The ballistic body shield shall be of rectangular construction and have both opaque and transparent armor components. The ballistic resistant protective materials used to fabricate these components shall have a ballistic protec

4、tion level of IIIA or better as defiied in the National Institute of Justices (NIJ) Ballistic Resistant Protective Materials NIJ Standard 0108.01 or current edition (see para. 7.1). 3.3 Item Configuration The body shield shall meet the following criteria. 6、etworking permitted without license from IHS-,-,-A-A-595 3 6 3.3.1 Design. The body shield shall be rectangular in shape and comprised of both opaque and transparent armor components. The opaque armor components shall constitute the armor materials utilized in the majority construction of the body s

7、hield. The transparent armor shall constitute the armor materials utilized for constructing the body shields viewport. The viewport will be centered on the upper third of the shield. The viewport will be oriented on the body shield such that the length axis will be parallel to the width of the body

8、shield. The body shield inner panel shall be designed with padded ambidextrous handle system that allows for one or two hand operation. The shield shall have smooth edges and radius corners to prevent injuries. The exterior surface of the body shield is defined as the surface facing the threat envir

9、onment. The interior surface is defied as the surface facing the user. 3.3.2 Overall Dimensions. The body shield shall be 37 inches high by 23 inches wide +1 .O inch in both directions. The body shield shall be designed with sufficient clearance and/or padding on the interior surface of the body shi

10、eld for protection to the operator from deformation resulting from projectile impact. 3.3.3 Viewport Dimensions. The viewport shall have a minimum viewing area of 4 inches high by 13 inches long. Viewing area is defiied as the minimum observation (look through) area afforded the user during operatio

11、n. The viewing area is not the physical dimension of the viewport. 3.3.4 Overall Weight. The weight of the body shield shall not exceed 22 pounds. 3.3.5 Body Shield Handles. The body shield shall have an ambidextrous handle carrying and use system. This system shall consist of a secured arm hook and

12、 corresponding handle. An additional handle, located below the viewport and parallel to the width of the body shield, shall be provided for use when two hands are required for body shield operations. Positioning of the handles shall be in such a manner that it will facilitate carrying and maneuverin

13、g the shield. The ambidextrous system and additional handle shall be made from metal materials covered with a durable elastomeric foam or equal material to ensure a secure handgrip and impact protection to the forearm and hand. The body shield shall also include a trauma pad located in proximity to

14、the handles to ensure impact protection to the forearm and hand. The body shield handles will be removable to facilitate storage and transportation. 3.3.6 Shield Attachment Assembly. The body shield shall be designed in such a manner to allow components (handles and viewport housing) to be assembled

15、 and disassembled using nuts and bolts rather than permanent or rivet fixtures with only a standard flat screwdriver and/or hexagonal wrench, and pliers. The bolts shall not protrude more than 0.125 inches from the nut to prevent injuries to the user. The caps from bolts exposed to the exterior surf

16、ace of the body shield will be flush to the exterior surface. 3.3.7 Viewport to Body Shield SeauInterface. The viewport shall be seated in the body shield (viewport housing) using a polymer gasket material that is compatible with the viewport and provides a positive liquid seal between the exterior

Ballistic protection at the viewport/body shield interface shall be of similar ballistic performance, as that required of the shield (NIJ Standard

18、 0108.01, Ballistic resistant protective materials, NIJ level IIIA). 3.3.8 System Interface Requirements. The body shield will be capable of being used with current weapons, clothing, face shields, and equipment normally, carried, worn or used when carrying out a mission. The body shield shall be de

19、signed and balanced to allow the user the ability to control the body shield to maintain the required protection level. 3.3.9 Instructions. An instruction sheet shall be provided, which, at minimum, includes details on how to assemble the body shield if assembly is required, maintenance, and precaut

20、ions. 3.3.1 O Labels. Each body shield shall be individually and permanently labeled with a commercial type identificatiodcare label. The identificatiodcare label shall be located on the inside lower half of the body shield and shall contain the item name, contractors name, contract number, national

21、 stock number (NSN) (if applicable), date of manufacture, lot number, use and care instructions, and ballistic performance level as defiied by NIJ Standard 0108.01. 3.3.1 1 Body Shield Finish The body shield opaque components shall be finished with an anti-glare matte fiiish available in flat black.

22、 Finish will be specifically designated per contract or purchase order 3.4 Materials. 3.4.1 Protective Treatment. Materials that are subject to scratching, corrosion or degradation in oxygen, salt air, ultraviolet light, or any other atmospheric conditions likely to occur during service usage shall

23、be protected against such elements to minimize the corrosioddegradation effect of the item. Any protective coating that will crack, chip, or scale with age or extremes of atmospheric conditions shall not be used. 3.4.2 Ballistic Protective Material. The ballistic protective material used for the con

24、struction of the body shield shall be in compliance with the National Institute of Justices Ballistic Resistant Protective Materials NIJ Standard 0108.01 (or current edition) for all workmanship and performance requirements. 3.4.3 Ballistic Impact Resistance. The body shield shall meet or exceed an

25、NIJ Level IIIA rating as stipulated in the National Institute of Justices Ballistic Resistant Protective Materials NIJ Standard 0108.01 (or current edition). 3.4.4 Body Shield Finish The anti-glare fiiish shall be of the type that prevents any reflection of visible light. 3 Provided by IHSNot for Re

The viewport, if laminated (not monolithic), shall be coated with a suitable polymeric sealant to prevent moisture from migrating into the laminates bond interface. The exterior a

27、nd interior surfaces, if polymeric, shall be treated with an anti-scratch coating. The interior surface shall produce no spa11 as a result of a ballistic event with a munition that the body shield is rated to stop. 4. REGULATORY REQUIREMENTS. The offeror/contractor is encouraged to use recovered mat

28、erials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR). 5. QUALITY ASSURANCE PROVISIONS. 5.1 Product conformance. The products provided shall meet the salient characteristics of this commercial item description, conform to the produc

29、er?s own drawings, specifications, standards, and quality assurance practices, and to be the same product offered for sale in the commercial market. The government reserves the right to require proof of such conformance. 5.1.2 Visual examination. Each item shall be examined for the defects listed be

30、low. Defects. Any component not in accordance with specified requirements, a cracked or broken viewport; bubbles or other inclusions within the viewport, a loose handle system or viewport, a non-ambidextrous handle system, rough or sharp edges, torn elastomeric foam or trauma pad, a viewport with ha

31、ze or cloudiness; any serious material defects, distorted parts or other evidence of poor workmanship; any component part omitted; label missing, incorrect, or illegible; passing of a liquid in or around viewport housing to the interior surface; any items not packaged in accordance with the contract

32、 or purchase order. 5.2 Acceptance criteria. Acceptance criteria shall be as specified in the contract or purchase order. 6. PACKAGING. 6.1 Preservation, packing, and marking.
