Withregardtoairquality,theobjectivesfixedinthe5 th ActionP
25、rogramoftheEuropeanUnionarefortheeffective protectionofallpeopleagainstrecognisedrisksfromairpollutionandtheestablishmentofpermittedconcentration levelsofairpollutants,whichshouldtakeintoaccounttheprotectionoftheenvironment.Theseobjectivesinclude monitoringandcontrolofconcentrationswithregardtostand

SuccessiveprogramsofactionoftheEuropeanUnionontheprotectionoftheenvironmenthavestressedtheneed tofindabalancebetweentheuseofdifferenttools:productstandards,emissionlimitsandenvironmental objectives/standards. TheimplementationofexistingDirectiveshashighlightedtheexistenceofvariousproblems,whic
27、harebeing addressedintheCouncilDirectiveonAmbientAirQualityAssessmentandManagement1.Theseinclude: differentmonitoringstrategiesincomparablesituationsbetweenandwithinMemberStates; harmonisationofmeasuringmethods; qualityofthemeasurementswhichdependonthecalibrationandqualityassuranceprocedures. Diffus
28、ivesamplersusedtomeasureairqualityshouldfulfilsomegeneralrequirementswhicharegivenin EN135281.Theserequirementsincludeunambiguity,selectivity andDataQualityObjectives,including uncertainty. Suchgeneralrequirementscanalsobeappropriateforothermeasuringproceduresusedintheassessmentof ambientairquality.
29、 Inaddition,diffusivesamplersusedtomeasureambientairqualityshouldalsofulfilsomespecificrequirementsin additiontothosespecifiedinEN135281.ThesespecificrequirementsaregiveninEN135282.Thispartof EN13528givesguidanceontheselection,useandmaintenanceofdiffusivesamplersusedtomeasureambient airquality. Itis
30、theusersprimaryresponsibilitytochooseappropriateproceduresordevicesthatmeettherequirementsof thisEuropeanStandard.Onewayofdoingthisistoobtaininformationorconfirmationfromthemanufacturer.Type testing,ormoregenerally,theassessmentofperformancecriteriaofproceduresordevices,canbeundertakenby themanufact
