7、“should,” permission by “may” or “can,” expectation by “will,” and descriptive material by “is.” 1. General The term “smoke” or “smoking” in this directive addresses use of a lighted cigarette, cigar, pipe, or other tobacco plant material. GSFC seeks to promote good health and provide an environment
8、 reasonably free from pollutants, including tobacco smoke. In consideration of the rights of both smokers and non-smokers GSFC prohibits smoking inside all buildings and facilities, and prohibits smoking in all Government vehicles. Smoking areas shall not be located adjacent to air intakes. Consider
9、ation shall also be given to fire safety where necessary in the restriction of permitted smoking areas. a. At Greenbelt, smoking areas shall not be located adjacent to main building entrances. Each building shall have smoking areas and non-smoking entrances such that smokers have a choice of smoking
10、 areas, and non-smokers a choice of non-smoking building entrances. b. At the Wallops Flight Facility (WFF) smoking shall be prohibited at all building entrances. c. Employees who smoke shall be permitted a reasonable opportunity to do so. d. GSFC supports and encourages efforts by employees to stop
11、 smoking. Employees can seek assistance from the Employee Assistance Program or the Health Unit in smoking cessation efforts. e. Employees who smoke shall not be discriminated against, nor be subject to reprisal because they choose to smoke. All employees shall adhere to the requirements of this dir

Employees who report violations of these requirements shall not be subject to discrimination, restraint, interference, coercion, or reprisal for reporting violations. 2.0 RESPONSIBILITIES a. Enforcement of these requirements shall be upheld by GSFC management at all supervisory leve
14、ls within respective organizations and areas of responsibility. b. At Greenbelt, S&E Division shall: (1) Serve as the focal point for these requirements, (2) Conduct awareness programs on the health effects of smoking, (3) Determine the location of outside areas where smoking shall be prohibited bec
15、ause of safety and health concerns (4) When requested by the Facility Operation Manager (FOM), assist in designating an area outside of each building where smoking will be permitted. c. At WFF the Safety Office shall: (1) Serve as the focal point for these requirements, (2) Conduct awareness program
16、s on the health effects of smoking, and (3) Determine the location of outside areas where smoking shall be prohibited because of safety and health and fire safety concerns. d. The Office of Human Capital Management shall: (1) Offer smoking cessation classes, (2) Assist the S&E Division and the WFF S
17、afety Office in all required training. e. At Greenbelt, the Facility Operations Managers (FOMs) shall: (1) Designate entrances to the building where smoking will be permitted based on the amount of traffic through that entrance. All other entrances shall be designated as “No Smoking” areas. (2) Ensu
18、re “No Smoking” signs are posted at all building entrances except designated smoking areas, (3) Ensure suitable ash receptacles are placed at appropriate locations and, (4) Working with resident supervisors, monitor compliance with these requirements.
