The working schedule submitted to States in advance of the conference, was accepted at 6.2 A co-ordinating group was established in accordance with the Directives to Divisional-type Air Navigation Meetings and Rules of Procedure for their Conduct (Doc 8143) and met thro
17、ughout the conference. The members were the Secretary of the conference, the Assistant Secretaries and representatives of the various Secretariat services catering to the conference. The group was able to Co-ordinate the activities of the conference using the services and accommodations available. 7

OPENING REMARKS BY THE PRESIDENT OF THE COUNCIL On behalf of the Council and the Secretary General of the International Civil Aviation Organization, Mr. Renato Cludio Costa Pereira, who assumed his responsibilities over three months ago, I have the honour and the pleasure to welcome you to this Co
19、nference of Directors General of Civil Aviation on a Global Strategy for Safety Oversight. I am pleased to acknowledge the presence of the President of the ICAO Air Navigation Commission, Mr. Victor M. Aguado, who in due course will be invited to present some working papers. I am also pleased that t
20、his is the first ICAO conference to take place in the Assembly Hall of our new premises. Safety oversight is a function by which Contracting States ensure the effective implementation of the safety-related Standards and Recommended Practices (SARPs) contained in the Annexes to the Convention on Inte
21、rnational Civil Aviation and related documents. Air transport remains the safest mode of transportation. Over the past ten years, however, and following substantial historic declines, trends in accident rates have shown signs of levelling off. Therefore, unless appropriate measures are taken to redu
22、ce these rates, the anticipated growth of air traffic will lead to more accidents. Globalization, privatization of government services, liberalization of economic regulation, increasing environmental controls and the emergence of new technologies all have significant implications for safety and secu
23、rity. Fundamentally, governments cannot divest themselves of the responsibility of ensuring the optimum level of safety and security and efficiency of civil aviation at the international level. At the same time, addressing these issues effectively requires an unprecedented level of co-operation amon
24、g countries and a corresponding level of global Co-ordination which extends beyond borders. Your participation in this conference reflects and confirms the world-wide concern and interest for aviation safety in general and for safety oversight in particular, a concern and interest which are shared b
25、y ICAO, the global organization. If the world aviation community is not successful in reducing the rate of accidents, we could, in the future, be facing at least one major accident per week because of the anticipated growth in the airline industry. That is simply unacceptable. In fact, in my view, o
26、ne accident is still one too many. 27、us far have revealed that many States, in spite of their best intentions and efforts, are facing serious difficulties in fulfilling their safety oversight obligations. The assessments have also confirmed that safety oversight shortcomings are not unique to a particular State or region and that their
28、 effects are felt by the world aviation community as a whole. Now that ICAO is able to more clearly identify the problems, it also perceives that a more vigorous effort must be made to develop and put in place appropriate solutions to remedy the problems. It appears that in many instances the implem
29、entation of remedial actions will require assistance both from ICAO and from the international aviation community at large. Safe and efficient international civil aviation requires a high level of commitment amongst Contracting States to the implementation by each State of an effective safety oversi
30、ght system based on ICAO Standards, and is dependent on the concerted efforts of the global aviation industry as a whole. Contracting States, individually andlor as a group, have the responsibility to ensure that an effective and efficient safety oversight system prevails world-wide. This can be bes
31、t achieved through adequate harmonization and pooling of individual and regional safety oversight initiatives, and through the implementation of a global strategy for safety oversight. ICAOs vision of safety oversight is that of a uniform, internationally standardized programme aimed at ensuring the
32、 adequacy of each States oversight of its civil aviation. It is founded on the premise of an expanded safety oversight programme, properly implemented, harmonized, where appropriate regionalized and action oriented, and supported by safety audits of States. This conference is only one in a series of
33、 concrete steps being taken by ICAO to Co-ordinate the efforts of all partners involved in civil aviation in order to further enhance flight safety and to ensure the safest possible system for the travelling public. The purpose of this conference, the first in the history of ICAO which focuses entir
34、ely on safety oversight, is to harmonize ICAOs initiatives on safety oversight with those of Contracting States and to secure a world-wide commitment to a global strategy for safety oversight. This can only be achieved through your active participation and contribution of ideas, both of which are en
35、couraged and expected. What I ask from this conference is not only to consider three interrelated themes: safety oversight today, improvement of safety oversight and the establishment of a global strategy, but also to create a better environment for co-operation and Co-ordination amongst the various
36、 players dealing with safety and to provide ICAO with a more stable and adequate budgetary basis for a more assertive safety oversight programme, thus enhancing the enforceability of ICAO technical Annexes and strengthening the role of ICAO in assessing the implementation by its Member States of the
37、 ICAO safety and security standards. Throughout this conference, I would like to see more product than process - we need to establish a globally accepted framework. I would also like to see more definitive results and conclusions than vague recommendations - we need to develop a series of agreed act
38、ions and roles. We need you to share in the global responsibility towards safety, to endorse a global approach and to support ICAO in taking the lead.
