6、2011 Ohio Plumbing Code is based on the 2009 International Plumbing Code (IPC).Interna-tionally, code officials recognize the need for a modern, up-to-date plumbing code addressing the design and installation of plumb-ing systems through requirements emphasizing performance. The International Plumbi
7、ng Code, in this 2009 edition, is designedto meet these needs through model code regulations that safeguard the public health and safety in all communities, large and small.This comprehensive plumbing code establishes minimum regulations for plumbing systems using prescriptive and perfor-mance-relat
8、ed provisions. It is founded on broad-based principles that make possible the use of new materials and new plumbingdesigns. This 2009 edition is fully compatible with all the International Codes(I-Codes) published by the International CodeCouncil (ICC), including the International Building Code, Int
9、ernational Energy Conservation Code, International ExistingBuilding Code, International Fire Code, International Fuel Gas Code, International Mechanical Code, ICC PerformanceCode, International Private Sewage Disposal Code, International Property Maintenance Code, International ResidentialCode, Inte
10、rnational Wildland-Urban Interface Codeand International Zoning Code.The International Plumbing Code provisions provide many benefits, among which is the model code development process thatoffers an international forum for plumbing professionals to discuss performance and prescriptive code requireme
11、nts. This forumprovides an excellent arena to debate proposed revisions. This model code also encourages international consistency in the applica-tion of provisions.DevelopmentThe first edition of the International Plumbing Code (1995) was the culmination of an effort initiated in 1994 by a developm
12、entcommittee appointed by the ICC and consisting of representatives of the three statutory members of the International Code Councilat that time, including: Building Officials and Code Administrators International, Inc. (BOCA), International Conference of Build-ing Officials (ICBO) and Southern Buil
13、ding Code Congress International (SBCCI). The intent was to draft a comprehensive set ofregulations for plumbing systems consistent with and inclusive of the scope of the existing model codes. Technical content of thelatest model codes promulgated by BOCA, ICBO and SBCCI was utilized as the basis fo
14、r the development. This 2009 edition pres-ents the code as originally issued, with changes as reflected in the subsequent editions through 2006 and with changes approvedthrough the ICC Code Development Process through 2008. A new edition such as this is promulgated every three years.This code is fou
15、nded on principles intended to establish provisions consistent with the scope of a plumbing code that adequatelyprotects public health, safety and welfare; provisions that do not unnecessarily increase construction costs; provisions that do notrestrict the use of new materials, products or methods o
16、f construction; and provisions that do not give preferential treatment to par-ticular types or classes of materials, products or methods of construction.AdoptionSee Section 101 GENERAL. 17、kept up to date through the review of proposed changes submitted by code enforcing officials,industry representatives, design professionals and other interested parties. Proposed changes are carefully considered through anopen code development process in which all interested and affected parties may

22、n the International Building and Fire CodesBecause the coordination of technical provisions is one of the benefits of adopting the ICC family of model codes, users will find theICC codes to be a very flexible set of model documents. To accomplish this flexibility some technical provisions are duplic
23、ated insome of the model code documents. While the International Codes are provided as a comprehensive set of model codes for the builtenvironment, documents are occasionally adopted as a stand-alone regulation. When one of the model documents is adopted as thebasis of a stand-alone code, that code
24、should provide a complete package of requirements with enforcement assigned to the entityfor which the adoption is being made.The model codes can also be adopted as a family of complimentary codes. When adopted together there should be no conflict ofany of the technical provisions. When multiple mod
25、el codes are adopted in a jurisdiction it is important for the adopting authority toevaluate the provisions in each code document and determine how and by which agency(ies) they will be enforced. It is important,therefore, to understand that where technical provisions are duplicated in multiple mode
26、l documents that enforcement duties mustbe clearly assigned by the local adopting jurisdiction.
