D.140 (2002)/Suppl.3 (06/2004) FOREWORD The International Telecommunication Union (ITU) is the United Nations specialized agency in the field of telecommunications. The ITU Telecommunication Standardization Sector (ITU-T) is a pe

ITU-T is responsible for studying technical, operating and tariff questions and issuing Recommendations on them with a view to standardizing telecommunications on a worldwide basis. The World Telecommunication Standardization Assembly (WTSA), which meets every four years, estab

The approval of ITU-T Recommendations is covered by the procedure laid down in WTSA Resolution 1. In some areas of information technology which fall within ITU-Ts purview, the necessary sta

20、lement 3 Updated teledensities and indicative target settlement rates (1 January 2004) 1 Introduction ITU-T Study Group 3 had continued its study on the issue of accounting rate reform through the previous study period and succeeded in compiling Annex E/D.140, which provided guidelines for bilateral
21、 negotiations of transitional arrangements towards cost-orientation. Furthermore, WTSA instructs Study Group 3 to “publish updated indicative target rates calculated on the basis of the latest data as a supplement to ITU-T Rec. D.140“ on the consideration that “the indicative target rates in Annex E
22、/D.140 were calculated using 1998 data“. Pursuant to this instruction, Study Group 3, at its meeting in December 2001, decided to publish updated indicative target rates calculated on the basis of the latest data annually. 2 Updated table of countries/territories according to their teledensity The u

For Least Developed Countries, which are recognized by the United Nations, the indicative target rate of 0.0723 SDR per minute may be used. The countries/terri
