FOREWORD IT (International Telecommunication Union) is the United Nations Specialized Agency in the field of telecommunications. The IT Telecommunication Standardization Sector (ITU-T) is a perma
10、nent organ of the ITU. The ITU-T is responsible for studying technical, operating and tariff questions and issuing Recommendations on them with a view to standardizing telecommunications on a worldwide basis. The World Telecommunication Standardization Conference (WTSC), which meets every four years
11、, establishes the topics for study by the ITU-T Study Groups which, in their turn, produce Recommendations on these topics. The approval of Recommendations by the Members of the ITU-T is covered by the procedure laid down in WTSC Resolution No. 1 (Helsinki, March 1-12, 1993). In some areas of inform
12、ation technology which fall within ITU-Ts purview, the necessary standards are prepared on a collaborative basis with IS0 and IEC. 15、.1 Recommendations, falls into two main categories: - circuit related (connection orientated); - non-circuit related (connectionless orientated). 1.2 the bearer circuits. For example, call control, number translation and routing. 1.3 Non-circuit related refers to the situation where the signalling s
16、ystem itself provides the bearer function. For example, for database queries and response between networks or inter-carrier network management information. 1.4 It is anticipated that initially at least, non-circuit related usage of SS No. 7 will be by network operators. Message traffic over the Sign

19、s Recommendations. The service specific charging and accounting principles may be found in the relevant 2 Charging 2.1 Charging is a national matter. Nevertheless certain basic principles have been identified to guide Administrations and to assist other Study Groups in developing the necessary measu
20、ring and recording capabilities. 2.2 Circuit related The cost for the use of the SS No. 7 to support services over the Bearer Network is covered in the charges for the services concerned. The method of charging is a commercial decision by the Administration. Recommendation D.212 (10/96) 1 2.3 Non-ci
21、rcuit related Services that use SS No. 7 as their exclusive transport mechanism would be charged as services in their own right. A number of charging options are possible, e.g.: a) b) 4 by volume of data exchanged by octet or by multiple octet; by a per message fee; by a flat rate periodic rental/su
22、bscription according to the commercial arrangement concluded. Other charging options may be adopted at the discretion of the Administration. 3 International accounting 3.1 To minimize the development and operational costs, it is desirable that the records used for accounting are compatible with thos
23、e used for charging. 3.2 Whatever the accounting arrangement, there is a requirement to measure and record the charging data, giving due regard to the cost of performing the measurement and recording function. 3.3 The accounting for the use of SS No. 7 to support services over the bearer network is
24、covered under the normal accounting for the services concerned. 3.4 The accounting for services that use SS No. 7 as their exclusive transport mechanism would be based on the normal bilateral agreement for those services. Accounting arrangements will be bilaterally or multilaterally agreed between n
25、etwork operators, who may - initially at least - agree not to account separately for one or more categories of data, e.g. transfer of billing of data. 3.5 Recommendation D.2 1 1.
