8、neva, 1980, revised 1992)PreambleThis Recommendation sets out the general principles and conditions for tarification to be applied byAdministrations for the provision of an international public facsimile service between subscriber stations, using theinternational public switched telephone network1)o
9、r international Datel network2)(telefax service)3).1 General principlesIn determining the tariff principles to be applied in this service, consideration should be given to the structureand level of charges applicable in other international telecommunication services supplied by the Administrationsco
10、ncerned and to the provisions of Recommendation D.5.2 Charging principles2.1 In principle, the charges for calls in the international telefax service shall be based on those applied for thenormal use of the network concerned.2.2 Administrations may apply additional charges for the provision of user
11、facsimile station equipment and/orspecial facilities.3 International accounting3.1 Normally, accounting for calls in the international telefax service shall be at the same accounting rates and beeffected in the same manner as accounting for calls over the international public network utilized. Such
12、calls will forman integral part of the international accounts for that public network and no additional accounting betweenAdministrations should be necessary for such calls.In the case where different accounting rates are applied for telefax calls, accounting for those calls should belisted separate
13、ly.The same procedures are applicable to refunds.3.2 Any additional charges applied by an Administration for the provision of user facsimile station equipmentand/or special facilities shall be retained by that Administration and shall not be included in the international accounts._1)Some Administrat
14、ions do not permit the international public switched telephone network to be used for facsimile transmission.2)The Datel network is a public network composed of special quality voice grade circuits (normally conforming to the specificationsof Recommendation M.1020 1) or telephone circuits assigned t

Collect services may be offered subject to
17、bilateral agreement between Administrations.4 Service correspondence4.1 Service telecommunications (as defined in the International Telecommunication Regulations) should be treatedin accordance with Recommendation D.192.Privilege telecommunications (as defined in the International Telecommunication
18、Regulations) should betreated in accordance with Recommendation D.193.4.2 Paragraph 4.1 above does not apply to service and franking privilege telefax calls exchanged over internationalpublic telecommunication networks by postal Administrations4)except by agreement with telecommunicationAdministrati
19、ons4)concerned.5 Refunds5.1 Charges for calls in the international telefax service may be refunded at the discretion of Administrations,when circuit failure or failure of equipment provided by the Administrations prevents satisfactory transmission.However, refund of charges may not be applicable whe
20、re transmission over a public network is permitted on an“unassured” basis, that is, without guarantee as to transmission speed and/or quality of transmission.5.2 To obtain a refund, the subscriber shall apply to the Administration responsible for his facsimile service,submitting in support of his cl
