8、PI MECHANISM Summary This Recommendation describes the use of escape code “O“ within the E.164 numbering plan in order to facilitate number plan interworking during the transition period to implementation of the NPI mechanism. Source ITU-T Recommendation E.165.1 was prepared by ITU-T Study Group 2 (

9、1993-1996) and was approved under the WTSC Resolution No. 1 procedure on the 8th of October 1996. The ITU Telecommun

10、ication Standardization Sector (ITU-T) is a permanent organ of the ITU. The ITU-T is responsible for studying technical, operating and tariff questions and issuing Recommendations on them with a view to standardizing telecommunications on a worldwide basis. The World Telecommunication Standardizatio

11、n Conference (WTSC), which meets every four years, establishes the topics for study by the ITU-T Study Groups which, in their turn, produce Recommendations on these topics. The approval of Recommendations by the Members of the ITU-T is covered by the procedure laid down in WTSC Resolution No. 1 (Hel

12、sinki, March 1-12, 1993). In some areas of information technology which fall within ITU-Ts purview, the necessary standards are prepared on a collaborative basis with IS0 and IEC. 15、SITION PERIOD TO IMPLEMENTATION OF NPI MECHANISM (Geneva, 1996) 1 Introduction This Recommendation describes the use of escape code “O“ within the E.164 numbering plan in order to facilitate number plan intenvorking during the transition period to implementation of the NPI mechanism. Recommendation

16、E.164 (1991) provides for escape code “O“ to be used to indicate that the digits following the escape code are digits according to the X.121 numbering plan. Recommendation E. 166K. 122 describes numbering plan intenvorking using either the escape code method or the NPI method. The recommended method

17、 and long-tem requirement is for the use of NPI in place of the present use of escape codes. Only the NPI mechanism has the capability to carry a 15-digit E. 164 number in the X.25 and X.75 call Set-up packets. 2 References The following Recommendations and other references contain provision which,

21、4/X 121 numbering plan interworking during the transition period. - - 3 The use of digit “O“ (zero) as an escape code has been provided within the E. 164 numbering plan to enable numbering plan intenvorking and its use is described in Recommendation E. 166K 122. The escape code method is a temporary

22、 arrangement to facilitate intenvorking prior to the implementation of Numbering Plan Identifier (NPI) based intenvorking solutions. It should be carefully noted that due to the demand for country codes within the E.164 numbering plan, it has been identified that it will be necessary to recover esca

23、pe code “O“. The use of escape code “O“ within in the E.164 numbering plan will be discontinued at 2359 hours (UTC), 3 1 December 2000. Use of escape code, “O“ within the E.164 numbering plan Recommendation E.165.1 (10/96) 1 Accordingly, packet mode terminals on networks numbered under E. 164 should

24、 evolve at the earliest opportunity towards support of the NPI mechanism to ensure an ongoing interworking capability beyond the time at which the E. 164 escape “O“ is discontinued. Also signalling protocols being developedimplemented should not utilize the escape code method for signalling that the
