JEDEC Standard No. 246 Page 1 CUSTOMER NOTIFICATION PROCESS FOR DISASTERS (From JEDEC Board Ballot JCB-13-61, formulated under the cognizance of JC-14.4 Committee on Quality Processes and Methods.) 1

10、Scope This standard is applicable to suppliers of, and affected customers for, solid-state products and the constituent components used within. This standard establishes the requirements for timely notification to affected customers after a disaster has occurred at a suppliers facility that will aff

11、ect the committed delivery of product. This standard puts specific emphasis on notification, timing, and notification content which includes risk exposure, impact analysis, and recovery plans. Notified customers will then be able to take appropriate action to minimize the impact on the production of

12、 their own products and shipments to their customers. This will help to ensure continuity of supply within the entire supply chain. This standard allows the use of a suppliers existing practices and procedures from any organization within the company (e.g., fulfillment, logistics, sales, marketing,

13、customer service, quality, etc.,) to be used to fulfill the requirements of this standard. This standard may be used as a part of a companys overall Disaster Recovery process. 2 Terms and definitions For the purpose of this standard, the following terms and definitions apply. affected customer: Any

14、organization that 1) is to receive product from the supplier, but the agreed to shipment date of that product is impacted due to a disaster, and that organization has a contract or purchase agreement with Disaster notification requirements; or 2) has requested (and the supplier has agreed to provide

15、) Disaster notifications; or 3) is an approved supplier agent. disaster: Any external hazard (natural or man-made) that has come to fruition, resulting in an event of substantial proportions causing a significant disruption of production that will affect the committed delivery and/or quality of prod

16、uct. NOTE Examples include earthquake, typhoon, tornado, political unrest, and labor strike. JEDEC Standard No. 246 Page 2 3 Notification requirements Notification is required when committed customer shipments are affected. Notifications, both initial and subsequent, may be handled by any of a suppl

17、iers organizations (e.g., fulfillment, logistics, sales, marketing, customer service, quality, etc.,). If customer shipments are not affected by a disaster, but the supplier has a facility near the location of the disaster, it is recommended that a notice be sent out to customers acknowledging the d

18、isaster, but that production shipments have not been disrupted. Alternatively, a general press release may be issued per a suppliers established procedures acknowledging that a disaster has occurred near the suppliers location. NOTE This document does not address minor operating problems and/or dela

19、ys that can be resolved in the normal course of business as per supplier/customer agreements and/or standard business practices and procedures. 3.1 Timing 3.1.1 Supplier with initial direct impact 3.1.1.1 Initial notification If a suppliers operations are directly affected by a disaster (e.g., suppl

20、iers assembly facility was damaged), the supplier shall notify their affected customers of the disasters occurrence as soon as possible, but no longer than one week from when the disaster occurred or when production was disrupted, or within a timeframe agreed to between supplier and customer. NOTE B

21、eyond the requirement of the initial notice being sent out within one week, it is recommended that a brief notice be sent within 1 to 2 days of the disasters occurrence stating whether a facility within the disaster area was affected. 3.1.1.2 Subsequent notification The timing of subsequent notifica

22、tions shall be appropriate for the level of risk exposure (a minimum of weekly is recommended for high risk exposure), or be sent based on a supplier/customer agreed to timeframe, and continue until they are no longer required. 3.1.2 Supplier with subsequent indirect impact Affected customers, who a

23、fter notification from their supplier have determined that their own production will be disrupted due to this disaster (indirect impact), must inform their affected customers per the requirements of 3.1.1. The clock for notifying affected customers does not start until it is determined that committe

24、d shipments cannot be met. However a general notice is still recommended, if it will take longer than a week to determine the extent of indirect impact. JEDEC Standard No. 246 Page 3 3.2 Format The Disaster Notification notice shall be sent in writing or electronically to the affected customer or th

25、e affected customers designated agent. The initial notification must be sent to the affected customer, but subsequent notifications and communication may be managed via email, website, or as per supplier/customer agreement. A press release may be used by the supplier as a general notification to all

26、 of its customers acknowledging that a disaster has occurred near one of its facilities. 3.3 Content Notifications shall state all affected supplier part numbers; however, it is likely that a complete list of affected part numbers will not be available for the initial notification, and may take seve

27、ral weeks to compile. Customer part numbers are optional, if not required per agreed to customer criteria. The content of the first and possibly some subsequent notifications may be limited due to the scope of the disaster and availability of information. 3.3.1 Initial notification The initial notif

28、ication shall include the following information (if available): 3.3.1.1 Initial risk exposure The supplier shall rate the risk exposure of not meeting committed shipment dates due to the disaster according the criteria in Table 1. Table 1 Initial Risk Exposure Ratings High Production impacted. No ot

29、her site can support. Medium Production impacted. Alternate site can support, but start up and/or some qualification required before shipments can be made. Low Production impacted. Alternate site is qualified, but may not be able to meet committed delivery dates (e.g., limited production capacity).

30、None Production not impacted, or the supplier can support all deliveries with current inventory and/or production from an alternate, qualified site. NOTE The level of risk may vary by product (e.g., Products A and B have medium risk, but product C is rated as none) and/or by supplier/customer agreem

31、ents. 3.3.1.2 Initial impact analysis The supplier shall provide a general description of the damage to facilities, equipment, and/or processes for the affected product(s), if available. JEDEC Standard No. 246 Page 4 3.3.2 Subsequent notifications Subsequent notifications shall include the informati

32、on stated per the following four subclauses, as it becomes available: 3.3.2.1 Risk exposure It is recommended that the risk exposure rating per the criteria in Table 2 be included in subsequent notifications, but is required to be included if the rating has changed from a previous notification. Tabl

35、, but product C is rated as none) and/or by supplier/customer agreements. 3.3.2.2 Impact analysis The supplier shall provide details describing the impact for the affected product(s). This may include, but is not limited to: - general description of damage to facilities, equipment, and/or processes;

36、 - alternate processes, materials, and/or facilities and any qualification testing required to reinstate production (This information may be conveyed per the processes stated in JESD46.); and - any other testing required to reinstate production or assessment of product awaiting shipment from the aff

37、ected facility that may have been damaged by the disaster. 3.3.2.3 Alternative source The supplier shall assist affected customers by providing information and technical data to help locate an alternate source, if applicable. If the alternate source does not meet the same level of functionality, qua

38、lity, and reliability, the supplier must point this out to the affected customer prior to shipment. 3.3.2.4 Recovery plan Supplier shall provide a recovery plan for the affected shipments with target dates. Existing Procurement and Logistic tools may be used for the notification to changes in “ship
