REQUIREMENTS 3.1 First article. When specified (see 6.2) a sample shall be subjected to first article acceptanc
24、e inspection (see 6.3) in accordance with 4.5. 3.1.1 Practical cleaninq. The cleaning compound shall remove 100 percent of carbonaceous soils, powder residues, oils, greases, and other oxidized organic residue associated with automatic gun firing operations. 3.2 Phvsical and chemical properties. The
25、 cleaning compound shall be low foaming and completely miscible in water. 3.2.1 Toxicity. The cleaning compound shall have no adverse effect on the health of personnel when used for its intended purpose. Questions pertinent to this effect shall be referred by the contracting activity to the appropri
26、ate departmental medical service who will act as an advisor to the contracting agency. The manufacturer shall certify that the cleaning compound contains no substance known to be toxic or carcinogenic to the user under normal conditions of use as determined in 29CFR 1900 (see 6.3 and 6.7). 3.3 Biode
27、qradability. ingredients used in the cleaning compound shall be not less than 90 percent bisodegradable (see 6.3). 3.4 Flash point. The flash point shall be not lower than 140 degrees Fahrenheit (OF) (60 degrees Celsius (OC). 3.5 pH value. The pH value shall be between 9 and 10. 3.6 Effect on metals

32、rittlement. Type Id and Type 2a steel test panels shall show no hydrogen ernbrittlement in accordance with ASTM F519. 3.6.5 Effect on painted surfaces. For top coat paint conforming to MIL-C-83286, the cleaning compound shall cause no streaking, blistering, discoloration, or permanent decrease in fi
33、lm hardness greater than one pencil hardness level. 3.6.6 Effect on unpainted metal surfaces. The cleaning compound shall not separate, crystallize, deteriorate, precipitate, or cause distortion, leakage, or corrosion of the shipping container during storage periods of not greater tha
35、n 12 months. 3.7.2 Hiqh temperature stability. The cleaning compound shall not layer nor sep- arate after being exposed to a temperature of 140 I 3F (60 1: 2C) for a period of 6 hours. 3.7.3 Low temperature stability. After freezing, the cleaning compound shall return to its original homogeneous con
36、dition at room temperature. 3.8 Workmanship. The cleaning compound shall be a homogeneous liquid free of foreign matter. 4. QUALITY ASSURANCE PROVISIONS 4.1 Responsibility for inspection. Unless otherwise specified in the contract or purchase order, the contractor is responsible for the performance
37、of ali inspection requirements (examinations and tests) as specified herein. Except as otherwise specified in the contract or purchase order, the contractor may use his own or any other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the
38、 Government. The Government reserves the right to perform or witness any of the inspections set forth in this specification where such inspections are deemed necessary to ensure supplies and services conform to pre- scribed requirements. 4.1.1 Responsibilitv for compliance. All items shall meet all
39、requirements of Sections 3 and 5. The inspections set forth in this specification shall become a part of the con- tractors overall inspection system or quality program. The absence of any inspection requirements in the specification shall not relieve the contractor of the responsibility of ensuring
40、that all products or supplies submitted to the Government for ac- ceptance comply with ali requirements of the contract. Sampling inspection, as part of manufacturing operations, is an acceptable practice to ascertain conformance to requirements, however, this does not authorize submission of known

The inspection requirement
42、s specified herein are classified as follows: a. First article inspection (see 4.5). b. Quality conformance inspection (see 4.6). 4.3 Toxicoloqical product formulation. The contractor shall have the toxicological Droduct formulations and associated information available for review by the con- tracti
43、ng activity to evaluate the safety of the material for the proposed 4.4 Test sample dilution ratio. 44、st 4.5 First article inspection. Unless otherwise specified in the contract or purchase order (see 64, a first article sample shall be subjected to the first article inspection, which shall include all examinations and tests specified in 4.7.1 through 4.9. The first article inspection shall be condu
45、cted by the contractor at a test facility approved by the acquiring activity (see 6.2). The acquiring activity shall be advised 30 days in advance of when first article inspections are to be conducted so that a Government representative may be designated to witness the examinations, demonstrations,
46、and tests. (See 6.2 and 6.3). 4.5.1 First article sample. Unless otherwise specified in the contract or purchase order (see 6.2), the first article sample shall consist of five gallons. The first article sample shall be representative of the methods, materials, processes, parts, design, and inspecti
47、on methods the contractor proposes to use in production of thecleaning compound under the contract. The first article sample shall not be considered as deliverable under the contract. 4.5.2 Acceptance criteria. Failure of the first article sample to pass any portion of the first article inspection s
48、hall be cause for rejection of the first article sample (see 6.3). 4.5.3 First article approval. Approval of the first article sample shall be by the acquiring activity upon satisfactory completion of the first article inspection. No production cleaning compound shall be delivered prior to the appro
49、val of the first article sample.
