Nothing in this specification, however, supersedes applicable laws and regulations unless a specific exemption has been obtained. 3. REQUIREMENTS 3.1 Description. The radiator
17、shall consist of a steel core equipped with steel fins. Unless otherwise specified (see 6.2), the radiator shall be furnished with a protective cover, mounting brackets, and fasteners. 3.2 First article. When specified in the contract or purchase order, a sample shall be subjected to first article i
18、nspection (see 4.2.1 and 6.2). 3.3 Standard commercial product. The radiator shall, as a minimum, be in accordance with the requirements of this specification and shall be the manufacturers standard commercial product. Additional or better features which are not specifically prohibited by this speci
19、fication but which are a part of the manufacturers standard commercial product, shall be included in the radiator being furnished. A standard commercial product is a product which has been sold or is being currently offered for sale on the commercial market through advertisements or manufacturers ca
20、talogs, or brochures, and represents the latest production model. 3.3.1 System of measurement. The dimensions used in this specification are not intended to preclude the use of the metric system of measurement in the fabrication and production of the material, individual parts, and the finished prod
21、uct, provided form, fit, and function requirements are satisfied. 3.4 Materials. Materials used shall be free from defects which would adversely affect the performance or maintainability of individual components or of the overall assembly. 23、 specification are to be new and fabricated using materials produced from recovered materials to the maximum extent possible without jeopardizing the intended use. The term “recovered materials“ means materials which have been collected or recovered from solid waste and reprocessed to become a sourc
24、e of raw materials, as opposed to virgin raw materials, None of the above shall be interpreted to mean that the use of used or rebuilt products is allowed under this specification unless otherwise specified. Unless otherwise 3.5 Design. The radiator shall be designed to permit easy accessibility for
25、 maintenance and service in the field. The design shall be such as to prevent condition hazardous to personnel or deleterious to equipment. 3.5.1 Capacity. The minimum heating capacity of the radiators shall be as shown in table I. The radiators shall be rated in accordance with the IBR Testing and

The painted radiator with cover shall not be damaged when subjected to a working pressure of O to 150 pound-force per square inch gage (psig) (O to 1034.21 kilopascals (kPa)(gage) with alternate heating and cooling from
28、temperatures of 358 degrees Fahrenheit (OF) (181.11O Celsius (C) to between 60 and 90F (15.56 and 32.22OC). 3.5.3 Pressure. All elements of the radiator shall withstand 225 psig (1551.31 kPa) pressure under water for 30 minutes without leakage or loosening of the fins. 3.6 Construction. The enclosur
29、e shall enclose the entire finned length of the radiator. The enclosure shall be fabricated from sheet steel of not less than 0.0478 inch (1.21 mm) thick and shall have openings that are not larger than 0.75 square inch (483.87 square millimeters) in area. The enclosure shall not rediice the heating
30、 capacity of the radiator by more than 5 percent of the values specified herein and shall not warp when the radiator is subjected to the operating conditions specified herein. The enclosure may be in sections or as one piece. When sectional enclosure is furnished, the top and front sections shall be
31、 equipped with a fastening device. 3.6.1 m. The core shall be fabricated from the specified size steel pipe or steel tubing (see 6.2). For pipe, the size 1 cores shall have an outside diameter (od) of 1.625 inches (41.28 mm) with a wall thickness of 0.125 inch (3.18 nun) and the size 2 cores shall have an od of 2.37
33、5 inches (60.33 nun) with a wall thickness of 0.154 inch (3.91 mm). For tubing, the core od shall be the same as pipe core od and the wall thickness shall be a minimum of 0.125 inch (3.18 nun). At each end, the core shall extend not less than 2-1/2 inches (63.50 mm) beyond the fins. The core ends sh
34、all he either threaded or beveled for welding as specified (see 6.2). Threads shall be right-hand, external, taper pipe threads in accordance with ANSI B1.20.1. plastic caps. Both ends of the core shall be protected with metal or heavy 3.6.2 Fins. Unless otherwise specified (see 6.2) the steel fins
35、shall be rectangular. The length or width of each rectangular fin shall be not more than 5-1/4 inches (133.35 mm). When spiral steel fins are specified, the overall diameter shall be not more than 4-1/2 inches (107.95 mm). The fins shall be secured to the core and shall not loosen, warp, or buckle w
36、hen the radiator is subjected to the operating conditions specified herein. The fins shall be fabricated of steel conforming to ASTM A569. 3.7 Treatment and painting. Unless otherwise specified (see 6.2), the radiator cover shall be painted and the brackets shall be treated or painted or treated and
37、 painted in accordance with the manufacturerls standard practice. The threaded surfaces and inside of the radiator core shall not be painted. 3.8 WorkinanshiD. All parts of the radiator, including stampings, machined surfaces, and welded parts shall be clean and free from dirt, scale, flux, and othe
38、r harmful extraneous material. The covers shall be free from rough or cutting edges or sharp objects. 4. QUALITY ASSURANCE PROVISIONS 4.1 Responsibility for inspection. Unless otherwise specified in the contract or purchase order, the contractor is responsible for the performance of all inspection r
39、equirements (examinations and tests) as specified herein. Except as otherwise specified in the contract or purchase order, the contractor may use his own or any other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Go
40、vernment seserves the right to perform any of the inspections set forth in this specification where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements. 4.1.1 Responsibility for compliance. All items must meet all requirements of sections 3 and 5.
41、 The inspection set forth in this specification shall become a part of the contractors overall inspection system or quality program. The absence of any inspection requirements in the specification shall not relieve the contractor of the responsibility of assuring that all products or supplies submit
42、ted to the Government for acceptance comply with all requirements of the contract. Sampling inspection, as part of manufacturing operations, is an acceptable practice to ascertain conformance to requirements, however, this does not authorize submission of known defective material. either indicated o
43、r actual, nor does it commit the Government to accept defective material. The inspection requirements specified herein are
44、 classified as follows: a. First article inspection (see 4.2.1). b. Quality conformance inspection (see 4.2.2). 4.2.1 First article inspection. The first article inspection shall be performed on one radiator unit when a first article is required (see 3.2 and 6.4). This inspection shall include the e
45、xamination of 4.4 and the tests of 4.5. production item from the suppliers current inventory provided the item meets the requirements of the specification and is representative of the design, construction, and manufacturing technique applicable to the remaining items to be furnished under the contra
46、ct. The first article may be either a first production item or a standard 4.2.2 Qualitv conformance inspection. The quality conformance inspection shall include the examination of 4.4, the tests of 4.5.1, and the packaging inspection of 4.6. This inspection shall be performed on the samples selected
47、 in accordance with 4.3. 4.3 SamplinR. Sampling and inspection procedures shall be in accordance with MIL-STD-105 The unit of product shall be radiators. All radiators offered for delivery at one time shall be considered a lot for the purpose of inspection. 4.3.1 Sampling for examination. Examinatio
48、n shall be based on inspection level S-2 and an Acceptable Quality Level (AQL) of 4.0 percent defective for major defects and 6.5 percent defective for minor defects. 4.3.2 Sampling for tests. Tests shall be based on inspection level S-2 and an AQL of 1.0 percent defective. 4.4 Examination. Each uni
49、t selected in accordance with 4.3.1 shall be examined to verify compliance with the requirements of this specification. Examination shall be conducted as specified in table II. Any radiator in the sample containing one or more defects shall be rejected, and if the number of defective units in any sample exceeds the acceptance number for that sample, the lot represented by the sample shall be rejected. replaced with non-defective units prior to testing.
