、in accordance with 4.3. 3.2 Recycled, recovered, or environmentally preferable materials. Recycled, recovered, or environmentally preferable materials should be used to the maximum extent possible, provided that the material meets or exceeds the operational and maintenance requirements, and promotes

、 economically advantageous life cycle costs. 3.3 Government and contractor purchases. The requirements specified in 3.13 and 3.14 apply only to cord purchased directly by the Government. All other requirements apply to cord purchased by a contractor as a component for an end item and to cord purchas

The cord shall match the standard for shade, appearance and shall be, unless otherwise indicated, equal to or better than the standard with respect to all characteristics for which the standard is referenced (see 6.2). 3.5 Material. The yarn used in the f

、abrication of the cord shall be bright, high tenacity multifilament polyester yarn. The yarn denier shall be as specified in TABLE I. 3.6 Construction and physical requirements. The cord shall be braided without a core and conform to the requirements specified herein and in TABLE I when tested as sp

When a color is specified, other than natural, the color shall be obtained by yarn dyeing and the cord shall match an approved shade standard (see 3.4 and 6.2). 3.7.1 Visual shade matching. When evaluated in accordanc

、e with 4.5.6, the color of the dyed cord shall match the standard with sources simulating artificial daylight and shall be a good match to the standard under incandescent lamplight. 3.7.2 Colorfastness to light. Types I and II cords only, shall be finished with an acrylic or polyethylene resin such as to result in an additional weight not to exceed 2 percent.

、The process of applying finish to the cord shall cause no detrimental effect to the physical or chemical properties of the cord. Type III cord will not have any finish. The supplier shall report on the test method the type of finish used, either polyethylene or acrylic. 3.8.1 Tackiness. The cord sha

、ll not be excessively tacky. The force required to separate the lines shall be not greater than 23 pounds when tested as specified in 4.4.5. 3.9 Date of Manufacture (see 6.1). When required by the procurement document, the textile manufacturer shall properly identify the age of the textile materials

、 by placing a tag on the finished goods or label on the containers identifying the specification to which the material is manufactured, the lot number and the date of manufacture. The date of manufacture is defined as the date (month and year) of the last manufacturing process that affects the physi

、cal characteristics of the material. 3.10 Resistance to heat and light. The polyester cord shall lose no more than 25 percent of its original breaking strength after exposure to heat and light when tested as specified in 4.4.5. 3.11 Extractable matter (water-soluble material). No material shall be a

、dded for the purpose of weighing the cord. The water-soluble material of the cord shall not exceed 4.0 percent when tested as specified in 4.4.5. 3.12 pH. The pH of the water extract of the finished cord shall be no less than 5.5 nor more than 9.0 when tested as specified in TABLE VI. 3.13 Put-up an

、d length. Unless otherwise specified (see 6.1), the cord shall be put on Copyright Protected: Do Not Copy!PIA-C-2754D Page 5 of 13 non-returnable reels/spools in lengths specified in TABLE II. If the cord is put-up other than on reel/spool then the yardage in the package shall be converted to repres

、ent the yardage per reel/spool in order to maintain the current sampling and inspection requirements listed in this specification (see 3.13, 3.14 and 4.4.2). Each reel/spool shall not contain any knots or splices and shall be so wound that each turn and layer is free from entanglement. A plus tolera

、nce of 10 percent shall be allowed on the total length of any reel/spool. The ends of the cord shall be heat sealed to prevent fraying. When cord is put up in 500 yard lengths, 20 percent of the total number of reels/spools in the lot shall be in one continuous length. The remaining 80 percent in th

、e lot may contain pieced lengths (lapped on ends). These reels/spools shall contain no more than two pieces, with no piece less than 50 yards in length. When pieced lengths are contained on a reel/spool, the number and lengths of the pieces shall be marked on the identification ticket or label as sp

、ecified in 3.14. TABLE II Length. 3.14 Identification. Each unit pack (spool/reel) of cord, interior container and exterior container shall be marked per contract requirements. An additional label as noted below shall be attached to spool if cord is more than one piece (see 3.13): - Number and lengt

、h of pieces - Length of pieces of cord per spool. 3.15 Workmanship. The fabricated cord shall conform to the quality and grade of product established by this specification. 4. VERIFICATION 4.1 Responsibility for inspection. Unless otherwise specified in the contract or purchase order, the contractor

、 is responsible for the performance of all inspection requirements (examinations and tests) as specified herein. Except as otherwise specified in the contract or purchase order, the contractor may use their own or any other facilities suitable for the performance of the inspection requirements speci

、fied herein, unless disapproved by the procuring activity. The procuring activity reserves the right to perform any of the inspections set forth in this specification where such inspections are deemed necessary to ensure supplies and services conform to prescribed requirements. 4.1.1 Responsibility

、for compliance. All items shall meet all requirements of Sections 3 and 5. The inspection set forth in this specification shall become a part of the contractors overall inspection system or quality program. The absence of any inspection requirements in the specification shall not relieve the contrac

、tor of the responsibility of ensuring that all products or supplies submitted to the procuring activity for acceptance comply with all requirements of the contract. Sampling inspection, as part of manufacturing operations, is an acceptable practice to ascertain conformance to requirements, however,

、l. 4.1.2 Certificates of Compliance. When Certificates of Compliance are submitted, the procuring activity reserves the right to inspect such items to determine the validity of the certification. 4.2 Classification of inspections. The inspection requirements specified herein are classified as follow

、s: a. First article inspection (see 4.3) b. Quality conformance inspection (see 4.4). 4.3 First article inspection. When a first article is required (see 3.1), it shall be examined for the defects specified in 4.4.2 through 4.4.4.2 and shall be tested as specified in 4.4.5. 4.4 Conformance inspectio

、n. Conformance inspection shall include the examination and tests of 4.4.1 through 4.5.5 as applicable. Sampling for inspection shall be performed as specified in this document, unless otherwise specified in the contract or order (see 6.1). 4.4.1 Component and material inspection. In accordance with

、 4.1, components and materials shall be inspected in accordance with all the requirements of referenced documents unless otherwise excluded, amended, modified, or qualified in this specification or applicable purchase document. 4.4.1.1 Component and material certification. A Certificate of Complianc

、e may be acceptable as evidence that the characteristics listed in TABLE III conform to the specified requirements. TABLE III Component and material certification. 48、ior to the visual examination in 4.4.3, shall be examined for the critical defects listed in TABLE IV. Any end item found to contain one or more critical defects shall be rejected. 4.4.3 End item visual examination. The cord shall be examined for the defects listed in TABLE IV. All defects shall be

、counted regardless of their proximity to each other. The lot size shall be expressed in units of spools or reels. The sample unit shall be one spool or reel. Ten percent of the total footage, but not less than 100 feet, shall be examined on each spool or reel in the sample. Acceptance sampling plan shall be determined by using Inspection Level II with an Acceptance Quality Limit (AQL) of 1.5 for major defects and 4.0 for
