2、l projects, especially those that are in principle designed to be implemented in a risky environment. Class D missions for example maintain their low cost and short schedules by minimizing the resources devoted to risk reduction. Levying additional risk reduction requirements on a project above thos

3、e set by the Agency may actually increase a projects overall risk.Description of Driving Event: The Project was aimed at the developing and running a mission which would attempt to confirm either the existence or absence of water ice on one of the moons poles. It was conceived to be a relatively fas

4、t-paced and low-cost Project coinciding with what is defined as a Class D mission. As such, Agency policy permitted it to be implemented in a minimalist or relatively high risk fashion with respect to the required reviews, oversight, and mission assurance levels it had to satisfy. Unfortunately, not

5、 all organizations and personnel have a good understanding of Class D mission requirements or Risk Management (RM). Thus, as the Project interfaced with these organizations it experienced a higher than necessary amount of skepticism which manifested into a higher than necessary workload. In particul

6、ar, the Project was overburdened with reviews and mission assurance requirements that were out of scope for Class D missions.Lesson(s) Learned: 1. As organizations begin to support missions classified outside of what they are accustomed to, they may expect projects to implement inappropriate levels

A misunderstanding of risk and RM can lead to an unrealistic environment where an attempt is made to avoid all risk a

8、t all cost. This approach will over tax what resources a project has such that its primary or most significant risks will be under managed thereby increasing the projects overall risk. Recommendation(s): 1. A projects risk classification and commensurate RM requirements should be highlighted and com

9、municated throughout its lifecycle such that all its support organizations and stakeholders can have realistic expectations with regard to what to expect from the projects RM processes. This includes expecting an occasional loss as risk management does not mean risk elimination. a. Centers should ha

10、ve a written RM procedure that details how the Agency requirements will be implemented. This procedure should be consulted whenever requests are made of the project. 2. Centers should establish a training program whereby the Agency and Center RM policies and procedures are taught to its employees. P

11、articular attention should be given to; a. how specific RM requirements are mapped to each type of project or mission and; b. how the implementation of each requirement can be tailored to the fit within the projects scope.
