14、re requirements for broadcasting an emergency message: An emergency message should use a communication service capable of sending the same message to many terminals simultaneously (i.e., broadcast), rather than sending the same message to individual terminals (i.e., point-to-point), to minimize the
15、impact of the emergency on the overall communication system. a. b. C. d e. h. i. The emergency message may be sent by the Emergency Services Operating Authority (ESOA) either manually or automatically. Emergency messages shall be authenticated before being disseminated. Different messages may be tra
16、nsmitted differently by the ESOA. For example, weather alerts may be automatically transmitted and national emergencies may require manual intervention or may automatically instruct the users where to obtain more detailed information. If the message is sent automatically, adequate automated message
17、conversion may be required from the source of the emergency message to adapt the message for transmission. Speech-to-text conversion shall require manual intervention by the ESOA. It is the responsibility of the ESOA to insure emergency messages shall not contain abbreviations, other than common abb
18、reviations to the general public (e:g., AM, PM, E, W, N, NE). It should be possible for a mobile station to prevent the display and alerting for an emergency message. Such controls shall be separate from the controls for other non- emergency messages. Emergency messages should conform to the Broadca
19、stCategory value of emergency allowing for mobile station filtering. Distribution of emergency messages should not require the user to subscribe to a special service. In other words this emergency service should be generally available to all users. The ESOA is responsible for appropriate segmentatio
20、n of emergency messages prior to submission of content to the wireless service provider. Emergency messages that are too long for a single transmission shall be sent in a manner that allows the message to be sent in multiple transmissions. Messages should not be truncated. Messages may be split into
21、 segments that can be reassembled and presented to the user in the same order as they were transmitted. Broadcasting of an emergency message shall not disrupt the voice service of cellular or personal communication services (i.e., there shall be no pre-emption of existing communications). It is the res
24、ponsibility of the ESOA to make notification of emergency messages to the appropriate SMS broadcast capable cells within a wireless service providers network for localized emergencies. The ESOA shall determine whether an emergency message shall be sent to the cells covering the area (e.g., nation, s
25、tate, county, city) affected by the emergency. m. It is the responsibility of the ESOA to make notification of emergency messages to the appropriate SMS broadcast capable cells within a wireless service providers network for localized emergencies including emergency messages it chooses to be sent to

28、ers and operators of an emergency message dissemination service should be aware of the following caveats: Media which allows only short text messages may be inadequate to transmit the entire emergency message. Emergency message broadcast requires that proper functionality be installed in the network
29、 infrastructure and transmission equipment as well as installed at the ESOA. The mobile station may or may not be equipped to receive emergency messages. The following procedures are derived from the Federal Communication Commissions “Emergency Alert System“ handbook f

Annex A.l National Activation Procedure _ This procedure assumes that the ESOA has an EAS decoder to receive EAS messages. EAS decoder display. Hear t
33、he following Emergency Action Notification message from the EAS decoder: Emergency Action Notification Audio Message. This is an Emergency Action Notification requested by the White House. The Authenticator Words for this notification are (-). All broadcast stations and cable stations will follow ac

The President of the United States or his representative will shortly delivery a message over the Emergency Alert System. The Authenticator Words for this notification are (-).
