36、 recognized need in the telephone industry brought about by the use of equipment supplied by many different manufacturers. It will be useful to anyone engaged in the manufacture of terminal equipment and auxiliary devices, and to those purchasing, operating or using such equipment or devices. In the

37、 Internet world, there are recognized standards that set out requirements for telephony-capable multimedia devices; however, none of these standards defines a telephone as is commonly used today. For IP telephones to succeed, industry requires a standard telephone that a) is interoperable with other

38、 IP telephones and IP network equipment; b) provides acoustic performance equivalent to or better than that of existing wire-line telephones; c) provides a basic set of telephony features; d) satisfies certain safety requirements; e) provides electromagnetic compatibility; and, f) satisfies environm

39、ental consideration. By following the requirements set out by this Standard, manufacturers of IP telephones can be certain of producing products that function at least as well as present-day wire-line telephones. Two categories of criteria are specified: mandatory and advisory. Mandatory requirement

40、s are designated by the word “shall”. Advisory requirements are designated by the word “should,” or “may,” or “desirable” (which are used interchangeably in this Standard). The mandatory criteria generally apply to safety and protection, signaling, and compatibility; they specify the absolute minimu

41、m acceptable requirements in areas such as transmission and equipment parameters and durability. Advisory criteria represent product goals. In some instances, the advisory criteria are included in an effort to ensure universal product compatibility with equipment and facilities operating in statisti

42、cally small quantities. In other cases, advisory criteria are presented when their attainment will enhance the general performance of the product in all its contemplated applications. Where both a mandatory and an advisory level are specified for the same criterion, the advisory level represents a g

43、oal currently identifiable as having distinct compatibility or performance advantages, or both, toward which future designs should strive. 5 TIA-811-A The intent of this Standard is to conform with existing IETF, ITU-T, IEEE, ANSI, TIA, and other standards; however, it is not the intent to duplicate

44、 the efforts of these other organizations. 2 Scope This Standard specifies the minimum requirements for media and protocol-specific call control interoperability, acoustic performance, telephony feature support, safety, electromagnetic compatibility, and environmental performance of VoIP Feature Tel

45、ephones operating in a business environment. Although this Standard specifically addresses physical IP phones, it does not preclude the implementation of applicable functionality in a soft client. However, such implementations are not specifically addressed in this Standard. This Standard applies sp

46、ecifically to VoIP Feature Telephones that are connected to an IEEE Std. 802.3 network utilizing Internet Protocol (IP). This Standard harmonizes, wherever possible, with Megaco protocol as applicable to control of IP telephones. This Standard supports the use of ITU-T Recommendation H.323 procedure

47、s for call establishment and call control. This Standard supports the use of the Session Initiation Protocol (SIP) for call establishment and call control. This Standard does not place requirements on system level components such as call agents, proxy servers, gateways or gatekeepers. This Standard

48、specifies security requirements pertaining to the provisioning of a VoIP Feature Telephone, but leaves the provisioning implementation itself up to the discretion of the manufacturer. 3 References 3.1 Normative References The following references contain provisions, which, through reference in this
