Insbesondere fr die berwachung von Schadstoffen werden hierbei Fische als Indikatororganismen verwendet, die ge-genbe
17、r vielen anderen Akkumulationsindikatoren den Vorteil haben, dass sie als Bestandteil der menschlichen Nahrungskette fr den Menschen von Relevanz sind 1. Eine zuverlssige Indikation des Gewsserzustands durch Organismen kann nur dann erreicht werden, wenn qualitativ hochwertige Proben vorliegen. Da-m
18、it kommt der Probenahme eine zentrale Bedeutung zu. Dies gilt umso mehr, als Fehler bei der Probe-nahme zu einem spteren Zeitpunkt nicht mehr kor-rigiert oder in ihrem Ausma verringert werden knnen. Wichtigstes Instrument bei der Probenahme ist dabei die Standardisierung, um die naturgem hohe Variab
19、ilitt biologischer Proben zu reduzieren und so ein hohes Ma an Reproduzierbarkeit zu erreichen. Um die Aussagekraft zu bewahren, muss allerdings strikt darauf geachtet werden, dass die Reprsentativitt der Proben nicht zu sehr einge-schrnkt wird. Das Ziel dieser Richtlinie besteht daher darin, Stan-d
20、ards fr den Erhalt reproduzierbarer und reprsen-tativer Umweltproben zu definieren, um ber Zeit und Raum vergleichbare Ergebnisse ber den stoff-lichen Umweltzustand erhalten zu knnen. Die berwachung des Umweltzustands und die Ableitung von Umweltqualittszielen spielt u. a. eine zunehmend groe Rolle

Bezglich der Gewsser ist in erster Linie die Was-serrahmenrichtlinie der EU 2000/60/EG (WRRL) Introduction The monitoring of water bodies with the aid of bioindicators has acquired great importance. In particular, fish are used as indicator organisms for the monitoring of pollu
22、tants. As components of the human food chain, fish have the advantage over numerous other bioaccumulators that they are of immediate relevance to humans 1. Reliable indication of the status of a water body by organisms depends upon the availability of high-quality samples. Hence, sampling procedures
23、 are of crucial importance. This is all the more valid since sampling errors can no longer be corrected or ameliorated at a later stage. Standardisation of sampling procedures is the most important tool available for reducing the wide natural variability of biological samples, thus assuring a high d
24、egree of reproducibility. However, in order to ensure the validity of the results, it is essential that the repre-sentative nature of the samples is not compromised too much. The aim of this standard is, therefore, to define standards for obtaining reproducible and represen-tative environmental samp
25、les, in order to acquire results of the material state of the environment that are comparable over time and space. Monitoring the environmental state and the formu-lation of environmental quality objectives play an increasingly important role, for example, in envi-ronmental policy. With regard to wa

Sie zielt auf die Erhaltung und die Ver-besserung der aquat
27、ischen Umwelt ab, wobei der Schwerpunkt auf der Gte der betreffenden Ge-wsser und auf der Eliminierung prioritrer gefhr-licher Stoffe liegt. Darber hinaus verlangt die Richtlinie auch eine systematische und vergleich-bare berwachung des Gewsserzustands, der in Artikel 8 przisiert wird und neben dem
28、kologi-schen und chemischen Zustand auch das kologi-sche Potenzial einschliet. Mit dem Inkrafttreten der WRRL wurden die bestehenden Programme zur Gewsserberwachung in den Bundeslndern an die neuen Anforderungen angepasst. Mit diesen berwachungsnetzen ist das Erreichen verbindli-cher Umwelt- und/ode
29、r Bewirtschaftungsziele fr Oberflchengewsser und Grundwasser nachzu-weisen. Vom Stndigen Ausschuss Oberirdische Gewsser und Kstengewsser der Bund/Lnder-Arbeitsgemeinschaft Wasser (LAWA) wurde in diesem Zusammenhang eine Konzeption speziell fr Biota-Untersuchungen zur berwachung von Umweltqualittsnor
30、men gem der europischen Richtlinie 2008/105/EG erarbeitet 2. Die vorliegende Richtlinie stellt im Gegensatz zur Konzeption fr Biota-Untersuchungen der LAWA eine detailliertere Arbeitsvorschrift dar, die im Rahmen des Biomonitorings auch fr viele andere Fragestellungen Anwendung finden kann. Sie orie
31、n-tiert sich bewusst an der existierenden Richtlinie zur Probenahme und Probenbearbeitung der Umwelt-probenbanken des Bundes 3, greift Inhalte auf und entwickelt diese fr andere Fragestellungen und Fischarten weiter. Als weitere wichtige Instrumente der Gewsser-berwachung sind neben der Umweltproben
32、bank das Sediment- und Bodenkataster der Wasser- und Schifffahrtsverwaltung des Bundes (SedKat WSV) als ein gemeinsames Fachvorhaben der beiden Oberbehrden Bundesanstalt fr Gewsserkunde (BfG) in Koblenz und Bundesanstalt fr Wasser-bau (BAW) in Karlsruhe zu nennen, das zur Do-kumentation, Interpretat
33、ion und Bewertung der morphologischen, chemischen, kotoxikologischen und biologischen Eigenschaften der Sedimente in den groen deutschen Flssen, Kanlen und Ks-tengewssern dient. Des Weiteren gewinnt das Umweltmonitoring im Rahmen des Zulassungsverfahrens unter Verord-nung (EG) Nr. 1907/2006 (REACH)
34、neue Bedeu-tung. Ein Beispiel dafr ist das europaweite Moni-toring von Hexabromcyclododecan (HBCD) in Gewssern der Industry Working Group for Hexa-bromocyclododecane des European Chemical In-dustry Council (CEFIC), in dem unter anderem Water Framework Directive 2000/60/EC (WFD). The aim of this dire
35、ctive is to conserve and improve aquatic environments, putting particular emphasis on the quality of the water bodies concerned and on the elimination of priority pollutants. Furthermore, the directive also demands systematic and compara-ble monitoring of the water status, as set out in arti-cle 8,
36、including the ecological potential in addition to the ecological and chemical status. Existing water monitoring programmes in the German federal states were adapted to comply with the new re-quirements when the WFD came into force. These monitoring networks can establish whether compul-sory environm
37、ental or management objectives have been met for surface water and groundwater. In this context, a biota studies concept was specifically developed for the monitoring of environmental quality standards in compliance with the European Directive 2008/105/EC by the Surface Waters and Coastal Waters Sta
38、nding Committee of the German Working Group on Water Issues of the Federal States and the Federal Government (LAWA) 2. In contrast to the LAWA concept for biota studies, the present standard provides a detailed set of pro-cedures applicable in many other cases arising in the context of biomonitoring
39、. It has specifically been modelled on the basis of an existing guideline for sampling and sample processing of the Federal German Environmental Specimen Bank 3; it addresses the contents of that guideline and devel-ops them further for other purposes and fish spe-cies. In addition to the Environmen
40、tal Specimen Bank, mention should be made of another instrument for monitoring water bodies, namely the Sediment and Land Cadastre of the Federal Waterways and Shipping Authority (SedKat WSV), which is a joint project of two higher Federal German au-thorities, the Federal Institute of Hydrology (BfG
41、) in Koblenz and the Federal Waterways Engineer-ing and Research Institute (BAW) in Karlsruhe. The cadastre is responsible for documentation, interpretation, and evaluation of the morphologi-cal, chemical, ecotoxicological, and biological properties of sediments in the major German riv-ers, canals,
42、and coastal waters. Moreover, environmental monitoring has acquired additional significance in connection with the au-thorisation procedure of Regulation (EC) No. 1907/ 2006 (REACH). 45、atoren. Hierdurch wird bereits ein weites Einsatzfeld abgedeckt. Zudem weichen die Vorgaben fr ihren Einsatz als Wir-kungsindikatoren erheblich davon ab und rechtfer-tigen eine eigene Richtlinie zum Wirkungsmonito-ring (VDI 4230 Blatt 5). Die von dieser Richtlinie behandelten Anwen-dungsbereiche sin
46、d in der Umweltbeobachtung und im Monitoring von (Schad-)Stoffen angesiedelt (siehe Einleitung).
