2、escription (CID) for all federal agencies. 1. SCOPE. 1.1 Scope. This commercial item description covers the general requirements for 4,000 pound at 24-inch load-center capacity, electric, front/side loading, forklift truck. It will be capable of picking up and depositing loads that are directly in f
3、ront, and 90 degrees to the side of the truck. It will be EE rated in accordance with UL 583. It will be used for handling cargo in narrow aisle warehouses, loading platforms, and docks; on paved or other hard surfaces. 2. CLASSIFICATION. 2.1 Classification. The operator driven vehicle covered by th
4、is CID shall be commercially available and may be modified to the extent necessary to meet this description. 3. SALIENT CHARACTERISTICS. 3.1 Safety. The operator driven vehicle shall be capable of operation within the accuracies, limits, and specifications herein. The forklift shall comply with ANSI
5、/ITSDF B56.1 and OSHA standards in effect at the time of manufacture. A seatbelt conforming to SAE J386, and restraint devices designed to ensure the operators upper body remains entirely within the protection of the overhead guard in the event of tip-over shall be provided. Unless otherwise specifi
6、ed in the contract, the final color shall be yellow for safe operation in an indoor environment. 8、081B 2 3.2 Environmental requirements. The forklift shall be capable of continuous operation as specified herein at any ambient temperature from 0 to + 120 F. 3.3 Mass pivot. The mast, including the carriage and forks, shall pivot 90 degrees to one side. 3.4 Battery. The battery shall have sufficien
9、t capacity to provide at least 6 hours of normal, industrial type operation. Battery leads shall be equipped with “SB” locking half connectors. When specified (see 7.3), an additional battery or battery charger shall be supplied. 3.5 Hydraulic System. All components, including filter(s), necessary t
10、o make a complete hydraulic system shall be provided. 3.6 Upright and carriage. With no load on the forks, the seated operator shall be able to see at least one fork tip when the forks are at their lowest position and straight ahead. 3.7 Forks. Fork dimensions shall be 2.06 inches maximum thickness,
11、 5.56 inch maximum width, and 40.0 (+0.0, -1.0) inch long. Fork thickness at the tip shall be not more than 0.5 inch, and there shall be a taper on the underside of the forks of not less than 14 inches. 3.8 Fork Positioner. The forks shall be adjusted manually without the needs for tools. They shall
12、 have spacing of 20.0 inches (or less) when in most closed position, and 37.0 inches (or more) when in most spread position. These dimensions shall be measured to the outside edges of the forks. 3.9 Side shift. Hydraulically powered side shifting controlled by seated operator shall be furnished. Wit
13、h the forks in the front loading position, there shall be at least 6.0 inches side shift each side of center (12.0 inches minimum total travel) with rated load on the forks. 3.10 Load Backrest. The load backrest, in conjunction with the forks and carriage, shall provide a vertical rear load guard of
14、 at least 48 inches high, measured from the load horizontally carrying surfaces of the forks. 3.11 Long loads. With the forks in side handling position (full 90 degrees side pivot) the truck shall be capable of carrying a 4,000 pound load that is 20 feet long and 16 inches wide. It shall be carried
15、parallel to the longitudinal centerline of the forklift. For safety and stability while traveling, this load, in this position, shall be supported by both the forks and the structure of the truck. This load, where it interferes with the truck, shall be within the plan outline of the forklift. 3.12 S
16、teering. Power steering shall be furnished. 3.13 Service Brakes. Service brakes shall be furnished. They shall conform to ANSI/ITSDF B56.1, except the maximum brake pedal force during stopping distance and drawbar drag tests shall be not more than 80 pounds. 3.14 Parking brake. Parking brake shall c

All components necessary to make a complete electrical system shall be furnished. 3.16 Instruments. The instruments, gauges, or warning i
18、ndicator lights that are on the manufacturers standard commercial model shall be furnished. In addition, an unlighted hour-meter capable of totaling at least 9999 hours shall be included. 3.17 External Lights. Minimum of one front facing and one rear facing floodlight shall be shall be furnished. Th
19、e front facing light shall be mounted on, and pivot with, the mast. 3.18 Taillight. One combination stoplight and taillight shall be provided. 3.18.1 Cab. When specified (see 7.3), a cab shall be furnished. It shall have FOPS capability per ANSI/ITSDF B56.1, and shall have two opening doors, and at
20、least one fan for ventilation. There shall be sufficient window area to permit at least 250 degrees of horizontal visibility by the seated operator. The height from the ground to the top of the cab shall not be more than 84 inches. There shall be at least three wipers, one on the front windshield, o
21、ne on the rear window, and one on the roof window. 3.18.1.1 Winterization C. When specified (see 7.3), the truck shall be equipped with a cab and shall protect to -25 degrees F. A cab heater and cab defroster shall be provided. If necessary, the cab shall contain thermal insulation to meet the heati
22、ng requirements. 3.19 Horn. A horn shall be furnished, with the horn actuator located within reach of the seated operator. 3.20 Operators overheard guard. The guard shall be in accordance with ANSI/ITSDF B56.1 including inside clearances. It shall also be a falling-object-protective-structure (FOPS)
23、 conforming to ANSI/ITSDF B56.1. The height, from the ground to the top of the overhead guard shall be not more than 91.0 inches. 3.21 Cab. When specified (see 7.3), a cab shall be furnished. It shall have inside clearances and FOPS capability per ANSI/ITSDF B56.1. The cab shall be equipped with an
24、adjustable ventilation fan, not less than 6 inches in diameter. There shall be sufficient window area to permit at least 250 degrees of horizontal visibility by the seated operator. The height, from the ground to the top of the cab shall be not more than 91.0 inches. A heater and defroster with fan
25、shall be provided. There shall be at least three wipers, one on the front windshield, one on the rear window, and one on the roof window. 3.22 Painting. The forklift shall be primed and painted using the contractors standard commercial practices. Unless otherwise specified (see 3.30), the final colo
26、r shall be yellow. 3.23 Walkway Coating. Step surfaces shall be made of, or covered with, a non-slip material. 27、es that enable the truck to be tied down to the floor of the transportation media. All devices shall be capable of accepting a chain and hook with an outside diameter of 3.0 inches and shall have a structural safety factor of at least 2.0 to 1, based on static load. The notation “TIE DOWN” shall be
28、stenciled, in black letters, near each tie-down device. 3.25 Towing device. A pin type towing device shall be recessed in the center of the truck. It shall not protrude beyond the outside surface of the truck. The pin shall accept a lunette with an inside diameter of 1.25 inches and a circular cross
29、 section of 1.0 inches in a diameter. 3.26 Overall dimensions. The maximum overall width of the truck shall be 46.0 inches. The maximum overall height shall be 91.0 inches. 3.27 Cautions and warnings. All cautions and warnings in the form of decals, stencils, etc. furnished on the manufacturers stan
30、dard commercial forklift, shall be installed on the truck. 3.28 Identification Plate. A corrosion resistant identification plate shall be permanently installed at an easily accessible place on the truck. The truck shall be capable of meeting the following performance requirements: (1) Capacity: The truck shall have t
32、he capability to safely handle a 4,000 pound, 48 inch-per-side cube, with the center of gravity at the center of the cube. This cube shall be defined, and referred to in this document, as the rated load. The forklift shall be able to safely handle this rated load at all lift heights, mast pivot posi
33、tions, and fork side shift positions that it is capable of attaining. (2) Load lifting speed: The truck shall be capable of raising rated load at a speed of at least 50 feet per minute. 34、 Load lowering speed: Fork lowering speed shall not be more than 80 feet per minute with rated load on the forks and not less than 40 feet per minute with no load on the forks. (4) Right angle turn: With rated load on the forks and forklift located perpendicular to a wall, and with the front of the
35、load against the wall, the truck shall be able to back up and make a complete right angle turn (ending up parallel to the wall) within 160 inches. (5) Travel speed: While carrying rated load on the forks, the truck shall be capable of traveling at a speed of at least 5.0 miles per hour, in both forw
36、ard and reverse directions. (6) Slope ascension. With the forklift facing toward the ramp and with rated load on the forks, the truck shall have adequate ground clearance to drive from a horizontal surface up a ramp with a 15 percent slope, with no contact between the ramp and forklift (except for t
37、ires). It shall have adequate power to accelerate up a ramp with a 15 percent slope, from a dead stop on the ramp. (7) Upright tilt: With no load on the truck the forks shall have at least 3.0 degrees forward tilt, and at least 4.0 degrees of rear tilt. (8) Lowest upright height (collapsed mast heig
38、ht): The dimension from ground to top surface of the uprights, with uprights vertical, and the mast in its lowest position, shall not exceed 91.0 inches maximum with no load on the forks. (9) Raised fork height. The truck shall be capable of raising the rated load at least 180.0 inches above ground
39、level. This shall be with forks horizontal, and when measured from ground to top (load carrying) surface of the forks. (10) Free lift height. The height that the forks can raise the rated load before the collapsed mast height is increased shall be not less than 50.0 inches. (11) Drift of load. With
40、hydraulic fluid at normal temperatures, lift assembly shall hold rated load at maximum lift height for at least 2.0 minutes with not more than 1-3/4 inch of vertical drift, and not more than 1.0 degree of rotational drift from the vertical. (12) Stability. The forklift shall meet the ANSI/ITSDF B56.
41、1 “forward stacking”, “forward travel”, “lateral stacking”, and “lateral travel” stability requirements for counter balanced front/side loader trucks. (13) Electromagnetic radiation. 43、all subcontractors comply with this requirement. 5. PRODUCT CONFORMANCE PROVISIONS 5.1 Product conformance. The products provided shall conform to the producers own drawings, specifications, standards, and quality assurance practices and shall be the same product offered for sale in the commercial m
44、arket. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract. 5.2 Market Acceptability. The following market acceptability criteria are necessary to document the quality of t
45、he product to be provided under this CID. 5.2.1 Commercial. The vehicle furnished shall be, as of the date of award, the latest model (with minor modifications, as that term is defined in DoD FAR Supplement 252.211-7012, Paragraph K-85 of the solicitation) of an established product previously produc
46、ed and sold in substantial commercial quantities (exceeding the criteria at FAR 15.804-3(f)(2)(ii)(A) for at least three years. The vehicle furnished, or earlier models of it, absent minor modifications, shall have routinely been supported with spare/repair parts which were produced or sold in the n
47、ormal course of business. At the time of delivery, the contractor shall furnish the Administrative Contracting Officer with verification of compliance with these requirements. Offers shall provide, as part of their proposals, the following information on the vehicle (or its earlier models) being off
48、ered as a commercial item: (1) Total sales to the U.S. Government or to contractors for U.S. Government use during the three years. (2) Total sales of the item to the general public during the three years. (3) The vehicle must have been sold to the government or commercial market. This product must
49、have been offered for at least two years. 6. PACKAGING 6.1 Packaging. Preservation, packing, and marking shall be as specified in the contract or order.
