Samples, when furnished, are solely for guidance and information to the contractor (see 6.3). Variation from this document may appear in the sample, in which case
16、this document shall govern. 3.2 Material. 3.2.1 Pelt. 3.2.1.1 Mixture. Not less than 30 percent of scoured wool, either pulled or shorn, / Not less than 30 percent clean, washed, and sterilized cattle hair (see 3.2.1.2). C. Remainder shall be rep
18、rocessed wool except that 3 percent of fiber other than wool or hair will be allowed. 3.2.1.2 Cattle hair. The cattle hair used in the mixture shall be resilient new stock and shall not contain any vegetable fiber, reworked hair, or hair from other kinds of animals. The hair shall be washed and the
19、epidermis removed. 3.2.1.3 Finished felt. The finished felt shall be smooth, firm, and even in thickness and shall conform to the following requirements when tested as specified in 4.21.1: a. Thickness shall be 0.250 to 0.282 inch. b. Thickness regain shall be a minimum 90 percent. C. Weight shall b
20、e 3.8 to 4.2 pounds per square yard. d. Chloroform and water soluble material shall be a maximum 6 percent. e. Felt shall be free from offensive odor. * 3.3 Construction. The insoles shall be cut from the finished felt to match the patterns. 3.4 Patterns. Patterns shall conform to standard patterns
21、furnished by the Government. A tolerance of f. 1/16 inch is permitted. 3.5 Marking. Each insole shall have the size marked in the center of the toe area, in characters a minimum of 3/4 inch in height. The color of the marking medium shall be white. required by the Wool Products Labeling Act. The mar
22、king shall include the information 3.6 Workmanship. The finished insoles shall conform to the quality and grade of product established by this document. shall not exceed the applicable acceptable quality levels. Unless otherwise specified in the contract or purchase order, the contractor is responsible for the performance of all inspection requirements as
24、specified herein. Except as otherwise specified in the contract or purchase order, the contractor may use his own or any other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform a
25、ny of the inspections set forth in this document where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements. 4.1,l Responsibility for compliance. All items must meet all requirements of sections 3 and 5. The inspection set forth in this document sh
26、all become a part of the contractors overall inspection system or quality program. The absence of any inspection requirement in the document shall not relieve the contractor of the responsibility of assuring that all products or supplies submitted to the Government for acceptance comply with all req
27、uirements of the contractr Sampling in quality conformance does not authorize submission of known defective material, either indicated or actual, nor does it commit the Government to acceptance of defective material. 4.1.2 Certificates of compliance. When certificates of compliance are submitted, th
28、e Government reserves the right to inspect such items to determine the validity of the certification. 4.2 Quality conformance inspection. Unless otherwise specified, sampling for inspection shall be performed in accordance with MIL-STD-105. 4.2.1 Component and material inspection. In accordance with
29、 4.1, components and materials shall be inspected in accordance with all the requirements of referenced documents unless otherwise excluded, amended, modified, or qualified in this document or applicable purchse document. 4.2.1,l Component testing. Testing shall be performed on the felt component fo
30、r the characteristics listed in table I. The methods of testing specified in FED-STD-191, wherever applicable, and as specified herein shall be followed. All test reports shall contain the individual values utilized in expressing the final result. The sample unit shall be 1/2 yard full width. The lo

45、e. The wool shall be vi$ually examined and approved for grade (see 3.2.1.1) in accordance with USDA Methods for Test for Grades of Wool. 4.3.2 Thickness, percent regain. Subject the felt to a pressure of 2 pounds per square inch for a period of 10 minutes and then remove the load. Measure the thickn
46、ess 1 minutes after removal of the load in accordance with method 5030 of FED-STD-191 except that the load shall be 16 ounces f 0.1 ounce per square inch. Immerse a specimen of the felt approximately 8 inches square for 24 hours in distilled water at a temperature of 158“ to 167F and allow to dry naturally. Inspect the felt for offensive odor during and after dryi
48、ng. Upon removal of the specimen, the water shall be clear and free of any sediment. allowed to stand in an unsealed container for 72 hours at a room temperature of not less than 70F. One determination per sample unit shall be made, and the results shall be reported as “pass“ or “fail“. The water sh
