Using the contractors written quality assurance proce- dure, this detailed specificatiox, the applica- ble drawings, and other contractual docu- ments as a guide, the Government inspector shall verify, at unscheduled int

6、ervals, all quality assurance operations performed by the contractor. Verification will be performed to the extent necessary to assure compliance with the contractual requirements. Severity of Government inspection of individual char- acteristics will be directly related to the ser- iousness of the

7、classification assigned. In no instance will a characteristic classified “Crit- ical” be accepted solely on the basis of the contractors records. 4.2 First article inspection. 4.2.1 Submission. The contractor shall sub- mit a first article quantity to a Government- approved facility as designated by

8、 the Con- tracting Officer (see 6.1) for evaluation in accordance with provisions of 4.2.2. The first article sample shall consist of the following: a. Twenty-five (25) of each component. b. Two hundred (200) loaded assemblies. All components and completed assemblies shall have been produced by the

9、contractor or furnished by a supplier and which have been manufactured using the same produc- tion processes, procedures and equipment as will be used in fulfilling the contract. All parts and materials, including packaging and packing, shall be obtained from the same sources of supply as will be us

10、ed in regular production. The sample shall be accompanied by certificates of conformance for materials. A first article sample, or portion thereof, as directed by the Contracting Officer, shall also be submitted whenever there is a lapse in production for a period in excess of 90 days or whenever a

11、change occurs in manufactur- ing process, material used, drawing, specifi- cation, or source of supply as to significantly affect product uniformity as determined by the Government. MILR-3 (Mu) degree necessary to assure that it conforms to the requirements of the contract and sub- mit a record of this inspection with the sam- ple. A sample containing known defects will not be submitted

13、unless specifically author- ized by the Contracting Officer. 4.2.2 Inspections to be performed. Com- ponents and completed assemblies will be subjected by the Government to all the exam- inations or tests specified in 4.3.2 and 4.3.3 of this specification, and any or all require- menta of the applic

14、able dragngs. In addi- tion, the following test shall be performed. Thereafter, testing shall be as specified in 4.3.2 and 4.3.3. 4.2.2.1 Functioning (see 3.4). The two hundred (ZOO) Ioaded relay assemblies shall be subjected to the functioning test as speci- fied in 4.4.2 using equipment in accorda

15、nce with 4.3.4. 4.2.3 Rejection. If any component or relay assembly fails to comply with any of the ap- plicable requirements, the first article sample shall be rejected. The Government reserves the right to terminate its inspection upon any failure of a component or relay assembly in the sample to

16、comply with any of the stated requirements. In the event of rejec- tion, the Government reserves the right to require the contractor to take corrective ac- tion and submit a new first article sample or portion thereof. Until a first article sample is accepted, the contractor is in no way authorized

17、by the Government to resume reg- ular production unless otherwise directed by the Contracting Officer. 4.3 Inspection provisions. 4.3.1 Lot formation. The term “Lot” as used throughout this specification refers to an in- spection lot, which is defined as an essentially homogeneous collection of unit

18、s of product from which a representative sample is drawn and inspected to determine conformance of the lot with applicable requirements. The samnle selected shall represent only that 4 f quantity of units from which the sample was drawn and shall not be construed to rep- resent any prior or subseque

19、nt quantities - presented or inspection. Homogeneity shall be considered to exist provided the lot has been produced by one manufacturer, in one unchanged process, in accordance with the same drawing, same drawing revisibn, same specification and same specification revision. Changes to the process,

20、specification or draw- ing not affecting safety, performance, inter- changeability, or storage, as determined by the Government, shall not be deemed to alter the homogeneity of the lot. The lot shall con- tain (a) Parts of one lot interfix number from manufacturer. (b) Lead azide from not more than

21、one lot. The inspection lot shall comply with MIL STD-105 and shall be numbered in accord- ance with MIGSTD-1168: Unless otherwise approved by the Contracting Officer, the in- spection lot size of end items deliverable un- der the contract shall be not less than the smallest weekly estimate of quant

22、ities con- tractually scheduled for production during the contract period, nor more than the Iarg- est monthly quantity contractually scheduled for delivery during the contract period. In- spection lots for components of subassem- blies, other than the items of delivery, shall be homogeneous and of

23、a size mutually con- venient to both the contractor and the Gov- ernment inspector. 1.3.2 Examination. Sampling plans and procedures for the following classifications of defects shall be in accordance with MIL- STD-105 (ABGSTD-105), except that, in- spection for Critical defects shall be 100 per- ce

24、nt. Contractors sampling plans, if used. shall be approved by the Government, and shall provide, as a minimum, the protection afforded the Government by the sampling plans in MIGSTD-105 (ABCSTD-105). Also, at the option of the procuring activity, AQLs and sampling plans may be applied to the in- dividual characteristics listed using a

26、n AQL of 0.40 percent for each major defect and an AQL of 0.65 percent for each minor defect. In addition, at the option of the procuring activity, defect characteristics of the same classification which have been separated into two (2) groups to specifically allow the op- tional method of inspectio

27、n in accordance with 4.3.3.2, may be combined into one (1) group when the option of 4.3.3.2 is not exer- cised. When an equipment list references manda- tory Army designs, the contractor shall com- ply with, and use these designs accordingly. The contractor may,

36、however, in connection with nonmandatory designs, and with the ap- proval of the Government, design alternate inspection equipment or use comparable com- mercial equipment to facilitate his opera- tions. Such contractor-prepared designs or commercial equipment selections must be ap- proved by the Go

37、vernment prior to fabrica- tion or procuring of the equipment. Designs shall be submitted for approval as specified in 6.3.5. 6.3.4 Contyaetor desagns. Contractor de- signs are designs of inspection equipment for which the Government has assigned design responsibility to the contractor. Contractor d

38、esigns shall be supported by detailed draw- ings which depict all information necessary to completely fabricate, calibrate and oper- ate an item of inspection equipment. This re- quires that the necessary views, dimensions, materials, finishes, notes, and operating and calibration instructions be pr

39、operly depicted in accordance with approved practices to the extent that further calculation or clarifica- tion will not be required. Unless otherwise specified, contractor designs may be devel- oped on the format the contractor normally employs in his equipment design procedure provided such format

40、 reflects the detail and information specified above, subject to the following controls : All submitted contractor designs shall conform to MIL-D-1000, Cate- gory E, Form 2. Legibility and reproucibil- ity shall permit conventional making of clear- ly understandable, high eontrast reproduc- tions. C

41、ontractors shall submit one copy of final designs as a rolled set. Designs shall be submitted for approval as specified in 6.3.5. 6.3.5 Submission of contractor designs. Unless otherwise specified on the EL, all de- signs of equipment for inspection of defects classified as critical and major shall

42、be sub- mitted for approval to the Commanding Offi- cer, Picatinny Arsenal, ATTN : SMUPA- NDIC. All other designs of inspection equip- ment shall be approved by the inspection ele- ment of the agency administering the con- tract. Submission shall be as directed by the contracting officer. Partial su

43、bmission of in- spection equipment designs is permissible and encouraged. However, the Arsenal com- pletion date for design review will be based on the date of the final submission of designs. 45、cking. In the event the expected storage time of the relays is in excess of 180 days, the barrier bag shall be used as specified on the applicable draw- ing. Expected storage time shall be deter- mined by the procuring agency. 6.5 Check test for deterioration of relays (not applicable to new product

46、ion). The fol- lowing test (see 6.5.1) is designed to pre- vent the loading of relays which have deteri- orated, into a major ammunition item, The test shall be performed on relays from each lot which have been stored under normal con- ditions for more than two years, or under ad- verse conditions f

47、or any period of time. If the specification for the ammunition item into which the relays are loaded does not require Cantodian: Army-MU that the check test be performed, the Con- tracting Officer should insert a provision for the performance of the check test in that con- tract. The Contracting Off

48、icer will arrange for the contractor to be reimbursed for ex- penses incurred in the performance of the check test for possible deterioration of the relays. 6.5.1 Functioning. The sampling plan for the test shall be in accordance with MIL- STD-105, using code letter L and an AQL of 0.40 percent. The

49、 test shall be performed in accordance with 4.4.2. 6.6 Submission of results of contractor- conducted examinations and tests. Unless otherwise specified by the Contracting Offi- cer, the contractor shall forward requested records of examinations or tests to Command- ing Officer, Picatinny Arsenal, ATTN : SMUPA-ND3.
