Scope1.1 This specification covers minimum material perfor-mance requirements and laboratory test procedures for r

3、ein-forced liquid coating encapsulation products (single- ormultiple-coat systems) for leaded paint in buildings. 5、use conditions. Specific useconditions may require performance values other than thosestated in this specification. See Guide E1796 for guidance.1.3 This specification complements Specification E1795 fornon-reinforced liquid coating encapsulation products.1.4 This specification does not cover the us

6、e of encapsula-tion products on industrial steel structures nor residentialexterior coated metal surfaces because no corrosion controlrequirements are included.1.5 This specification applies to any liquid-applied productincorporating reinforcement materials as part of the system.Reinforcement materi

7、als are continuous fabric or mesh and areapplied in the field. These materials are typically appliedbetween a base and top coat. These products are used toencapsulate a leaded paint surface with the intent of reducinghuman exposure to lead in paint.1.6 The results of the test methods included in thi

8、s specifi-cation will not necessarily predict field performance.1.7 The values stated in SI units are to be regarded as thestandard. Terminology3.1 DefinitionsFor definitions of terms used in this speci-ficatio

21、n, refer to Terminologies D16 and E1605.4. Classification4.1 Type I: Interior Use OnlyType I defines encapsulationproducts intended for interior use. These products shall meetthe requirements of this specification except those for weath-ering and exterior aging (for example, test methods describedin

22、 10.9 and 10.10.1 not conducted).4.2 Type II: Exterior Use OnlyType II defines encapsula-tion products intended for exterior use. These products shallmeet the requirements of this specification except that forinterior aging (for example, test method 10.10.2 not con-ducted).4.3 Type III: Either Exter

23、ior or Interior UseType IIIdefines encapsulation products intended for either interior orexterior use. These products shall meet all the requirements ofthis specification.5. Performance Requirements5.1 Performance requirements that shall be met for a rein-forced liquid coating encapsulation product

24、are given in Table1.NOTE 1In addition to those given in Table 1, performance require-ments for three other properties are of concern for liquid coatingencapsulation products. These are combustion toxicity, emissions duringapplication and curing, and lead accessibility. However, requirements forthese

25、 properties cannot be included in this specification at this timebecause there are no adequate ASTM or Federal test methods fordetermining them. Requirements for two of these properties, combustiontoxicity and emissions during application and curing, may be subject toregulations or ordinances promul

26、gated by authorities having jurisdiction.The user of this specification is advised to determine whether suchregulations or ordinances exist. The addition of requirements for theseproperties to this specification will be undertaken when suitable testmethods are available.6. Sampling6.1 A 3.8-L (1-gal

27、) sample of the encapsulant coating isusually sufficient for conducting the specified tests.6.2 Prior to sampling, establish the condition of the con-tainer since damage to it may cause evaporation, skinning, orother undesirable effects. Excessive storage time and tempera-ture fluctuations may cause

28、 settling or changes in viscosity.Materials beyond the manufacturers stated shelf life shall notbe sampled. Reinforcement materials shall be evaluated toensure they are undamaged.6.3 Thickening, settling, and separation are undesirable andobjectionable if the coating cannot be readily made suitable

29、forapplication with a reasonable amount of stirring. Determine theconditions in the container in accordance with Method 3011 ofFederal Test Method Standard No. 141C.6.4 Sample the encapsulation product in accordance withPractice D3925. Determine the density in accordance with TestMethod D1475, and r

30、epeat until two successive readings agreewithin 90 g (0.2 lb). Samples for testing may then be taken.6.5 Report the size of the container from which the samplewas taken and product identification codes.7. Number of Tests7.1 The number of tests that shall be conducted for eachperformance property is

31、given in Table 1.8. Retesting8.1 In cases where encapsulation products fail to pass one ormore requirements of this specification, retesting shall bepermitted. Both the original data and the retesting data for eachrequirement for which retesting was conducted shall be used indetermining whether the

32、requirement is met.9. Test Specimens9.1 An encapsulation product shall be comprised of allprincipal components in the system, including the base andtopcoats, the reinforcement material, and primer, if specified,for field application. Except for dry abrasion and adhesiontesting, where specialty prime

34、1797 1229.2 Preparation of Test Panels:9.2.1 The test specimen (substrate) shall be the encapsulant-coated test panel.9.2.2 Prior to product application, the tin-plated steel panelsshall be solvent cleaned in accordance with Method 2012 ofthe Federal Test Method Standard No. 141C. Supplement thetest

35、 panel cleaning procedure with an additional cleaning sothat water wets the entire surface of the panel. Dry and wipeclean.9.2.3 Product application shall be performed using thedraw-down procedure, where applicable, in accordance withTest Methods D823. Determine the dry-film thickness inaccordance w

36、ith Test Method D1005 for free films or PracticeD7091 for films on steel panels except when the manufactur-ers written instructions reference only wet-film thickness. 45、3924. The curetime shall be seven days unless otherwise agreed upon betweenthe purchaser and the seller. The cure time shall remainconstant for all tests.9.3 Laboratory Conditions:9.3.1 Where applicable, all test methods and practicesincluded in this specification shall be performed under standardla

46、boratory conditions in accordance with Specification D3924.ASTM standard conditions for laboratory testing are 23 6 2C(73.5 6 3.5F) and 50 6 5 % relative humidity.10. Test Methods10.1 Testing conducted in accordance with this specificationshall be performed on the entire encapsulation product system

47、,whether single or multiple coat, as applied in the field, exceptfor scrub resistance, volatile organic compound (VOC) con-tent, and permeability, which are performed on the top coatonly.10.2 Impact ResistanceDetermine the impact resistancein accordance with Test Method D2794 using 0.80-mm (0.032-in

48、.) zinc phosphate treated, cold-rolled steel panels as thesubstrate and 16-mm (0.625-in.) punch diameter. The impactshall be applied directly to the encapsulant coating. Afterimpact, examine the encapsulant coating visually for thepresence of cracks using 53 to 73 magnification.10.3 AdhesionDetermin

49、e the degree of adhesion in accor-dance with Test Method D4541 using 0.25-mm (0.10-in.) tinplated steel panels as the substrate. The size of the test area onthe panel shall be a minimum of 75 by 150 mm (3 by 6 in.). Donot score around adhesion dolly. Prior to conducting thepull-off adhesion test procedure, adhere the tin-plated steelpanel to a 6.4-mm (0.25-in.) thick steel panel of a size equal toor greater than the tin-plated panel. An elcometer appropriatefor measuring adhesion in the range of 0 to 3.5 MPa (0 to 500psi) shall be used. Record the mode of failure, w
