Scope1.1 This consumer safety specification covers all flame-producing consumer products commonly known as utilitylighters (also known as grill lighters, firep

3、lace lighters, lightingrods, or gas matches) and such similar devices as defined in3.1.14. Matches are specifically excluded from this specifica-tion; flame-producing products intended for igniting cigars,pipes, and cigarettes are also specifically excluded from thissafety specification and are cove

4、red in Consumer SafetySpecification F400.1.2 This specification establishes requirements for utilitylighters to ensure a reasonable degree of safety for normal useand reasonably foreseeable misuse of such utility lighters byusers.1.3 Utility lighters, being flame-producing devices, can, ascan all fl

5、ame sources, present a potential hazard to the user.This specification cannot eliminate all hazards, but it isintended to minimize potential hazards of utility lighters tousers.1.4 The values stated in SI units are to be regarded as thestandard. The values given in parentheses are for informationonl

6、y.1.5 All utility lighters are subject to the mandatory childresistance requirements found at 16 CFR Part 1212 and thelabeling requirements found at 16 CFR Part 1500. Terminology3.1 Definitions of Terms Specific to This Standard:3.1.1 flame, nthe result of combustion of fuel that pro-duces heat and often light that could be visible to the naked eyeunder normal or subdued lighting conditions.3.1.2 flame height, na linear distance from the tip of thevisible

11、flame to the end of the shield.3.1.3 flaring, na variance of flame height from the steady-state flame condition.3.1.4 fuel, na butane, isobutane, propane, or other lique-fied hydrocarbon, or a mixture containing any of these, whosevapor pressure at 24C (75F) exceeds a gage pressure of 103kPa (15 lbf

18、na structure that totally or partially sur-rounds the nozzle of the utility lighter.3.1.12 spitting or sputtering, na flame phenomenon of autility lighter wherein the escape of nonevaporated or liquidfuel produces a shower of burning liquid droplets that separatefrom the main flame.3.1.13 sustained

19、self-ignition, nthe propagation of a flameby other than deliberate manual operation, such as by droppingthe utility lighter, so as to cause the ignition system to beactivated and the flame to continue to burn.3.1.14 utility lighter, na hand-held, flame-producing de-vice with a manually-operated igni

20、tion system, 4 in. or greaterin length when in the fully extended position, employing a fuelas defined in 3.1.4, used primarily to ignite items such ascandles, fuel for fireplaces, charcoal or gas-fired grills, campstoves, lanterns, fuel-fired appliances or devices, pilot lights, ora combination of

21、these.3.1.14.1 utility lighter, adjustable, na utility lighter that isreceived by the user with a mechanism for the user to manuallyvary the height of the flame.3.1.14.2 utility lighter, disposable, na utility lighter that isreceived by the user with a supply of fuel and that is notintended to be re

22、fueled.3.1.14.3 utility lighter, nonadjustable, na utility lighterthat has a flame height preset by the manufacturer and is notprovided with a mechanism to adjust the flame height.3.1.14.4 utility lighter, refillable, na utility lighter that isintended to be refueled either by transferring fuel from

23、 anexternal container or by inserting a new prepackaged fuelreservoir.3.1.14.5 utility lighter, self-extinguishing, na utilitylighter that, once ignited, requires continuous intentional andpositive action to maintain a flame and that is subsequentlyextinguished upon the termination of such positive

24、action.3.1.15 valve, nthe component of a utility lighter thatcontrols the input or release of fuel.4. General Requirements (Table 1)4.1 Flame GenerationIn order to minimize the possibilityof inadvertent or self-ignition, utility lighters shall require adeliberate manual operation to produce a flame.

25、 These opera-tions shall conform to at least one of the following require-ments:4.1.1 A system such that a positive action on the part of theuser is required to generate and maintain a flame.4.1.2 A system that requires two or more independentmotions to generate a flame.4.1.3 A system that requires

26、an actuating force equal to orgreater than 15 N (3.4 lbf) to generate a flame (see Fig. X2.1for an example of test equipment).4.2 Flame ControlThe maximum attainable flame heightfor utility lighters shall be limited with a setting, by productdesign, or by both. For adjustable flame height utility li

27、ghters,the maximum flame height that a user will obtain on firstigniting the utility lighter without adjustment shall also belimited. These limits shall comply with the following require-ments when tested in accordance with 8.1:4.2.1 Nonadjustable postmixing burner utility lighters, asdefined in 3.1

28、.9 and 3.1.14.3, in the users hands shall have amaximum attainable flame height of no more than 100 mm (4in.) with the flame directed vertically upward and when testedin accordance with 8.1, subject to Annex A1 for mandatoryacceptable quality levels (AQLs) and Appendix X1 on sam-pling scheme referen

29、ces.4.2.2 Nonadjustable premixing burner utility lighters, asdefined in 3.1.10 and 3.1.14.3, in the users hands shall have amaximum attainable flame height of no more than 75 mm (3in.) with the flame directed vertically upward when tested inaccordance with 8.1, subject toAnnexA1 for mandatoryAQLsand

30、 Appendix X1 on sampling scheme references.4.2.3 Adjustable, postmixing burner utility lighters, as de-fined in 3.1.9 and 3.1.14.1, shall not be capable of producing aflame height greater than 150 mm (6.0 in.) with the flamedirected vertically upward when deliberately adjusted by theuser to the manu

31、facturers design limit for maximum flameheight and when tested in accordance with 8.1, subject toAnnex A1 for mandatory AQLs and Appendix X1 on samplingscheme references.4.2.4 Adjustable, premixing burner utility lighters, as de-fined in 3.1.10 and 3.1.14.1, shall not be capable of producinga flame

32、height greater than 75 mm (3 in.) with the flamedirected vertically upward when deliberately adjusted by theuser to the manufacturers design limit for maximum flameheight and when tested in accordance with 8.1, subject toAnnex A1 for mandatory AQLs and Appendix X1 on samplingscheme references.4.2.5

33、Adjustable, postmixing burner utility lighters, as de-fined in 3.1.9 and 3.1.14.1, shall have the flame height adjustedby the manufacturer in such a manner that the utility lighter,when first ignited by the user without changing the adjustment,will not produce a flame height in excess of 100 mm (4 i

34、n.)with the flame directed vertically upward and when tested inaccordance with 8.1, subject toAnnexA1 for mandatoryAQLsand Appendix X1 on sampling scheme references.4.2.6 Adjustable, premixing burner utility lighters, as de-fined in 3.1.10 and 3.1.14.1, shall have the flame heightadjusted by the man

35、ufacturer in such a manner that the utilitylighter, when first ignited by the user without changing theadjustment, will not produce a flame height in excess of 60 mm(2.5 in.) with the flame directed vertically upward and whentested in accordance with 8.1, subject to Annex A1 formandatory AQLs and Ap
