For more information please visit . - The Industry Numbering Committee (INC) provides an open forum to address and resolve industry-wide issues associated with planning, administration, allocation, assignment and use of North American Numbering Plan (NANP) numbering resourc

9、es within the NANP area. This document is maintained under the direction of ATIS and the INC. Suggestions for improvement of this document are welcome. 10、nges to this document shall be made through the INC issue resolution process and adopted by the INC as set forth in the ATIS Operating Procedures. - Notice of Disclaimer i.e., assigned, denied, or further information required. The code administrator will respond in writing of the disposition within

11、10 working days from receipt of the assignment request form. The response will include: a) When assigned : The NXX code(s) actually assigned. 12、ow and where to make an appeal of the decision (see Section 10 of these guidelines) c) When additional information is required: The specific additional information that is required. 6.4.1.5 Update records on code assignments and resource availability. 6.5 Treat information supplied by the applicant

13、as proprietary and confidential and not disclose that information to non INT/NPA/NXX code administrator personnel. 6.6 Request annually, or as needed, that each code holder provide their forecasted code requirements in order to monitor the rate and level of INT/NPA/NXX code assignments, predict the

14、potential for exhaust, and report its findings to the industry (see Section 9). An individual code holders data will not be reflected in these reports. 6.7 The steps to be taken by the administrator in those cases of non-activation or non-compliant use of the INT/NPA/NXX code(s) which was assigned t

15、o an entity can be found in Section 7. 6.8 Publish a public listing of code assignments on a periodic basis and in a manner similar to the way 800, 900, SS7 Network codes and CIC assignments are currently published to the industry. 6.9 Follow the practices for code conservation and reclamation as li

16、sted in Sections 7 and 8 following. 7.0 Code Reclamation Procedures 7.1 Resource Assignee Responsibility The entity to which a NANP resource has been assigned shall return the resource to its administrator if: It is no longer needed by the entity for the purpose for which it was originally assigned

17、The service it was assigned for is discontinued, or The resource was not activated by the INC-established activation date. In the latter case, the assignee may apply to the administrator for an extension date. Such an extension request must include the reason for the delay and a new activation time

18、commitment. 7.2 Administrator Responsibility International Inbound NPA Assignment Guidelines ATIS-0300049 September 30, 2011 Page 11 of 17 _ The NANP resource administrator will contact any resource assignee(s) identified as not having returned to the administrator for reassignment of any NANP resou

19、rce: - Assigned, but no longer in use by the assignee(s), - Assigned to a service no longer offered, - Assigned, but not activated by the INC-established date, or - Assigned but not used in conformance with the appropriate assignment guidelines. The administrator will seek clarification from the ass

20、ignee(s) regarding the alleged non-use or misuse. If the assignee(s) provides an explanation satisfactory to the administrator, and in conformance with the assignment guidelines the resource will remain assigned. If no satisfactory explanation is provided, the administrator will request a letter fro

21、m the assignee(s) returning the assigned resource. If a direct contact can not be made with the assignee(s) to effect the above process a registered letter will be sent to the assignee(s) address of record requesting that they contact the administrator within 30 days regarding the alleged resource n

22、on-use or misuse. If the letter is returned as non-delivered the administrative advise the INC that the resource will be made available for reassignment following the established idle period, if any unless the INC advises otherwise within 30 days. The NANP resource administrator will refer to the IN

23、C for resolution any instance where a NANP-assigned resource has not been returned for reassignment by the assignee if: - The resource has not been activated by the INC established date. - A previously activated resource is not now in use. - An activated resource is not being used in accordance with

24、 the appropriate assignment guidelines. If a resource is not activated by the INC-established date and the administrator determines, by discussion with the resource assignee(s), that the reason for the non-activation is not within the control of the assignee(s), the administrator may extend the INC-

25、established activation date by up to 90 days. The NANP resource administrator will receive, process and refer to the INC for resolution any application from resource assignees for an extension on an INC-established NANP resource activation date when the: - Activation has not occurred within the 90 d

26、ay extension, - Administrator believes that the activation has not occurred due to reason within the assignees control, or - Assignee requests an extension in excess of 90 days. 27、de the offered reason why the extension is requested, a new proposed activation date, and the administrators recommended action. The resource administrator will make all returned resources available for assignment following the established idle time, if any. 7.3 INC Responsibilities The INC will: -

28、Accept all referrals of alleged non-use or misuse of NANP resources from the resource administrator or any other entity - Investigate the referral, - Review referrals in the context of existing assignment guidelines, - Attempt to resolve the referral, and - Direct the resource administrator regardin

29、g the action, if any, to be taken. Absent a consensus resolution of the referral or non compliance to the resolution by the resource assignee, INC shall refer the case to the appropriate regulatory authority for resolution. 8.0 Code Conservation Assignment of INT/NPA/NXX numbering resources is under

30、taken with the following conservation objectives: a) to efficiently and effectively manage a limited resource which is further encumbered by a technical limitation which only allows the translation of six digits and effectively limits the assignment of these NXXs to the NX level at this time (see Se

31、ctions 2.6 and 4.4). b) to delay the exhaust of the INT/NPA/NXX code resource. 8.1 Ongoing code administration practices which foster conservation, including annual audits and surveys, will be used to assure that the assignment criteria identified in Section 4, and code holder responsibilities ident

32、ified in Section 5, are being met. Appendix A provides a description of the Audit Process. 33、ing: 9.1 INT/NPA/NXX code assignments will be tracked and monitored, projected exhaust will be determined and relief planning activities will be initiated within the industry. 9.2 When the initially assigned 456 NPA code approaches exhaust it is planned that the code administrator will examine the a

34、vailable options and in consultation with the industry, assign another NPA code if appropriate. 10.0 Maintenance of Guidelines 10.1 It may be necessary to modify these assignment guidelines periodically to meet changing circumstances. The Industry Numbering Committee (INC) will retain maintenance re

35、sponsibility for these assignment guidelines, subject to appropriate regulatory oversight. 11.0 Appeal Process 11.1 Appeals associated with the assignment of these resources may be directed to the appropriate regulatory authority, the ICCF or INC, at the applicants discretion, based upon the circums

36、tances of the issue. It is recommended that questions related to the interpretation of the guidelines be referred to the INC, and public policy issues to the appropriate regulatory authority. 12.0 Glossary Authorized Representative of Code Applicant The person from the applicants organization or its

37、 agent that has the legal authority to take action on behalf of the applicant. Certify When used to describe a requirement of the applicant/holder - to confirm through a formal statement signed by the applicant or an authorized representative, that the information contained within the assignment req

38、uest is true, accurate, and complete to the best of the applicants knowledge. Code Administrator The administration of INT/NPA/NXX codes is currently performed by the NANPA. Conservation Consideration given to the efficient and effective use of a finite numbering resource in order

40、 to minimize the cost and need to expand its availability in the introduction of new services, capabilities and features. INC Industry Numbering Committee, a standing committee of the Alliance for Telecommunications Industry Solutions (ATIS) that provides an open forum to address and resolve industr

41、y-wide issues associated with the planning, administration, allocation, assignment and use of numbering resources and related dialing considerations for public telecommunications within the North American Numbering Plan (NANP) area. Initial Code The first geographic NXX code assigned to a Service Pr

42、ovider for each rate center in which it provides service. In Service Code An active code in which specific subscribers, services or market trials are utilizing assigned numbers. International Long Distance (ILD) The international connection of two stations by directly connecting two international ex

43、changes in two different countries. ITO An international telecommunications organization which functions in the capacity of a foreign administration (PTT) Months to Exhaust The number of months remaining until there are no assignable line numbers (XXXX) available in the applicants assigned INT/NPA/N

44、XX code(s). 45、umbering Plan) NANP area is identified by a unique ten-digit address consisting of a three digit NPA code, a three digit central office code of the form NNX/NXX, and a four digit line number of the form XXXX, where N represents the digits 2-9 and X represents the digits 0-9. It is the basic numberin

46、g scheme for the telecommunications networks located in American Samoa, Anguilla, Antigua, Bahamas, Barbados, Bermuda, British Virgin Islands, Canada, Cayman Islands, Dominica, Dominican Republic, Grenada, Jamaica, Montserrat, St. Kitts & Nevis, St. Lucia, St. Vincent, Turks & Caicos Islands, Trinidad & Tobago, and the United States (including Puerto Rico, the U.S. Virgin Islands, Guam, the Commonwealth of the Northern Mariana Islands) 47 CFR 52.5 (c).
