9、fficials recognize the need for a modem, up-to-date residential code addressing the design of and installation of building, mechanical, plumbing and electrical systems in residential buildings not more than three stories in height through prescriptive requirements as well as requirements emphasizing

10、 performance. The International One- and Two-Family Dwelling CodeTM, in this first edition, is designed to meet these needs through model code regulations that safeguard the public health and safety in all residential communities, large and small. This comprehensive residential code establishes mini

11、mum regulations for building, mechanical, plumbing and electrical systems using primarily prescriptive-related provisions, but also includes performance-related provisions as well. It is founded on broad-based principles that make possible the use of new materials and new residential designs. Additi

12、onally, the International One- and Two-Family Dwelling Code is designed to be compatible with the BOCA National Codes published by Building Officials and Code Administrators International, Inc. (BOCA), the International Codes published by International Code Council (ICC), the Standard Codes publishe

13、d by Southern Building Code Congress International, Inc. (SBCCI), and the Uniform Codes published by International Conference of Building Officials (ICBO). The International One- and Two-Family Dwelling Code provides many benefits, among which is the model code development process that offers an int

14、emational forum for residential professionals to discuss prescriptive and performance code requirements. This forum provides an excellent arena to debate proposed revisions. This model code also encourages international consistency in the application of provisions. Development This first edition of

15、the International One- and Two-Family Dwelling Code incorporates the provisions of the 1995 edition of the CABO One and Tivivo Family Dwelling Code promulgated by the Council of American Building Officials (CABO) and includes the revisions included in the CABO One and Two Family Dwelling Code I996/1

16、997Amendments and approved changes from the 1997 CABO Code Development Cycle. The CABO One and Two Family Dwelling Code was originally developed jointly by the American Insurance Association, BOCA, ICBO, and SBCCI. Effective December 4, 1995, CABO assigned all rights and responsibilities to the CABO

17、 One and Two Family Dwelling Code to the ICC. The principles utilized in the development of this code were based on the intent to establish a residential code that adequately protects public health, safety and welfare; does not unnecessarily increase construction costs; does not restrict the use of

18、new materials, products or methods of construction; and does not give preferential treatment to particular types or classes of materials, products or methods of construction. Adoption The Intemational One- and Two-Family Dwelling Code is available for adoption and use by jurisdictions internationall

19、y. Its use within a governmental jurisdiction is intended to be accomplished through adoption by reference in accordance with proceedings establishing the jurisdictions laws. At the time of adoption, jurisdictions should insert the appropriate information in provisions requiring specific local infor

20、mation, such as the name of the adopting jurisdiction. These locations are shown in bracketed words in small capital letters in the code and in the sample adoption ordinance. The sample adoption ordinance on page v addresses several key elements of a code adoption ordinance, including the informatio

21、n required for insertion into the code text. Maintenance The International One- and Two-Family Dwelling Code is kept up to date through the review of proposed changes submitted by code enforcement officials, industry representatives, design professionals and other interested parties. Proposed change

22、s are carefully considered through an open code development process in which all interested and affected parties may participate. The contents of this work are subject to change both through the Code Development Cycles and the governmental body that enacts the code into law. For more information reg

23、arding the code development process, contact BOCA, ICBO or SBCCI. While the development procedure of the Intemational One- and Two-Family Dwelling Code assures the highest degree of care, BOCA, ICBO, SBCCI, their members and those participating in the development of this code do not accept any liabi

24、lity resulting from compliance or noncompliance with the provisions because BOCA, ICBO and SBCCI do not have the power or authority to police or enforce compliance with the contents of this code. 26、E- AND TWO-FAMILY DWELLING CODE ORDINANCE NO. An ordinance of the JURISDICTION adopting the 1998 edition of the International One- and Two-Family Dwelling Code, regulating and controlling the design, construction, quality of materials, erection, installation, alteration, repair, location, relocation

27、, replacement, addition to, use or maintenance of building, mechanical, plumbing and electrical systems in residential buildings not more than three stories in height in the JURISDICTION; providing for the issuance of permits and collection of fees therefore; repealing Ordinance No. of the JURISDICT

28、ION and all other ordinances and parts of the ordinances in conflict therewith. The IGOVERNING BODY of the JURISDICTION does ordain as fOllOWS: Section 1. That certain documents, three (3) copies of which are on file in the office of the JURISDICTIONS KEEPER OF RECORDSL and the JJURISDICTION , being

29、 marked and designated as the International One- and Two-Family Dwelling Code, as published by the International Code Council, be and is hereby adopted as the code of the JURISDICTION for regulating the design, construction, quality of materials, erection, installation, alteration, repair, location,

30、 relocation, replacement, addition to, use or maintenance of building, mechanical, plumbing and electrical systems in the JURISDICTION and providing for the issuance of permits and collection of fees therefore; and each and all of the regulations, provisions, conditions and terms of such Internation

31、al One- and Two-Family Dwelling Code, 1998 edition, published by the International Code Council, on file in the office of the IJURISDICTION are hereby referred to, adopted and made a part hereof as if fully set out in this ordinance. Section 2. The following section is hereby revised: Section 101.1,

That the JURISDICTIONS KEEPER OF RECORDCL is hereby ordered and directed to cause this ordinance to be published. An additional provision may be required to direct the number of times the ordinance is to
