This European Standard supersedes ENV 1991-5:1998.

38、 Romania, Slovakia, Slovenia,Spain, Sweden, Switzerlandand theUnitedKingdom.Background of the Eurocode programmeIn 1975, theCommission ofthe European Community decided on an action programmein the field of construction, based on article 95 of theTreaty. The objectiveoftheprogrammewas theelimination

39、of technical obstacles to trade and theharmonisation oftechnical specifications. Within thisaction programme, the Commission took the initiativeto establish aset ofharmonised technical rulesfor thedesign of construction workswhich, in a firststage, would serveasan alternativeto thenationalrules in f

40、orce in the Member States and, ultimately, would replace them. Forfifteen years, theCommission, with the help ofaSteering Committeewith Representatives of Member States, conducted the developmentofthe Eurocodesprogramme, which led to the first generation of European codes in the 1980s. In 1989, theC

41、ommission and theMemberStatesofthe EU and EFTA decided, on thebasis of an agreement1between the Commission and CEN, to transfer thepreparation and thepublication of theEurocodesto theCEN through aseries of Mandates, in orderto provide them with a future statusofEuropean Standard (EN). Thislinks de f

42、acto theEurocodeswith the provisionsofall theCouncilsDirectives and/or CommissionsDecisionsdealingwith European standards(e.g. the Council Directive89/106/EEC on construction products-CPD -and Council Directives 93/37/EEC, 92/50/EEC and 89/440/EEC on public worksand services and equivalent EFTA Dire
