An NSC reflects a consensus of a numberof capable individuals whose collective interests provide, to thegreatest practicable extent, a balance of representation of generalinterests, producers, regulators, use

34、rs (including consumers) andothers with relevant interests, as may be appropriate to the subjectat hand. NSCs are intended to make a significant and timelycontribution to the Canadian interest.Those who have a need to apply standards are encouraged to useNSCs. These standards are subject to periodic
