3、nce numberISO 14064-3:2006(E) ISO 2006The Canadian Standards Association (CSA), under whose auspices this National Standard has been produced, was chartered in 1919 and accredited by the Standards Council of Canada to the National Standards system in 1973. It is a not-for-profit, nonstatutory, volun

4、tary membership association engaged in standards development and certification activities. CSA standards reflect a national consensus of producers and users including manufacturers, consumers, retailers, unions and professional organizations, and governmental agencies. The standards are used widely

5、by industry and commerce and often adopted by municipal, provincial, and federal governments in their regulations, particularly in the fields of health, safety, building and construction, and the environment. Individuals, companies, and associations across Canada indicate their support for CSAs stan

6、dards development by volunteering their time and skills to CSA Committee work and supporting the Associations objectives through sustaining memberships. The more than 7000 committee volunteers and the 2000 sustaining memberships together form CSAs total membership from which its Directors are chosen

7、. Sustaining memberships represent a major source of income for CSAs standards development activities. The Association offers certification and testing services in support of and as an extension to its standards development activities. To ensure the integrity of its certification process, the Associ

8、ation regularly and continually audits and inspects products that bear the CSA Mark. In addition to its head office and laboratory complex in Toronto, CSA has regional branch offices in major centres across Canada and inspection and testing agencies in eight countries. Since 1919, the Association ha

9、s developed the necessary expertise to meet its corporate mission: CSA is an independent service organization whose mission is to provide an open and effective forum for activities facilitating the exchange of goods and services through the use of standards, certification and related services to mee

40、fied as one of the greatest challenges facing nations, governments,business and citizens over future decades. Climate change has implications for both human and naturalsystems and could lead to significant changes in resource use, production and economic activity. In response,international, regional

41、, national, and local initiatives are being developed and implemented to limit greenhousegas (GHG) concentrations in the Earths atmosphere. Such GHG initiatives rely on the quantification,monitoring, reporting and verification of GHG emissions and/or removals.ISO 14064-1 details principles and requi

42、rements for designing, developing, managing and reportingorganization- or company-level GHG inventories. It includes requirements for determining GHG emissionboundaries, quantifying an organizations GHG emissions and removals and identifying specific companyactions or activities aimed at improving G

43、HG management. It also includes requirements and guidance oninventory quality management, reporting, internal auditing and the organizations responsibilities in verificationactivities.ISO 14064-2 focuses on GHG projects or project-based activities specifically designed to reduce GHGemissions or incr

44、ease GHG removals. It includes principles and requirements for determining project baselinescenarios and for monitoring, quantifying and reporting project performance relative to the baseline scenarioand provides the basis for GHG projects to be validated and verified.This part of ISO 14064 details

45、principles and requirements for verifying GHG inventories and validating orverifying GHG projects. It describes the process for GHG-related validation or verification and specifiescomponents such as validation or verification planning, assessment procedures and the evaluation oforganization or proje

46、ct GHG assertions. This part of ISO 14064 can be used by organizations or independentparties to validate or verify GHG assertions.Figure 1 displays the relationships between the three parts of ISO 14064.0.2 ISO 14064 is expected to benefit organizations, governments, project proponents and stakehold

47、ersworldwide by providing clarity and consistency for quantifying, monitoring, reporting and validating or verifyingGHG inventories or projects. Specifically, use of ISO 14064 could enhance the environmental integrity of GHG quantification, enhance the credibility, consistency and transparency of GH

48、G quantification, monitoring and reporting,including GHG project emission reductions and removal enhancements, facilitate the development and implementation of an organizations GHG management strategies and plans; facilitate the development and implementation of GHG projects, facilitate the ability

49、to track performance and progress in the reduction of GHG emissions and/or increase inGHG removals, and facilitate the crediting and trade of GHG emission reductions or removal enhancements.Users of ISO 14064 could find benefit from some of the following applications:a) corporate risk management: for example, the identification and management of risks and opportunities;b) voluntary initiatives: for example, participation in voluntary GHG registry or reporting initiatives;c) GHG markets: for example, the buy
