2、 Postal and Telecommunications Administrations, INTRODUCTION One of the aims of the International Telecommunications Union (IT) is to ensure efficient and economic use of the frequency spectrum and help towards the rapid elimination of harmful interference. The Radio Regulations contain the provisio
3、ns governing the establishment and operation of the International Monitoring System. “The European Conference of Postal and Telecommunications Administrations (CEPT), considering a) the need to develop common and coordinated procedures and measurement techniques for monitoring within the CEPT framew
4、ork and the need for timely exchange of monitoring information between Administrations; b) the need for a simple, effective means of exchanging such information; C) the desirability of using current communication means; d) the advantages resulting from the use of a standard format, noting a) that un
5、der the International Monitoring System, requests for monitoring information should be sent to the . Centralizing Office (see IJ document “List of Addresses”) designated by each Administration which then assembles the information for transmission back to the originating Administration; that in Resol
6、ution ITU-R 23 the IT Radiocommunications Assembly (1993) reconfumed the need to extend the Intemational Monitoring System on a worldwide scale and also decided that cooperation between monitoring stations of different Administrations should be encouraged and improved with a view to exchanging infor
7、mation; that most monitoring stations have sufficient communication facilities available and in cases of responding to interference, the fastest method of communication should be used, b) c) Edition of February 26, 1998 CEPTIERCIREC 01-08 E Page 2 recognising a) that there is a need for all monitori
8、ng stations to be able to request from each other clearly defined information; b) that such information could relate to emissions in any frequency band; c d) that the need for the request could be to deal with urgent cases of interference to legitimate users of radio; that there will be occasions wh
9、en monitoring stations have resource problems and will be unable, for example, to provide bearing requests on all emissions; e) that it will usually be self-evident why information is being requested, particularly in the case of the clearance of interference. There may, however, be occasions when th
10、e requesting station is asked to justi the reason for the information exchange and national security may prevent a full reply. In these circumstances Administrations are asked to Co-operate and understand the nature of the problem, recommends 1) that common formats for the exchange of information be
11、tween monitoring stations be adopted as shown in Annex 1 (for communication via facsimile) or Annex 2 (for communication via telex); that a request from one station to another for information relating to any emission should include the following details: 2) a.
