6、mit values for the analysis, into a document that is able to be revised to take into account both practical experience and changes in treatment technologies. PD CLC/TS 5062535:2017CLC/TS 50625-3-5:2017 (E) 4 Introduction In order to support EN 50625-2-4, Collection, logistics and Treatment requireme

7、nts for WEEE - Part 2: Treatment requirements for photovoltaic panels, covering treatment of WEEE and thereby fulfil the requirement of the European Commissions Mandate M/518 it is necessary to include normative requirements, such as target values and limit values for the analysis, into a document t

8、hat is able to be revised to take into account both practical experience and changes in treatment technologies. CLC/TS 50625-3-5:2017 (E) 5 1 Scope Clause 1 is replaced with the following: This European Technical Specification is intended to be used in conjunction with the WEEE Treatment Standard fo

13、the sampling plan EN 50625-1:2014, Collection, logistics sample the fractions: the sample for the analysis shall be prepared according to the sampling procedure defined in this Technical Specification; evaluate the analysis results: the concentration of substances shall be determined according to th

14、e analysis procedure defined in this Technical Specification; evaluate the de-pollution performance: compare the results of the analysis with the defined limit values. If the results are below the limit values then the performance of de-pollution fulfils the requirements. The limit values for lead,

15、cadmium and selenium are also used as an indicator of de-pollution from other hazardous substances that may be present in the various panels. A laboratory shall perform the analysis on the samples for the residual amount of these pollutants in the glass fraction. Depending on the treatment process u

16、sed, one of the techniques below in Annex AA, shall be used to obtain a representative mixed sample: sampling during a treatment process sampling after a treatment process NOTE 1 All the sampling protocols are based on EN 14899. Analysis protocol will be implemented by laboratories. There are many t

17、ypes of physical-chemical sample processing and analysis. This Technical Specification describes the suitable methods for samples of glass fractions from photovoltaic panel treatment processes. A laboratory that complies with EN ISO/IEC 17025 shall perform chemical analysis including processing of t

18、he samples. If the laboratory does not comply with EN ISO/IEC 17025 then duplicate samples shall be sent for checking to laboratory that does meet EN ISO/IEC 17025 on a regular basis, according to a defined process. NOTE 2 The laboratory can be internal to the treatment operator or a third party lab

19、oratory. 20、plicable. 4.2 Target value methodology This subclause of CLC/TS 50625-3-1:2015 is not applicable. 4.3 Mass Balance methodology This subclause of CLC/TS 50625-3-1:2015 is not applicable. 4.4 Analysis methodology Subclause 4.4.is replaced with the following: This methodology uses the following approac

21、h: establish the limit value: these values are defined in this Technical Specification; sample the fractions: the sample for the analysis shall be prepared according to the sampling procedure defined in this Technical Specification; evaluate the analysis results: the concentration of substances shal

The chemical analysis,

28、separation of the test portion and identification of the heavy metals shall be carried out according to one of the following standards: EN ISO 17852, EPA 6020A - 1 Revision 1, February 2007, EN ISO 17294-2. 5 Overview of the applicable methodologies 5.1 Applicable methodologies This subclause of CLC

31、ovoltaic panels 12.1 Introduction This clause refers to the treatment standard of photovoltaic panels EN 50625-2-4:2017, 5.6 (De-pollution monitoring). 12.2 Analysis methodology According to EN 50625-2-4:2017, 5.6, the limit value for lead, cadmium and selenium in glass fractions from photovoltaic p

32、anel treatment is the following: Glass fractions from the treatment of silicon based photovoltaic panels 1 mg/kg (dry matter) cadmium 1 mg/kg (dry matter) selenium 100 mg/kg (dry matter) lead PD CLC/TS 5062535:2017CLC/TS 50625-3-5:2017 (E) 8 NOTE 1 Cadmium and Selenium are the most toxic substances

33、and indicators for photovoltaic panels with CdTe and CI(G)S semi-conductors. The 1 mg/kg value for cadmium and selenium means that less than 0,1 % of the input is non-silicon based material. Therefore it is an indicator for the sorting efficiency. NOTE 2 Lead is also a toxic metal and might be prese

34、nt in all type of photovoltaic panels. It indicates the removal of metals from the electrical connection system. The 100 mg/kg value for lead is feasible with current technology and represents a standard for glass fraction dedicated for smelters. Glass fractions from the treatment of non-silicon bas

35、ed photovoltaic panels 10 mg/kg (dry matter) cadmium 10 mg/kg (dry matter) selenium 100 mg/kg (dry matter) lead NOTE 3 The 10 mg/kg value for cadmium and selenium represents a removal of more than 95 % of the semi conductive layer from the complete photovoltaic panel and seems to be feasible with cu

CLC/TS 50625-3-5:2017 (E) 13 Annex AA (normative) Sampling protocol for photovoltaic panel treatment fractions AA.1 Introducti

43、on This annex describes the sampling procedures, which shall be used to implement the analysis methodology stated in EN 50625-2-4:2017, 5.6. Sampling shall consider guidance in the following standards: CEN/TR 15310-1 to CEN/TR 15310-5, EN 14899. AA.2 Number and size of samples Samples shall be taken

44、 from fractions resulting from the photovoltaic panel treatment during a batch (see also EN 50625-1:2014, Table D.1) or from longer periods of photovoltaic panel treatment. The population is this whole amount of fraction produced during treatment of a given input amount. As a minimum 10 samples shal

45、l be taken from each treatment fraction being analysed. For each fraction, take the 10 single samples and combine them to form one “mixed sample”. Each of the resulting mixed samples for the different fractions shall be reduced to a size suitable for laboratory analysis (see Table AA.1). The number

46、of samples for analysis depends on the amount of photovoltaic panels treated per year as follows: 1 sample per year for 1 000 t of photovoltaic panels treated per year 1 sample every 6 months for 1 000 10 000 t photovoltaic panels treated per year 1 sample quarterly for 10 000 t photovoltaic panels

49、f all sizes expected to be contained in the output stream. Samples shall be taken at the outlet of a continuous mechanical treatment process, directly from the output flow of the fraction on the whole cross section of the flow profile. Each sample shall be taken at regular intervals specified below but avoiding the start and finish of the treatment process. NOTE 1 Start and the finish of the treatment process are less representative because separation results might not be representative dur
