3、s commercial item description for all federal agencies. 1. SCOPE. This commercial item description (CID) covers quaternary ammonium compound disinfectant-detergent. The disinfectant-detergent described herein is intended for use in cleaning, deodorizing, sanitizing, and disinfecting hard surfaces su
4、ch as walls, floors, woodwork, and other washable surfaces in hospitals, public buildings, and food service areas. 2. SALIENT CHARACTERISTICS. 2.1 Disinfectant. The quaternary ammonium compound disinfectant-detergent, when used as directed on the label in a use-dilution solution, prepared with hard
5、water containing a minimum of 400 parts per million (ppm) hardness (as calcium carbonate) and 5% (V/V) sterile bovine serum albumin (BSA), shall be: Bactericidal against Staphylococcus aureus (American Type Culture Collection (ATCC) No. 6538) Salmonella choleraesuis (ATCC No. 10708) Pseudomonas aeru

7、na Influenza A2, A3or AMichigan Effectiveness shall be documented by data from test methods and conditions acceptable under Environmental Protection Agency (EPA) DIS/TSS 1-10. 2.2 Cleaning efficiency. The use-dilution solution, prepared with hard water containing a minimum of 400 ppm hardness (as ca
8、lcium carbonate) and 5% (V/V) BSA, shall have a cleaning efficiency comparison index (cleaning efficiency of the use-dilution divided by the cleaning efficiency of a 0.25 percent by weight solution of the standard detergent) of not less than 0.7, when tested as specified in FED-STD-536, Test Method
9、6701, Cleaning Efficiency. 2.3 Effect on conductive flooring. When conductive flooring conforming to the requirements of National Fire Protection Association (NFPA) 99 is washed with the use-dilution solution, prepared with hard water containing a minimum of 400 ppm hardness (as calcium carbonate) a
10、nd 5% (v/v) BSA, and allowed to dry without rinsing, it shall still meet the conductivity requirements of NFPA 99. 3. REGULATORY REQUIREMENTS. The quaternary ammonium compound disinfectant-detergent shall be registered and labeled in compliance with the Federal Insecticide, Fungicide, and Rodenticid
11、e Act (FIFRA), as amended in accordance with the Code of Federal Regulation (CFR), 40 CFR Parts 162-280. This act, and regulations promulgated thereunder, is administered by the Environmental Protection Agency (EPA). The containers shall be labeled, with contents and directions for use, in accordanc
12、e with 40 CFR 156-157. 4. QUALITY ASSURANCE PROVISIONS. 4.1 Product conformance. The products provided shall meet the salient characteristics of this commercial item description, conform to the producers own drawings, specifications, standards, and quality assurance practices, and be the same produc
13、t offered for sale in the commercial market. The Government reserves the right to require proof of such conformance. 4.2 Market acceptability. The item offered must have been sold to the Government or commercial market. 4.3 EPA registration. The offeror shall have a current EPA registration for the
14、product. 5. PACKAGING. Preservation, packing, and marking shall be as specified in the contract or order.
