3、dministration has authorized the use of this commercial item description, for all federal agencies. 1. SCOPE. This commercial item description covers an aerosol air freshener to counteract malodors in occupied indoor areas such as public buildings and aircraft. 2. SALIENT CHARACTERISTICS. 2.1 The pr
4、oduct shall not contain formaldehyde. 2.2 The product shall leave a mild and pleasant odor immediately after spraying 2.3 When used as directed on the container, the product shall counteract the odors from stale cigar and cigarette smoke, urine and fecal matter, vomit, food spillage, garbage, cooked
5、 foods, perspiration, and pets. 2.4 The product shall be contained in an aerosol dispenser. The dispenser shall produce a spray in the form of a fine mist when moderate finger pressure is applied on the actuator. The dispenser shall stop the release of the spray immediately upon release of the press
6、ure on the actuator. The dispenser shall deliver at least 98 percent by weight of its contents. 2.5 Delivery rate. When tested as specified in ASTM D3069 Delivery Rate of Aerosol Products, the dispenser shall not have a delivery rate not less than 0.3 grams per second and not greater than 2.0 grams

The net weight of the contents of the aerosol dispenser shall be a minimum of 396 grams (14 ounces avoirdupois). 2.7 Flammability. When tested as specified
8、in ASTM D1310 Flash Point and Fire Point of Liquids by Tag Open-Cup Apparatus and ASTM D3065 Flammability of Aerosol Products, the product shall meet the following requirements: Flame Projection - 2.54 cm (1 inch), maximum Tag O/C Flash Point - 47C (116F), minimum Closed Drum Test - 45 seconds, mini
9、mum 2.8 Seepage. When tested as specified in ASTM D3094 Seepage Rate of Aerosol Products, the dispensers shall have a seepage rate no greater than 3.0 mL, using wide mouth eudiometer tubes similar to that in Figure 2 of ASTM D3094. 2.9 Container stability. The filled container shall not leak or be d
10、amaged by internal pressure when heated to 54C (130F). 3. REGULATORY REQUIREMENTS. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR). 4. PRODUCT CONFORMANCE. 4.1 Product C
11、onformance. The products provided shall meet the salient characteristics of this Commercial Item Description, conform to the producers own drawings, specifications, standards, and quality assurance practices, and be the same product offered for sale in the commercial market. The government reserves
12、the right to require proof of such conformance. 5. PACKAGING. Preservation, packaging, and marking shall be as specified in the contract or order. 6. NOTES. 6.1 The contractor may use his normal quality assurance procedure for manufacture of this product; however, should a disagreement arise between
13、 the Government and its customer or between the Government and the manufacturer concerning compliance to the salient characteristics of this commercial item description, the test methods and tests stated in this commercial item description will be used to determine compliance of the product.
