SCOPE.
3、 This commercial item description (CID) covers torque wrench testers withmechanical indicating dials for use in test and verification of hand-held torque wrenches of alltypes.2. CLASSIFICATION. The torque wrench tester shall be of the following types and sizes. Thetype and size to be furnished shall

SALIENT CHARACTERISTICS3.1 General requirements. The tester shall be so designed that a 30-degree si
5、de-load will notcause any deviation in the torque reading.3.1.1 Type I torque wrench tester. The type I torque wrench tester shall be a single station testermeeting the torque capacity of the applicable size shown in table I and the requirements specifiedherein.3.1.2 Type II torque wrench tester. The type III torque wrench tester shall be a single
10、 station,dual range or dual station, dual range tester meeting the torque capacity of the applicable sizeshown in table I and the requirements specified herein.3.2 Components. The torque wrench tester shall include, as a minimum, the followingcomponents:3.2.1 Housing. The mechanism of the tester sha
11、ll be enclosed in a housing. The housing shallprovide a means for bolting the tester to a horizontal or vertical surface. If required (see 7.2(c),a conversion table shall be provided and attached to single scale testers to convert the dialreadings to other units of interest, such as foot-pounds to i
12、nch-pounds with the basic units andcoverage compatible with the tester as specified. Conversion tables shall be marked in apermanent manner on metal plates.3.2.2 Drive. Torque wrench tester shall be provided with a drive in accordance with theapplicable size listed in table I.3.2.3 Adapters. The tor

17、male double square3.2.4 Torque indicator. The torque wrench testers shall be provided with a dial indicator capableof displaying the torque applied to the drive. The dial indicator shall have a dial face, indicatingpointer, and protective cover. A means shall be provided for retaining the peak torqu
18、e applieduntil manually returned to zero. A zero adjustment shall be provided for the indicator and allscales. The dial increments shall not exceed those shown in table I for the applicable size.3.2.5 Calibration unit. When specified (see 7.2(d), the torque wrench tester shall be furnishedwith equip
19、ment for calibration by the dead weight method.3.3 Performance. Using an independently verified route traceable to National Institute ofStandards and Technology (NIST), the tester shall be accurate to within 1 percent of applied loadover the range from 20 percent of full scale to 100 percent of full
20、 scale. The torque wrench testersensitivity shall be sufficient to indicate any change in torque equal to 1/2 of a dial graduation. The torque wrench tester shall be capable of withstanding an overload condition of 20 percentbeyond maximum capacity without any degradation of accuracy.3.4 Systems of
21、units. REGULATORY REQUIREMENTS4.1
22、Recovered materials. The offerer/contractor is encouraged to use recovered materials to themaximum extent practicable, in accordance with paragraph 23.403 of the Federal AcquisitionRegulation (FAR).4.2 Environmental protection. The item shall meet all applicable Environmental ProtectionAgency restri
23、ctions in effect on the date of the contract. These regulations apply to the emissionof materials hazardous to the environment or the users health and shall be adhered to during themanufacturing, service, transportation, storage, and operation/use of the item.5. QUALITY ASSURANCE PROVISIONS5.1 Produ
24、ct conformance. The products provided shall meet the salient characteristics of thiscommercial item description; conform to the producers own drawings, specifications, standards,and quality assurance practices; and be the same product as that which the supplier offers for saleon the commercial marke
25、t. The government reserves the right to require proof of suchconformance.5.1.1 Verification of conformance. The tester shall be calibrated by a method traceable to theNIST and shall be delivered with a calibration certificate or report.6. PACKAGING6.1 Preservation, packing and marking. For acquisiti
26、on purposes, the torque wrench testersupplied shall be preserved, packed, and marked as specified in the contract or order (see 7.2(e).7. NOTES7.1 Sources of documents7.1.1 FAR. The FAR may be obtained from the Superintendent of Documents, U.S. GovernmentPrinting Office, Washington, DC 20402-0001.7.
