14、tions unless a specific exemption has been obtained. 3. REQUIREMENTS 3.1 First article. When specified, (see 6.2), a sample shall be subjected to first article inspection (see 4.2 and 6.3). 3.2 Recycled, recovered, or environmentally preferable materials. Recycled, recovered, or environmentally pref
15、erable materials should be used to the maximum extent possible provided that the material meets or exceeds the requirements of this specification and promotes economically advantageous life cycle costs. 3.3 Design and materials. The eyewear retainer strap shall be comprised of a length of webbing, a
16、 snap fastener, and stitching. The design and materials of the strap shall be as specified herein and as shown on drawing 2-1-2499 and all subsidiary drawings and parts lists. 3.4 Barcode/label. The eyewear retention strap shall be individually bar-coded with a pressure sensitive label in accordance
17、 with MIL-DTL-32075, Type VII, Class 17, when packaged in accordance with the contract or purchase order. 18、shall be a 12-digit universal product code (UPC) number assigned for the NSN by the Government. The initials “UPC” must appear beneath the universal product code (UPC) code. The label shall be located so that it is completely visible on the item when it is folded and/or packaged as specified (see 5.
19、1) and shall cause no damage to the item. 3.5 Workmanship. The finished eyewear retention strap shall conform to the quality of product established by this document and the occurrence of defects shall not exceed the specified quality levels. 4. VERIFICATION 4.1 Classification of inspection. The insp
20、ection requirements specified herein are classified as follows: 1. First article inspection (see 4.2) 2. Quality conformance inspection (see 4.3) 4.2 First article inspection. When specified (see 6.2), a sample shall be subjected to first article inspection in accordance with 4.4. 4.3 Conformance in
21、spection. Sampling for inspection shall be performed in accordance with ANSI/ASQC Z1.4, as defined by contract, except where otherwise indicated. 4.4 Component and end item inspection. In accordance with 4.1, components and end items shall be tested in accordance with all the requirements of referen
22、ced documents unless otherwise excluded, amended, modified, or qualified in this document or applicable procurement documents. The government reserves the right to inspect all components and end items to determine conformance to requirements. 4.4.1 Examination of the end item. Examination of the end
23、 item shall be in accordance with 4.4.2 through 4.4.3. 4.4.2 End item visual examination. The end item shall be examined for the defects listed in Table I. TABLE I - End item visual defects. 29、ct or purchase order. 4.4.3 End item dimensional examination. The end items shall be examined for conformance to all dimensions specified on the drawings. Only those dimensions that can be evaluated without damaging or disassembling the end item shall be examined. Any dimension not within the specif
30、ied tolerance shall be classified as a defect. 5. PACKAGING 5.1 Packaging. For acquisition purposes, the packaging requirements shall be as specified in the contract or order (see 6.2). When actual packaging of materiel is to be performed by DoD personnel, these personnel need to contact the respons
31、ible packaging activity to ascertain requisite packaging requirements. Packaging requirements are maintained by the Inventory Control Points packaging activity within the Military Department or Defense Agency, or within the Military Departments System Command. Packaging data retrieval is available f
32、rom the managing Military Departments or Defense Agencys automated packaging files, CD-ROM products, or by contacting the responsible packaging activity. 6. NOTES (This section contains information of a general or explanatory nature that may be helpful, but is not mandatory.) 6.1 Intended use. The e
33、yewear retention strap is to be used with the Advanced Combat Helmet to hold eyewear in place on the helmet. 6.2 Acquisition requirements. Acquisition documents should specify the following: 1. Title, number and date of this specification. 2. Issue of DODISS to be cited in the solicitation and, if r
34、equired, the specific issue of individual documents referenced (see 2.2.1, 2.2.2 and 2.3). 3. When first article inspection is required, (see 3.1), the item will be tested and should be a first article sample. The contracting officer should include specific instructions in acquisition documents rega
35、rding arrangement for examinations, quantity, and testing and approval. 4. Packaging requirements (see 5.1). 6.3 First article. When a first article is required, it should be inspected and approved under the appropriate provisions of FAR 52.209-4. The first article should be a pre-production sample.
36、 The contracting officer should specify the appropriate type of first article and the number of units to be furnished. The contracting officer should include specific instructions in all acquisitions documents regarding arrangements for selection, inspection, and approval of the first article. Provi
