1、I l t I I t i l O I I l t A-A-5 4 11 O 5 March 1990 COMMERCIAL ITEM DESCRIPTION TACHOMETER, STROBOSCOPIC (Portable, Battery Powered) The General Services Administration has authorized the use of this commercial item description. This commercial item description covers a stroboscopic tachometer with

2、digital readout. Salient characteristics. Shall be a portable photo electric type non-developmental (“DI) battery operated stroboscopic tachometer with digital readout. Shall be supplied with a photo electric probe that is not an integral part of the stroboscopic tachometer housing. probe shall be c

3、onnected to the housing through a minimum 15 inch long retractable cord. The probe shall also be attachable to the stroboscopic tachometer housing to facilitate one hand operation. Shall contain modularized solid state circuitry that is constructed and assembled in accordance with the following: The

4、 Adjustments, that are necessary, can be made without removing any component, printed circuit board, or module . Allows for use of a circuit board/module extender for making adjustments that may be required. Shall be designed to be a hand held photo electric type tachometer for measuring rotational

5、parameters with probe located within a range that includes 1/4 to 12 inches from a rotating object. Shall have design and operational features that include the folowing: A measuring range that includes 100 to 100,000 revolutions per minute (rpm) . AMSC N/A FSC 6680 DISTRIBUTION STATEMENT A. Shall be capable of proper operation in an ambient range that includes O to 50 degrees Centigrade (C), and in a 95% relative humidity environment that is non-cond

9、ensing. Shall be supplied with a rigid protective carrying and storage case constructed of hard plastic, fiberglass, aluminum, or other similar type material. The case shall include a foam insert that is precut to the shape of the inserted stroboscopic tachometer in place. The overall dimensions of

10、the protective case shall not exceed 10 high X 8 wide X 4 deep (inches). protective case shall not exceed four (4) pounds. Responsibility for inspection. Unless otherwise specified in the contract or purchase

12、 order, the contractor is responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified in the contract or purchase order, the contractor may use his own or any facilities suitable for the performance of the inspection requireriienizs specified her

13、ein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set forth in the specification where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements. 14、rformed by OE for the contractor shall be maintained by the contractor and made available to the Government upon the Governments request, at any time, or from time to time, during the performance cr the contract and for a period of three years after delivery of the supplies to which such records rei

15、ate. Inspection. Inspection, as used herein, is defined as both examination (such as visual or auditory investigation without the use of special laboratory appliances or procedures) and testing (determination by technical means of physical and chemical properties) of the item. Inspections and testin

16、g. Inspections and testing shal be conducted in accordance with commercial practice to determine compliance with specification requirements. Sampling for inspections and testing shall be in accordance with commercial practice. Tests. The stroboscopic tachometer shall also be tested to determine comp

17、liance with the operational and accuracy testing requirements. Operational test. Each stroboscopic tachometer shall be tested or proper battery powered operation by measuring the speed of a steady rotating object whose speed has been established by suitable means. proper reading or distinct digital

A tachometer shall be used to measure the speed of rotating objects in accordance with the following: a.

19、 One measurement taken for a known speed within a range b. One measurement taken for a known speed within a range of 100 to 1,000 RPM. of 8,000 to 12,000 RPM. The measured speeds and reference speeds of rotating objects shall be recorded and compared. A measured speed that differs from its reference

If a product is manufactured to metric dimensions and those dimensions exceed the tolerances specified in the inch-pound units, a request should be made to the con

22、tracting officer to determine if the product is acceptable. The contracting officer has the option of accepting or rejecting the product. The sampling for testing shall be in Metric products. Food and Drug Administration to be under its jurisdiction, the offeror/ contractor shall comply, and be responsible for compliance by its subcontrac

25、tors/suppliers, with the requirements of the Federal Food, Drug and Cosmetic Act, as amended, and regulations promulgated thereunder. In addition, the offeror/contractor shall comply, and be responsible for compliance by its subcontractors/suppliers, with the requirements of all other applicable Fed

26、eral, State and local statutes, ordinances, and regulations.
