11、visional application. The period of validity of this ENV is limited initially to three years. After two years the members of CEN will be requested to submit their comments, particularly on the question whether the ENV can be converted into a European Standard. CEN members are required to announce th

12、e existence of this ENV in the same way as for an EN and to make the ENV available promptly at national level in an appropriate form. Page 4 ENV 14062-212001 Introduction This European Prestandard is one of a series of Standards describing the characteristics of IC cards used in Electronic Fee Collection (EFC) systems based on 0

20、 the Dedicated Short Range Communication (DSRC) ; and the Global System for Mobile Communication (GSM) ; and the characteristics of the interface between those IC cards and the related card interface devices installed in vehicles, so-called On-Board-Units. It is not envisaged that the complete set o

21、f functions and data structures described herein is present in each piece of EFC equipment, be it OBU or ICC. Thus, not every command or file type has to be present in an OBU or an ICC in order for it to be compliant with this European Prestandard. Page 5 ENV 14062-212001 1 Scope This European Prest

22、andard specifies directly or by reference the message requirements for integrated circuit(s) cards (ICCs) carrying the EFC application and related requirements for On-Board-Units (OBUS) used in Electronic Fee Collection systems based on Dedicated Short Range Communication and Global System for Mobil

23、e Communication, with the target to provide basic interoperability between an ICC and an OBU independently of the respective manufacturers and operators. It takes into consideration both environmental and system related aspects and states minimum requirements of conformity. The requirements imposed

24、by this Prestandard apply to the IC card itself, denoted by the abbreviation ICC ; 0 the in-vehicle card interface device, denoted by the abbreviation OBU ; or 0 the combination of both. This Prestandard does not directly set requirements on any other card interface device (IFD) besides the OBU e.g.

25、 stationary devices. However, the requirements imposed on the IC card may induce technical consequences for an IFD designed to accept an IC card used in EFC applications. It specifies the respective characteristics of the ICC and OBU only as far as these may concern the interface, but does not give

38、l Data Unit, according to ISO/IEC 7816-3:1997 5 EFC using DSRC 5.1 Message requirements This clause describes the basic message requirements, .e. the set of commands and the data coding scheme. 5.1.1 General The OBU shall not use the indication Le = 00, for requesting that the ICC reply with all ava

39、ilable data. NOTE The reason is that the OBU will always know the size of the data requested. 5.1.2 APDU requirements 5.1.2.1 Length of APDU The OBU need not allow use of the extended length fields for the length L, of the data field of a Command APDU and for the expected length Le of the response A

40、PDU. NOTE 1 NOTE 2 The reason is that the length of the LLC frame of DSRC is limited to at most 128 bytes. Clause 5.3 of ISOAEC 7816-4:1995 allows for the short (1 byte) as well as the extended (3 bytes) length fields. 5.1.2.2 The APDUs of ISO/IEC 7816-4 shall be mapped upon TPDUs for T = O as descr

41、ibed in ISO/IEC 7816-4:1995, annex A with the restrictions listed in part 1, clause 5.3.6. Mapping of APDUs onto TPDUs The APDUs of ISOAEC 7816-4 shall be mapped upon TPDUs for T = 1 as described in ISO/IEC 7816-4:1995, annex B with the restrictions listed in part 1, clause 5.3.5. 5.1.3 Command set

42、The following commands shall as a minimum be available for the purpose of carrying out data exchange between an OBU and an ICC during an EFC transaction. The listings are based on the restrictions mentioned in clause 5.2 below, regarding addressing. The CLA byte shall be equal to zero for all interi

43、ndustry commands. The format of the commands, when used in secure messaging, is described in part 3 of this standards series. 5.1.3.1 Command overview The OBU and the ICC shall support the following subset of commands as defined in ISOAEC 781 6-4:1995 : O O read binary ISO/IEC 7816-4:1995, clause 6.

44、1 ; select file ISOAEC 7816-4:1995, clause 6.1 1 ; O get response ISOAEC 7816-4:1995, clause 7.1. Page 8 The OBU may support the Transfer Channel command specified in ENV IS0 14906:1998, which is a RSE command, when additional commands from e.g. ISO/IEC 781 6-4:1995, EN 726-3:1994 and the EMV specif

ENV 14062-212001 O 5.1.3.2 Effect of the transfer channel command on the card interface If the OBU supports Transfer Channel commands according to ENV IS0 14906:1998, the commands shall be processed in the following way : If the APDU of the ActionParameter or of the ResponsePa

46、rameter is empty, it shall be represented by a length determinant having the value OO16. The APDU part of the ActionParameter shall be treated as an OCTET STRING in accordance with ENV IS0 14906:1998. The length determinant shall be removed by the OBU. The remaining part shall be treated as a comman

47、d APDU, defined in ISOAEC 781 6-4:1995. If the protocol T = O is used, the command APDUs of ISO/IEC 7816-4:1995 shall be mapped upon command TPDUs for T = O as described in clause 5.1.2.2 Mapping of APDUs onto TPDUs. If the protocol T = 1 is used, the command APDUs of ISOAEC 7816-4:1995 shall be map

48、ped upon command TPDUs for T = 1 as described in clause 5.1.2.2 Mapping of APDUs onto TPDUs. If the protocol T = O is used and a command results in the status bytes SW1 SW2 = 61XX16, the OBU shall issue a Get-Response command for retrieving the remaining xx16 bytes of data from the ICC. It shall not

49、 be necessary to use the Transfer-Channel command for this. The status bytes SW1 SW2 = 61XX16 shall not be included in the Transfer-Channel response. If the protocol T = O is used, the response TPDUs of ISOAEC 7816-4:1995 shall be mapped upon Response APDUs for T = O as described in clause 5.1.2.2 Mapping of APDUs onto TPDUs. If the protocol T = 1 is used, the response TPDUs of ISOAEC 7816-4:1995 shall be mapped upon Response APDUs for T = 1 as described in clause 5.1.2.2 Mapping of APDUs onto TPDUs.
