28、 Release 13Foreword This Technical Specification has been produced by the 3rdGeneration Partnership Project (3GPP). The contents of the present document are subject to continuing work within the TSG and may change following formal TSG approval. Should the TSG modify the contents of the present docum

29、ent, it will be re-released by the TSG with an identifying change of release date and an increase in version number as follows: Version x.y.z where: x the first digit: 1 presented to TSG for information; 2 presented to TSG for approval; 3 or greater indicates TSG approved document under change contr

30、ol. y the second digit is incremented for all changes of substance, i.e. technical enhancements, corrections, updates, etc. z the third digit is incremented when editorial only changes have been incorporated in the document. 31、e 131 Scope The present document specifies the control plane radio network layer signalling procedures between eNB and E-SMLC. LPPa supports the concerned functions by signalling procedures defined in this document. LPPa is developed in accordance with the general principles stated in TS 36.401 2. 2

32、 References The following documents contain provisions which, through reference in this text, constitute provisions of the present document. - References are either specific (identified by date of publication, edition number, version number, etc.) or non-specific. - For a specific reference, subsequ

33、ent revisions do not apply. - For a non-specific reference, the latest version applies. In the case of a reference to a 3GPP document (including a GSM document), a non-specific reference implicitly refers to the latest version of that document in the same Release as the present document. 1 3GPP TR 2

A term defined

38、 in the present document takes precedence over the definition of the same term, if any, in TR 21.905 1. Elementary Procedure: LPPa protocol consists of Elementary Procedures (EPs). An LPPa Elementary Procedure is a unit of interaction between the eNB and the E-SMLC. An EP consists of an initiating m

39、essage and possibly a response message. Two kinds of EPs are used: - Class 1: Elementary Procedures with response (success or failure), ETSI ETSI TS 136 455 V13.1.0 (2016-05)83GPP TS 36.455 version 13.1.0 Release 13- Class 2: Elementary Procedures without response. Cell Portion: A geographical part

40、of a cell. A cell portion is semi-static, and identical for both the UL and the DL. Within a cell, a cell portion is uniquely identified by its Cell Portion ID. 3.2 Symbols For the purposes of the present document, the following symbols apply: 3.3 Abbreviations For the purposes of the present docume

41、nt, the abbreviations given in TR 21.905 1 and the following apply. An abbreviation defined in the present document takes precedence over the definition of the same abbreviation, if any, in TR 21.905 1. The following specification principles have been applied for the procedure text in clause 8: - The procedure text discrimina

If the receiving node supports procedure X but cannot perform functionality Y requested in the initiating message of a Class 1

46、EP, the receiving node shall respond with the message used to report unsuccessful outcome for this procedure, containing an appropriate cause value. 2) Functionality which “shall, if supported“ be executed ETSI ETSI TS 136 455 V13.1.0 (2016-05)93GPP TS 36.455 version 13.1.0 Release 13The procedure t

If the procedure text does not explicitly indicate that an optional IE shall be included in a response message, the optional IE shall not be include

For requirements on including Criticality Diagnostics IE, see section 10. 4.2 Forwards and backwards compatibility The forwards and backwards compatibility of the protocol is assured by a mechanism where all current and future messages, and IEs or groups of related IEs, include ID and criticality fields that are coded in a standard format that will not be changed in the future. These parts can always be decoded regardless of the standard version. 4.3 Specification notations For the purposes of the present document, the following notations apply:
