Type I executive rollerball pens shall consist of a screw-on type (upper and lower) barrel a trim band, a pocket clip, a cylindrical ink cartridge, a screwable plastic ink cartridge guide, a

8、 non-corrosive ball-point as specified in the contract or order. 3.2 Type II retractablehefillable rollerball pens shall consist of barrel with a contoured grip, a replaceable cylindrical ink cartridge with a non-corrosive 0.7 mm (0.276 inches) bail point, a spring and pocket clip. 9、cts as a locking device when the cartridge is advanced for writing and a release mechanism to retract the cartridge when the pen is not in use, 3.2.1 The overall length of the pen with cap in place shall be 13.8 cm k .2 cm (5.43 inches * .O78 inches). The pens shall be assembled to seal the reservoir, thereby preventing ink fi-om escaping in either liquid or vapor form.
12、3.3.1 The overall length of the pen with cap in place shall be 13.6 cm f .2 cm (5.4 inches k .O78 inches). The pens shall contain inks in colors of black, blue, red, and green with ball sizes of .3 mm, .5 mm, or .7 mm .O5 mm as specified in the order or contract. The pen color shall be designated by
13、 normal commercial practice. 3.4 Type IV rollerpoint pens (non-refillable) shall consist of a barrel, removable cap, pocket clip, a point containing a non-corrosive ball and other components necessary to ensure compliance with this description. The pens shall be assembled to seal the reservoir, ther
14、eby preventing ink fi-om escaping in either liquid or vapor form. 3.4.1 The overall length ofthe pen with cap in place shall be 13.5 cm 5.3 cm (5.38 inches k .118 inches). 15、 designated by normal commercial practice. 3.5 Pens shall write smoothly by hand, and shall be reproducible by office copy machine which employ a visible light source in the reproduction process. ? 16、ibited on the pen. Placement of these markings shall be at the option of the manufhcturer, provided they are prominently legible. 17、teen (1 8) months after delivery and shall be capable of withstanding normal usage, handling, storage and pass the performance characteristics tests as outlined in paragraph 5.3. 3.8 Workmanship. Rollerbail pens shall be designed and assembled, positively sealing the reservoir (and cartridges) to pr
18、event ink leakage in either liquid and vapor form, while being otherwise free from defects and imperfections which may affect appearance and serviceability. 4. Repulatorv Reauirements: The offererkontractor is encouraged to use recovered materials to the maximum extent practicable, in accordance wit
19、h paragraph 23.403 of the Federal Acquisition Regulation (FAR). 5. Oualitv Assurance Reauirements: 5.1. Product Conformance. The products provided shall meet the salient characteristics of this commercial item description, conform to the producers own drawings, specifications, standards and quality
20、assurance practices and be the same product offered for sale in the commercial market. The government reserves the right to require proof of such conformance. 5.2 Examination & Testinp. 5.2.1 Suppliers are encouraged to use quality control (QC) techniques that exhibit control over their processes (e
21、.g. (Statistical Process Control) SPC techniques) as defined in American National Standards Institute (ANSI) Zl.l,Z1.2 and Z1.3 / American Society for Quality Control (ASQC) B. 1, B.2 and B.3 that systematically reduce excess variations. Ifused, objective evidence shall be available that demonstrate
22、s overall measurement adequacy techniques and controls. These techniques shali ensure quality levels equal to, or greater than, those cited in applicable technical document or, herein. 5.2.2 End item inspectionhesting may be used by the offerror or the Government representative, as a means to determ
23、ine the effectiveness of the in process quality controls. We in process controls shall not be substituted for end item performance testing they may be used in examining visual and dimensional characteristics. 5.2.3 For those characteristics for which there are no such controls, or for end item perfo
24、rmance test, lot by lot sampling for inspectiodtest shall be required. The sample unit shall be one pen. Sampling shall be in accordance with the American National Standards Institute (ANSI) / American Society for Quality Control (ASQC) 21.4, Sampling Procedures and Tables for Inspection by Attribut

The inspection level for end product examination (visual and dimensional) shall be S-4
26、with an AQL of 4.0 percent defective. The inspection level for performance testing shall be S-2 with an AQL of 4.0 percent defective. The supplier must provide objective evidence (tests and inspection records) that the presented material meets the requirements of the sampling plan as indicated above
27、. 5.3 Performance Characteristics Tests: Testing shall be perormed on components whenever practical so long as recordkeeping renders adequate traceability. Unless otherwise specified tests shall be conducted in an atmosphere of 295.15 degrees Kelvin & 2 degrees Kelvin temperature (22 degrees Centigr
28、ade & 2 degrees Centigrade) and 60% f 12% in relative humidity. Test paper shall be 25 percent white bond paper having a pH value, average not less than 5.0 with a basis weight of 75 grams per square meter (20 pounds, 17 x 22 - 500). A tolerance of k 5% is allowable. Paper for the Machine Writing Te
29、st shall have an additional requirement of 160 - 140 seconds maximum smoothness on both sides using the Sheffield method per the most current TAPPI T538 test method. Alternately, paper conforming to JCP-0-60 can be used as an alternate source. 5.3.1 Drving Time: Place a sheet of paper on a smooth, f
30、lat surace and partially cover with a second sheet of paper. Place a 200 gram weight on top of the second sheet of paper. Write a five letter word on the exposed portion of the bottom sheet, allow to dry (10) seconds, and immediately draw the top sheet and the weight across the writing at a rate of
31、10 cm per second. The writing shall not be smeared when tested. Examine both sheets for compliance. 5.3.2 Cai, Off: With the cap removed, expose the rollerball writing instrument to the atmospheric conditions specified in the performance characteristics tests for a period of 24 hours. 32、rements shall meet those specified in writing characteristics. 5.3.3 Machine Writing Test: The machine tests shall be conducted on a Anja model W-1OA , Hartley model W 10-4 Contegma or Minitek writing test machines or equivalent capable of testing pens or refills, with the following parameters set:
