This description covers cotton or linen and chemical wood bond and writing papers, and reflects item requirements parailel to the specifications of the Joint Committee on Printing (JCP). 2. Class

7、hing: To obtain an acceptable brightness, in accordance with the performance standards of this document, a chemical bleaching process may be used, When specified in the ordering data (See Ordering Data), the bleaching process shall not include the use of chlorine, chlorine dioxide, or other chlorine
8、 compounds. Tlic Government reserves the right to require proof of such conformance prior to firsty delivery and thereafter as may be otherwise provided for under the provisions of the contract. 2.7 Workmanshig. AU types of paper in accordance with this specification shail be clean, free from dirt s
9、pots. oil spots, shives, foreign matter, and shall be uniform in color. The sheets shaU be free from holes, tears, cuts, folds, scufmarks, lint, fuzz, or any particles that wiii flui or pile or pile on the blanket under normal press conditions. There shall be no splices within a sheet and there shal
10、i be no partial sheets. There shall be no defects that aUrect appearance or serviceability. 3. Oualitv Assurance Provisions. 3.1 Certification. The contractor shail certify and maintain substantiating evidence that the product offered meets the salient characteristics of this Commercial Item Descrit
11、ion, and that the product conforms to the producers own drawings, specifications, standards, and qualiy assurance practices. The Government reserves the right to rcquire proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the cont

Unless otherwise specined in the contract or purchase order, the supplier is responsible for the performance of all inspection requirements as specined herein. Except as oth
13、erwise specified, the supplier may utilize his own facilities or any commercial laboratory acceptable to the Government. The Government reserves the right to perform any of the inspections set forth in the specification where such inspections are deemed necessary to assure that supplies and services
14、 conform to prescribed requirements. i 3.2.1 Testing, when applicable, shall be in accordance with Part 2, Testing Standards and Definitions, of the Government Paper Specincation Standards published by the Joint Committee on Printing. (Note: See individual TAPPIS for specific sampling instructions).
15、 3.2.2 Acceptance criteria shali be as specified in Pari 4, Acceptance Criteria, of the Government Paper Specification Standards published by the Joint Committee on Printing. 4. Remilatorv Reauirements. 4.1 The contractor shall certify that for all types of bond and Writing paper the minimum content
16、 standard shall be no less than 50% recovered materials including 20% post consumer materials in accordance with Executive Order 12873, section 504 (b), dated October 20,1993 (See definition of post consumer materiais and recovered materials in sections 203 and 205). As an alternative to meeting the
17、 standards of section 5040) for all printing and writing papers, the minimum content standard shall be no less han 50% recovered materials that are a waste material byproduct of a finished product other than a paper or textile product which would otherwise be disposed of in a landfill, as determined
18、 by the State in which the facility is located, in accordance with Executive Order 12873, section 504 (c), dated October 20,1993. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be othemise provided for under the provisions of the
