2、deral agencies. 1. SCOPE. 1.1 Scppe. This Commercial Item Description covers a hinged jaw pipe vise used to hold various sizes of pipe and is capable of being mounted to a tripod stand or bench. 2. CLASSIFICATION. 0 2.1 Classification. Not applicable. 3. SALIENT CHARAmRIsTIcs. 3.1 m. The vise shall
3、consist of a base, frame and hook, jaw crosshead, jaws, screw and screw handle, and be similar to Figure 1. All parts having the same manufacturers number shali be direcy and completeiy interchangeable with each other with respect to installation and performance. Pipe sizes, screw diameters, and wei

7、the maximum (by not more than 1 inch) provided all other requirements are met. 3.1.1 w. The base shall be of malleable iron, ductile iron or steel and have at least three mounting holes. The vertical upright section of the base shall be provided with holes for the mounting of the fiame and shall hav
8、e provisions on both sides for automatic engagement of the iatch hook. The upright section of the base shall be symmeical about the vertical centerne to provide for hinging the frame from either the right or left side. The lower jaw mounting shall be so designed as to allow the vise to clamp the min
9、imum pipe-size capacity of the vise. 3.1.2 -. The frame and hook shall be of malleable iron, ductile iron or steel and shall be U-shaped. The open ends of the frame shall have mounting bolt holes to align with the bolt holes in the uprights of the base. The closed end shall have an internal threaded
10、 hole, compatible with the screw, in the center of the frame, or a means to hold a replaceable nut to engage the vise screw. The latch hook shall be of steel or malleable iron and shall be designed and mounted to automaticaily lock the frame in the closed position, and one of the legs shal have a ho
11、le for mounting the latch hook. The assembled fiame shall be so designed as to be reversible in a vertical plane to the base to provide for hinging the frame from either the right or left side of the base. The inside of the frame shall have mooth and parallel ways, free of burrs and fins, to act as
12、guides for the jaw crossheads and shall permit the crosshead to slide freely over the entire length of adjustment without binding. 3.1.3 Jaw crosshead. The jaw crosshead shall be of malleable iron, ductile iron, or steel. The design shall be such that the strength of the crosshead will be adequate f

14、2 . The tool shall be marked with the manufacturer?s name or identifying symbol and the state or country of manufacture, unless otherwise specified. All identification markings shall be engraved, etched, molded, or indented directly on the item?s surface in such a manner that it remains clearly legi
15、ble throughout the life of the item. . i I 3.3 . , Details of workmanship shall be in accordance with the best commercial practice. Paints, coatings, piatings, and finishes shall be smooth, adherent, continuous, and not stained or discolored. External surfaces shall be fiee of tool and gouge marks,
16、nicks, or other surface imperfections. The item shall be free from manufacturing workmanship defects (e.g., sharp or rough external edges, comers, or surfaces) and material workmanship defects (e.g., pits, rips, fins, burrs, tears, nodules, cracks, blisters) which may adversely impact the item?s ser
17、viceability, durability, safety, or appearance. 4. REGULATORY REQUIREMENTS. t 4.1 Recovered materials ? . The offeror/contractor is encouraged to use recovered materiais to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR). 4.2 . Products
18、 manufactured to metric dimensions wiii be considered on an eqd basis with those manufactured using inch-pound units, provided they faii within the tolerances specified (using conversion tables contained in the latest revision of Federal Standard 376) and all other requirements of this document are
19、met. If a product is manufactured to metric dimensions and those dimensions exceed the tolerances specified in the inch- pound units, a request should be made to the contracting officer to determine if the product is acceptable. 5. QUALITY ASSURANCE PROVISIONS. 5.1 Product. The product provided to t
20、he Government shall conform to the contractually specified requirements. For product characteristics and requirements which are not contractually specified, the provided product shai! conform to the producer?s own drawings, sandards, specifications, and quaiity assurance practices for the highest qu
21、ality product commercially offered by the producer. If the product is not commercially offered by the producer, the best commercial practices shall apply. The Government reserves the right to require proof of such conformances prior to first delivery and thereafter as provided for under the provisio
22、ns of the contract. . 5.2 . Unless otherwise specuied, the contractor is responsible for the performance of all inspection requirements and may use any commercial facilities (including the contractor?s own facilities) suitable for performance of the inspection requirements, unless disapproved by the
23、 Government. The Government reserves the right to perfom any inspections deemed necessary to assure the item conforms to the specified requirements. ? 5.3 . When a bid sample requirement is specified in the solicitation, the bid sample(s) shall be inspected for ail salient charactexistics by the Gov
