7、her date is specified by the Maritime Safety Committee: .I relaxations - immediately; .2 all other amendments -a period as determined by the Maritime Safety Committee at the time of their adoption. CHAPTER XI - FIRE PROTECTION AND FIRE EXTINGUISHING Paragraph 11.6.1 - Amend to read: IMM “1 1.6.1 All ships should comply with th

In addition, in ships carrying flammable products of a cargo capacity of 2,000 m3 and over but ,less than 5,000 m3 two firemens outfits should be provided and on ships of a cargo capacity of 5,000 m3 and over three fi

13、air-bottles for each breathing apparatus required by 14.3, a special air compressor suitable for the supply of high pressure air of the required purity, and a charging manifold capable of dealing with sufficient spare breathing apparatus cylinders for the breathing apparatus required by 14.3; or (i)
14、 fully charged spare air-bottles with a total free air capacity of at least 6,000 litres for each breathing apparatus required by 14.3. 7 (b) Alternatively, the Administration may accept a low pressure air line system with hose connexions suitable for use with the breathing appara- tus required by 1

This system should provide sufficient high pressure air capacity to supply, through pressure reduction devices, enough low pressure air to enable two men to work in a gas dangerous space for at least one hour without using the cylinders of the breathing apparatus. Means should be provided for r
16、echarging the fixed air-bottles and the breathing apparatus cylinders from a special air compressor suitable for the supply of high pressure air of the required purity.“ CHAPTER XVII - SPECIAL REQUIREMENTS Paragraph 17.2.3 - Amend to read: IMM “1 7.2.3 In ships of a cargo capacity of 2,000 m3 and ov

26、east 15 minutes; (b) emergency escape respiratory protection should not be used for fire-fighting or cargo handling purposes and should be marked to that effect; (c) two additional sets of the above respiratory and eye protec- tion should be permanently located in the wheelhouse.“ Section 17.3 - Add

For the purpose of this section, the term “independent“ means that a piping syst
30、em or venting system, for example, is in no way connected to another system and that there are no means available for the potential connexion to other systems. Unless cargo tan ks are properly cleaned, propylene oxide should not be carried in tanks which have contained as one of the three previous c
31、argoes any product known to catalyse polymerization, such as: (1) (2) amines and amine solutions; (3) oxidizing substances, (e.g. chlorine) Before carrying propylene oxide, tanks should be thoroughly cleaned effectively to remove all traces of previous cargoes from tanks and associated pipework, exc
32、ept where the immediate prior cargo has been propylene oxide. Particular care should be taken in the case of ammonia in mild steel tanks. In all cases, the effectiveness of cleaning procedures for tanks and associated pipework should be checked by suitable testing or inspection to ascertain that no
33、traces of acidic or alkaline materials remain that might create a hazardous situation in the presence of propylene oxide. Tanks should be entered and inspected prior to each initial loading of propylene oxide to ensure freedom from contamina- tion, including heavy rust deposits. When cargo tanks are
34、 in continuous propylene oxide service, such inspections should be performed at intervals of not more than two years. Tanks for the carriage of propylene oxide should be of steel or stainless steel construction. Tanks which have contained propylene oxide may be used for other cargoes after thorough
35、cleaning of tanks and associated pipework systems by washing or purging. All valves, flanges, fittings and accessory equipment should be of a type suitable for use with propylene oxide and should be con- structed of steel or stainless steel or other material acceptable to the Administration. The che
36、mical composition of all material used should be submitted to the Administration for approval prior to fabrication. Discs or disc faces, seats and other wearing parts of valves should be made of stainless steel containing not less than 11 per cent chromium. Gaskets should be constructed of materials
37、 which do not react with, dissolve in or lower the auto-ignition temperature of propylene oxide and which are fire resistant and possess adequate mechanical behaviour. The surface presented to the cargo should ammonia anhydrous and ammonia solutions; 11 (iii) (iv) be polytetrafluoroethylene (PTFE) o
38、r materials giving a similar degree of safety by their inertness. Spirally-wound stainless steel with a filler of PTFE or similar fluorinated polymer may be accepted by the Administration. Insulation and packing if used, should be of a material which does not react with, dissolve in, or lower the au
39、to-ignition temperature of propylene oxide. The following materials are generally found unsatisfactory for gaskets, packing and similar uses in propylene oxide containment systems and would require testing before being approved by the Ad m i n ist rat ion : (1) Neoprene or natural rubber if it conta
40、cts propylene oxide. (2) Asbestos or binders used with asbestos. (3) Materials containing oxides of magnesium, such as mineral wools. Filling and discharge piping should extend to within 100 mm of the bottom of the tank or any sump pit. (i) Propylene oxide should be loaded and discharged in such a m
41、anner that venting of the tanks to atmosphere does not occur. If vapour return to shore is used during tank loading, the vapour return system connected to a propylene oxide containment system should be independent from all other containment systems. (i) During discharging operations, the pressure in
42、 the cargo tank must be maintained above 0.035 kp/cm2 gauge. (iii) The cargo may be discharged only by deepwell pumps, hydrauli- cally operated submerged pumps, or inert gas displacement. Each cargo pump should be arranged to ensure that the propylene oxide does not heat significantly if the dischar
43、ge line from the pump is shut off or otherwise blocked. Tan ks carrying propylene oxide should be vented independently of tanks carrying other products. Facilities should be provided for sampling the tank contents without opening the tank to atmosphere Cargo hoses used for transfer of propylene oxid
44、e should be marked “FOR PROPYLENE OXIDE TRANSFER ONLY“. Hold spaces should be inerted and should be moriitored for propylene oxide and oxygen. The oxygen content of these spaces should be main- tained below 2 per cent. Prior io disconnecting shore-lines, the pressure in liquid and vapour lines shoul
45、d be relieved through suitable valves installed at the loading header. Liquid and vapour from these lines should not be discharged to atmosphere. Tanks should be designed for the maximum pressure expected to be encountered during loading, conveying and discharging cargo. 12 (1) Cargo tanks with a de
46、sign vapour pressure less than 0.6 kp/cm2 gauge should have a cooling system to maintain the propylene oxide below the reference temperatu re. (m) Pressure relief valve settings should not be less than 0.21 kp/cm2 gauge, nor greater than 7.0 kp/cmZ gauge for independent tanks type C. The piping syst
47、em for tanks to be loaded with propylene oxide should be completely separate from piping systems for all other tanks, including empty tanks, and from all cargo compressors. If the piping system for the tanks to be loaded with propylene oxide is not independent as defined in 17.9.6(b), the required p
48、iping separation must be accomplished by the removal of spool pieces, valves, or other pipe sections, and the installation of blank flanges at these locations. The required separation applies to all liquid and vapour piping, liquid and vapour vent lines and any other possible connexions such as comm
49、on inert gas supply lines. Propylene oxide may be transported only in accordance with cargo handling plans that have been approved by the Administra- tion. Each intended loading arrangement should be shown on a separate cargo handling plan. Cargo handling plans should show the entire cargo piping system and the locations for installation of blank flanges needed to meet the above piping separation requirements. A copy of each approved cargo handling plan should be kept on board the ship. The Certificate of Fitness should be endorsed to include reference to the approved cargo handl
