P.2 APP

This MPR applies to the personnel, programs, projects, and activities at Marshall Space Flight Center (MSFC) and MSFCs Michoud Assembly Facility (MAF), including contractors and resident agencies to the extent specified in their respective contracts or agreements. A document called out in the body of an Organizational Issuance (OI) which is required to carry out the OI. Applicable documents can include customer and/or external documents. 1.2 Approving Authorit

22、y. The individual(s) who has the authority to approve the document for use. 1.3 Authority (for Document). The higher level authority for an OI which mandates the document and/or confirms that it supports the fulfillment of MSFCs vision, mission, or external mandates. This may be another document, a

23、statute or regulation, or a person such as the organizational manager. 1.4 Controlled Version. The official version of any document controlled by an organization as identified on the organizational Master List(s). Controlled versions can either be electronic (official electronic file accessible from

24、 the electronic library controlled by an organization) or non-electronic (official, signed hardcopy). A copy of the controlled version is uncontrolled, although it may be correct. 1.5 Correct Version. The current controlled version (or identical copies thereof) of a document cited on its Master List

25、. In the case of external documents, the correct version is the one identified as correct on its Master List. 1.6 Customer and/or External Documents. Documents, including standards and specifications, which come from an external source that are included as part of the Marshall Management System. Exa

26、mples include military specifications and industry standards. 1.7 Data. Electronic or written information (for example, information obtained during test programs) stored in a variety of media such as magnetic tapes, computer disks, data sheets, log books, real-time strip charts, photographs, video c

27、assettes, etc. 1.8 Document. Any statement or form in conventional/electronic media which presents policies, procedures, work instructions, instructional material, drawings, plans, specifications, requirements, handbooks, manuals, reports, standards, or other correspondence. 1.9 Effective Date. The

28、date on which a document is approved and therefore becomes effective. 1.10 Expiration Date. The date on which a document expires and is no longer a valid document. Terminology that eliminates sex discrimination in the language of regulations, guidelines, and policies in compliance with Presidential memoranda. 1.12 Guideline. A document containing such things as best practices, suggested m

31、ethods, physical data or background material used for reference rather than specification of requirements. This type of document may or may not be controlled. 1.13 Historical Document. Any obsolete or canceled document retained for historical reference. If there is a possibility of inadvertent use,

32、the document should be marked as such. 1.14 Limited Applicability. Applies to marking/using obsolete, superseded or varietal documents. 1.15 Maintaining Documentation. Providing storage, distribution, reproduction, and revision of documents; replacing documents in the field with the latest revisions

33、; and dispositioning of obsolete and/or invalid documents. 1.16 Master List. Controlled list(s) of those documents which make up the MSFC Management System, including applicable documents. 1.17 Master List Custodian(s). Individual(s) assigned to maintain an organizations Master List(s) when document

34、s are added, revised, revalidated or canceled. A Master List Custodian Report is maintained in the Marshall Integrated Document Library under “Organizational Issuances.” 1.18 Office of Primary Responsibility (OPR). The organization with primary responsibility for an OIs content and maintenance. 1.19

35、 OPR Designee. The individual(s) who has been assigned responsibility for a document. 1.20 Organization (Org.). Generic term used to describe an MSFC Organization (e.g., Program/Project Office, Directorate, Department, Office, Lab, Branch, Team, etc.). 1.21 Organizational Issuance (OI). A document p

36、roviding instructions for internal use within an organization. OIs may apply to two or more organizations if issued jointly by the heads of the organizations involved. OIs are not Centerwide “Marshall Management Directives” per MPR 1410.2, but are part of the full Marshall Management System. OIs inc

37、lude (but are not limited to) organizational work instructions (OWIs), plans, procedures, memoranda, and organizational forms. Flowcharts are an acceptable format for OWIs and procedures. 1.22 Record. All documentary materials, regardless of physical form or characteristics, made or received by an a

A document that is referenced within the text of an OI to provide supplemental information. This type

41、of document may or may not be controlled. 1.24 Repository. An accessible location used by an organization for storing and controlling documents and data. May be physical or electronic location(s) within an organization or the central MSFC Documentation Repository. 1.25 Revalidation. The process wher

42、eby the OPR Organizational Manager may extend the expiration date of a document by reviewing the document and ascertaining that it is still applicable, current, correct, and not in need of revision. 1.26 Revision. Any change, modification, or newly edited version of a document. 1.27 Submittal Date.

43、A date which indicates when a document was submitted into the final approval cycle. 1.28 Uncontrolled Copies. Copies printed from the Master List system or copies of the signed original document. 1.29 User. Any person who uses a document during the performance of the specific task controlled by the

44、document. 2. RESPONSIBILITIES 2.1 Organizational Manager. The Organizational Manager, or designated personnel, shall: 2.1.1 Ensure that instructions for control and issuance of the baseline, revalidated, changed, revised, and canceled organizational issuances (OIs), and other documents and forms wit

45、hin the organization are documented in accordance with this MPR and MPD 1280.1. 2.1.2 Ensure that each document has an OPR designee. More than one person may be assigned. 2.1.3 Ensure that personnel are assigned to review for adequacy, prior to issue for use to perform work, all OI documentation/dat

46、a, whether a new document, a revision, or a revalidation. Ensure that pertinent background information is provided. Maintain objective evidence of review. 2.1.4 Act as the approving authority(ies), or designate personnel as the authority, for the baselines, any subsequent changes or revisions, reval

47、idations, and cancellations of assigned documents/data prior to issue for use to perform work.
