22、rea (as it applies to flammable and combustible liquid storage and use). A building or portion of a building within which flammable and combustible liquids are allowed to be stored, dispensed, and used or handled in quantities that do not exceed the maximum allowable quantity shown in Chapter 11. 5.

23、9 Fire Retardant Container. A nationally-recognized testing laboratory container of normally not more than 5.3 gallon (20 liter) capacity, having a self-closing lid and spout cover and so designed to safely relieve internal pressure when subjected to fire exposure. 5.10 Flammable Liquid. Any liquid

24、that has a closed-cup flash point below 100 degrees F. 5.11 Flame Spread Index. A comparative measure, expressed as a dimensionless number, derived from visual measurements of the spread of flame versus time for a material tested. 5.12 Flash Point. The minimum temperature of a liquid at which suffic

25、ient vapor is given off to form an ignitable mixture with air, near the surface of the liquid or within the vessel used. 5.13 Impairment Plan. A fire protection system outage plan providing details of work to be performed and safety measures taken during the time of the outage. 5.14 Incipient Stage

26、Fire. A fire in the initial or beginning stage that can be controlled or extinguished by portable fire extinguishers without the need for protective clothing or breathing apparatus (e.g., a trash can fire). 5.15 Incidental Liquid Use or Storage. The use or storage of flammable and combustible liquid

27、s is a subordinate activity to that which establishes the occupancy or area classification. 5.16 Incompatible Material. Materials that, when in contact with each other, have the potential to react in a manner that generates heat, fumes, gases or by-products that are hazardous to life and property. 5

28、.17 Inside Flammable/Combustible Liquid Storage Area. A room or building used for the storage of flammable/combustible liquids in containers or portable tanks, separated from other types of occupancies. 5.18 Limited-Combustible Material. Building construction material not complying with the definiti

29、on of noncombustible and includes either of the following: (1) materials having a structural base of noncombustible material with a surfacing not exceeding a thickness of 1/8 inch that has a flame spread index not greater than 50, or (2) materials in the form and thickness used (having neither a fla

30、me spread index greater than 25, nor evidence of continued progressive combustion) and such composition that surfaces that would be exposed by cutting through the material on any plane would have neither the flame spread index greater than 25, nor evidence of continued progressive combustion. 32、S IS THE CORRECT VERSION BEFORE USE 5.19 MSFC Form 1155, “MSFC Hot Work Permit.” Permit issued by an authorized official listing the safety precautions for operations involving open flames or producing heat and/or sparks. This includes, but is not limited to, brazing, cutting, grinding, soldering wi

33、th a torch, thawing pipe, torch-applied roofing, and cad welding. (See Chapter 2.) 5.20 Nationally Recognized Testing Laboratory (NRTL). An OSHA program in OSHAs Directorate of Science, Technology, and Medicine. It recognizes private sector organizations as NRTLs, and this recognition signifies that

34、 an organization has met the necessary qualifications specified in the regulations for the program. The NRTL determines that specific equipment and materials (“products“) meet consensus-based standards of safety to provide the assurance, required by OSHA, that these products are safe for use in the

35、U.S. workplace. A current listing of OSHA approved NRTLs can be found on the OSHA Web page at www.osha.gov. Go to site index AZ index, select “N” and look under “Nationally Recognized Testing Laboratories.” 5.21 Noncombustible Material. A material that, in the form which it is used and under the con

36、ditions anticipated will not ignite, burn, support combustion, or release flammable vapors, when subjected to fire or heat. 5.22 Oxidizer. Any material that readily yields oxygen or other oxidizing gas, or that readily reacts to promote or initiate combustion of combustible materials and can undergo

37、 a vigorous self-sustained decomposition due to contamination or heat exposure. 5.23 Unattended. No one in the vicinity to notice an appliance malfunction or fire. 6. INSTRUCTIONS 6.1 MSFC AHJ for NFPA requirements 6.1.1 At MSFC, the AHJ for NFPA standards and requirements is the Director, S b. ISB;

38、 c. PSO (Security); d. Redstone Arsenal (RSA) Fire Department; and e. FMO. NOTE: The notification is normally performed by the FMO support contractor responsible for maintaining the MSFC fire protection systems. 6.3.1.4 At MSFCs MAF, prior to deactivating a fire protection system for repair, modific

39、ation, or testing and when the system is returned to normal operation notify the affected building manager, the MSFC S&MA representative or designee, and the MAF Fire Department. 6.3.1.5 Coordinate with the building manager of Mission Essential Infrastructures (MEI) prior to deactivating a fire prot

40、ection system associated with the facility. This coordination with the building manager is essential to ensure no risk to continuity of operations. 6.3.2 Whenever a fire protective system is scheduled to be out of service for a period in excess of 4 hours, FMO shall notify all organizations listed i

41、n 6.3.1.3 or 6.3.1.4, initiate an Impairment Plan (Chapter 3 or an equivalent form), and provide a copy of the plan to all notified organizations. 43、r completing the outage, the start and return to normal times, and the persons notified of the scheduled outage and any special actions to assure the safety of personnel and/or property while the system is out of service. 6.3.2.2 FOM shall make the Impairment Plan available to the building managers

44、of MEI buildings. 6.3.3 The PSO (Security) officers shall perform additional walk-through of the buildings during non-normal working hours when a related fire protection system has been taken out of service in accordance with section 6.3. 6.3.4 Building Managers shall: 6.3.4.1 Notify assistant build

45、ing managers, when applicable, and the building occupants of the scheduled fire alarm or detection system outage and when the system is returned to normal operation. 6.3.4.2 The notification can be any method deemed appropriate based on the size and operations conducted within the building. Example

46、notification method can be any of the following: a. Posting signs on the doors of each building entrance notifying building occupants and visitors of the fire protection system outage. b. E-mails to building occupants. c. Verbal communication. d. Public announcements if the building is so equipped.

47、6.3.4.3 Provide instructions for building occupants in the event of a fire if deemed necessary. Example instructions include the following: a. Be more alert for any sign of fire or smoke. b. Call 911 if a fire or smoke is noticed. At MSFCs MAF, call 911 on a MAF network phone or on a non-MAF network

48、 phone, call 504-257-2333 or 911. c. Ensure the building fire alarm pull station is activated if not already in the alarm mode. d. Use direct voice communication to alert other employees to evacuate the building. e. Listen for voice fire notification via the Emergency Warning System (EWS). Provided
