3、 specification is approved for use within the Naval Sea Systems Command, Department of the Navy, and is available for use by all Departments and Agencies of the Department of Defense. 1. SCOPE 1.1 Scope. This specification covers requirements for a flexible, heat-sealable, conductive plastic bag. 2.

4、 APPLICABLE DOCUMENTS 2.1 Government documents. 2.1.1 Specifications and standards. The following specifications and standards of the issue listed in the issue of the Department of Defense Index of Specifications and Standards (DoDISS) specified in the solici- tation form a part of this specificatio

5、n to the extent specified herein. 11、d the refer- ences cited herein (except for associated detail specifications, specification sheets or MS standards), the text of this specification shall take precedence, Nothing in this specification, however, shall supersede applica- ble laws and regulations unless a specific exemption has been ob

12、tained. 3. REQUIREMENTS 3.1 Material. The bags shall be fabricated from flexible, heat-sealable, conductive plastic film meeting the requirements of MIL-P-82646. 3.2 Construction. Bags shall be formed of tubular stock, by folding one sheet, or by folding two sheets. Bags formed from tubular stock sh

13、all consist of a bottom seal. Bags formed by folding one sheet shall con- sist of two side seals or one side seal and a bottom seal. Bags formed from two sheets shall consist of two side seals and a bottom seal. 3.3 Dimensions. The width, length and thickness of the bag shall be as specified by the

14、procuring activi- ty. Bag dimensions shall be inside measurements, exclusive of seals or seams. The opening of the- bag shall be the first dimension specified. Width and length dimensions of the bag are in layflat condition and the thickness is the material thickness. Unless otherwise specified by t

15、he procuring activity, tolerances shall be as follows: width shall be minus O plus 3/8 inch; length shall be minus O plus 1 inch. 3.4 Identification. Identification marking on each bag shall be in accordance with MIL-P-82646. 3.5 Seams. Seams shall be a maximum of 0.25 inches (6.4 mm) ax ;1 a minimu

16、m of 0.06 inches (1.5 mm) wide. The upper sealing limits shall be sufficiently high to effect a satisfactory seal and not cause thinning in excess of 25 percent of the original thickness of the sheet at the inside edges of the seal. Seams shall be of high integrity and continuous. The minimum seam b

17、reaking strength shall be 1200 pounds per square inch. 3.6 Workmanship. The bags shall be uniformly constructed and free from pinholes, tears, cuts, sharp creases, wrinkles or other imperfections which might impair usefulness. Bags shall not adhere to the extent that tearing of the material occurs w

18、hen bag is opened. 19、 QUALITY ASSURANCE PROVISIONS Defects Required seams not sealed. Seal not continuous. Edges of seams not parallel with each other. Not uniformly constructed. Any pinhole, leak (see 4.4.1), any tear, cut, or sharp crease. Excessive wrin- kles. Bags sticking together to the extent that opening causes

20、tearing or injury to inner surface. Width, length or thickness not as specified. Width or length tolerance not as specified. Marking not as specified. Identification sheet missing. 4.1 Responsibility for inspection. Unless otherwise specified in the contract or purchase order, the con- tractor is re

21、sponsible for the performance of all inspection requirements as specified herein. Except as otherwise specified in the contract or purchase order, the contractor may use his own or any other facilities suitable for the performance of the inspection requirements specified herein, unless disapproved b

22、y the Govern- ment. The Government reserves the right to perform any of the inspections set forth in the specification where such inspections are deemed necessary to assure supplies and services conform to prescribed re- quirements. 4.1.1 Responsibility for compliance. All items must meet all requir

23、ements of sections 3 and 5. The in- spection set forth in this specification shall become a part of the contractors overall inspection system or quality program. The absence of any inspection requirements in the specification shall not relieve the con- tractor of the responsibility of assuring that

24、all products or supplies submitted to the Government for ac- ceptance comply with all requirements of the contract. Sampling in quality conformance does not authorize submission of known defective material, either indicated or actual, nor does it commit the Government to acceptance of defective mate

25、rial. 4.2 Quality conformance inspection. The material shall be subjected to all the following inspections and tests for acceptance. When specfied in the contract (see 6.2), the contractor shall prepare a report giving the results obtained for all inspections and tests performed and a certified stat

26、ement that the lot meets all the requirements of this specification (see 6.2.2). 4.3 Sampling for lot acceptance. 4.3.1 Lot. A lot shall consist of bags made from one lot of material, by the same. process, by one manufac- turer, at one plant and offered for delivery at one time. 4.3.2 Sampling for e

27、xamination. Sampling for examination shall be in accordance with MIL-STD-105, inspection level II, table II, single sampling, normal inspection. 4.4 Examination. Sample bags shall be visually inspected to verify conformance with this specification. The acceptable quality level (AQL) shall be 2.5 per

28、cent defective. Defect classification shall be in accor- dance with table I and 4.4.1. Bags fabricated from material not conforming to MIL-P-82646 shall not be accepted. 4.4.1 Examinafion for leaks. Each bag selected in accordance with 4.3.2 shall be examined for leaks. The bag shall be supported on

29、 a flat surface and filled to 50 percent capacity (up to 5 gallons maximum) with water. Each leak detected within 5 minutes shall be counted as one defect. TABLE I. 30、977706 0287877 3 MI L-B-82647A(OS) 4.5 Test. Each bag selected in accordance with 4.3.3 shall be subjected to the following test: 4.5.1 Seam breaking test. Two specimens from each seam or seal comprising the sample bag shall be tested in accordance with ASTM D 882 with the following exceptions: a. T

31、he width of the specimen shall be 1 inch. b. The initial jaw separation shall be 2 inches and the seam shall be equidistant from each jaw of c. The crosshead speed shall be 2 inches per minute. the testing machine. Care should be taken to insure that seam strength specimens are not removed from poin

32、ts where seal over- lapping has occurred or which were within 1.0 inch (2.54 cm) of either end of the sealer jaw during the sealing operation. Failure of any specimen to meet the requirements of 3.5 shall be cause for rejection of the lot. 4.6 Rejection and retest. Lots which have been rejected may

33、be reworked or replaced to correct the defects and resubmitted for acceptance. Before resubmitting, full particulars concerning previous rejection and the action taken to correct the defects found in the original shall be furnished to the inspector in writing. Bags rejected after retest shall not be

34、 resubmitted without specific approval of the procuring activity. 5. PACKAGING 5.1 Packaging. Unless otherwise specified, the bags shall be packaged in accordance with the best com- mercial practice. 5.2 Packing. Unless otherwise specified, packing shall be commercial. The packaged bags shall be pac

35、ked in shipping containers in a manner that will insure safe transportation at the lowest rate. Containers shall conform to Uniform Freight Classification Rules and to National Motor Freight Classification Rules or regulations of other carriers applicable to the mode of transportation. 5.3 Marking.

36、Unit packages and shipping containers shall be marked for shipment in accordance with MIL-STD-129 and as follows: “Bags, Conductive Plastic, for Ordnance Packing Applications, KEEP COOL AND DRY “ 6. NOTES 6.1 Intended use. Conductive plastic bags in accordance with this specification are intended to

37、 be used for the protection and handling of special ordnance material, propellLJts and explosives, where conductive properties, protection from solids contamination, resistance to nitroglycerin, and water proofing charac- teristics are of paramount importance. 6.2 Ordering data. 6.2.1 Acquisition re

38、quirements. Acquisition documents should specify the following: a. Title, number and date of this specification b. Quantity desired d. Whether a test report and/or certificate is required (see 4.2) e. Levels of packaging and packing required (see 5.1 and 5.2) . c Size of bag (inside dimensions) and

When this specification is used in an acquisition and data are required to be d

40、elivered, the data requirements identified below shall be developed as specified by an approved Data Item Description (DD Form 1664) and delivered in accordance with the approved Contract Data Requirements List (CDRL), incorporated into the contract. When the provisions of DoD FAR Supplement, Part 2

41、7, Sub- Part 27.410-6 (DD Form 1423) are invoked and the DD Form 1423 is not used, the data specified below shall be delivered by the contractor in accordance with the contract or purchase order requirements.
