All loading operations shall be conducted in nil1 accordance with a formalized operating procedure whic

19、h shall include the following: 6 05 3.1 Keep only minimum limited quantities of explosives and completed or partially loaded parts present at each stage of operation. 6.5.3.2 Allow no fires or exposed electrical or other sparking equipment, and little or no flammable material to be present in loadin
