2、nt number of hardware purchases from outside vendors. A one-year acceleration in the development resulted in the need to procure most of these items on an accelerated schedule. While the technical team worked hard to develop the appropriate procurement strategy and schedule for these hardware procur

3、ements, some unfortunate technicalities due to their procurement inexperience resulted in delayed procurement schedules, increased cost, and in one case, the need for re-competition.Lesson(s) Learned: In-house development of complex flight hardware systems requires early and sustained attention by a

4、 dedicated, experienced procurement/technical management team. With the appropriate balance of procurement and technical personnel, many of these issues could have been avoided.Recommendation(s): An integrated, dedicated and experienced procurement/technical management team is essential beginning in

5、 the early phases of the Project. Advance procurement planning and effective technical management will ensure development of realistic schedules and will result in the most cost-effective acquisition strategies for the Project. A well-developed acquisition plan should also incorporate:1. technology
