Research and technical support organizations were allowed to make specific decisions in these matters as long as overall project and procurement guidelines and requirements were generally being met. 3、e AATT request for “lessons learned” emphasized the importance of maintaining a strong core competency in air traffic management research within the civil service staff. Maintaining a core competency is considered critical when adjusting to funding shortfalls, as well as maintaining appropriate tech

4、nical focus and research product development. Additionally, certain contract support is more appropriate for on-site, as compared to off-site, out-of-the-area contract task support.
