5、Fire Extinguisher RATIONALE This SAE Aerospace Standard (AS) is created in response to a request by the European Aviation Safety Agency (EASA) to craft the technical basis for a European Technical Standard Order (ETSO) that addresses International Civil Aviation Organization (ICAO) Assembly Resoluti

6、on A36-12, regarding the replacement of halon in civil aircraft fire extinguishers. It is intended to identify pertinent hand-held fire extinguisher requirements selected from the broad range of fire extinguisher standards existing across the international community. The goal is to synthesize a sing

7、le set of requirements specifically applicable to aircraft fire extinguishers. 1. SCOPE 1.1 This AS establishes minimum requirements for halocarbon clean agent hand-held fire extinguishers carried on board civil aircraft. The requirements include: design (cylinder, valve, gauge, mounting equipment),

8、 performance (firefighting effectiveness - hidden fire test, discharge test, type, etc.), environmental (ozone depleting/global warming potential, atmospheric life span), and occupant safety concerns (toxicology - seat fire test). 1.2 The purpose of this AS is to provide a technical basis for harmon

9、ized regulation of halocarbon clean agent hand-held fire extinguishers across the international civil aviation community. 2. GENERAL REQUIREMENTS This AS uses a minimum design and performance standards model

23、based on ANSI/UL standards 711 and 2129, as well as aircraft-specific performance tests described in Development of a Minimum Performance Standard for Hand-held Fire Extinguishers as a Replacement for Halon 1211 on Civilian Transport Category Aircraft, DOT/FAA/AR-01/37, August 2002, hereinafter refe

24、rred to as the MPS. 3.1 Fire Extinguisher Type Table 1 includes a brief synopsis of fire extinguisher ratings, test requirements, qualification sources and applications. 3.1.1 Type 1 - An extinguisher with a minimum rating of UL 2B:C, or equivalent, is applicable for small aircraft (see 2.2.1 for ge

25、neral guidance). 27、A:10B:C UL 711/2129 UL 711/2129 SNAP/REACH Cargo Compartment 3.2 Agent Halocarbon clean agents shall be listed under U.S. EPA SNAP, as acceptable substitutes for Halon 1211, and be registered under REACH for use in a fire extinguisher to be sold or imported into the EU. 3.2.1 The Significant New Alt

28、ernatives Policy (SNAP) Program is the U.S. Environmental Protection Agencys program to regulate substitutes for ozone-depleting chemicals being phased out under the stratospheric ozone protection provisions of the Clean Air Act (CAA). The U.S. EPA identifies and publishes lists of acceptable and un

29、acceptable substitutes for class I or class II ozone-depleting substances (see 2.1.4). 3.2.2 REACH is the European Community Regulation on chemicals and their safe use. REACH applies to substances manufactured or imported into the EU in quantities of 1 ton or more per year (see 2.1.7). 3.3 Halogenat

30、ed Agent Purity Halocarbon clean agent purity shall comply with its ASTM standard specification, or equivalent. Purity of an agent, for which the Standard Specification does not include a test method, shall be demonstrated in accordance with ASTM D6806, or equivalent. 3.4 Material Compatibility Halo

31、n replacement agents should be non-corrosive. The agents compatibility with metals, elastomers, and plastics used in the construction of the fire extinguisher and aircraft interior components shall be demonstrated. 3.5 Fire Type The fire extinguisher shall be shown to be effective against the type(s

32、) of fires for which it is rated. 3.5.1 Class A All solid materials (e.g., wood, textiles, curtains furniture and plastics, etc.), usually organic in nature (contains compounds of carbon), which generally produce glowing embers. 3.5.2 Class B All flammable liquids, oils, solvents, gases. 33、Page 5 of 6 3.5.3 Class C The electrical conductivity of ignition sources determines the use of a fire extinguisher with the Class C rating. If the electrical source cannot be eliminated, then a non-electrical conducting agent should be used. 4. EQUIPMENT DESIGN The equipment design goal of this sta

34、ndard is to provide fire extinguishers that have the physical attributes necessary to assure the airworthiness necessary for installation on aircraft type certificated under CFR/CS part 23, 25, 27, or 29, as applicable. The fire extinguisher and its constituent components shall be demonstrated to co

35、mply with the requirements in ANSI/UL 2129. 4.1 Mounting Bracket 4.1.1 The fire extinguisher/mounting bracket assembly shall be shown to withstand without failure the highest ultimate inertia force/load, applied to all on-axis (X, Y, Z) orientations, specified in the Airworthiness Standard applicabl

36、e to the specific aircraft on which the fire extinguisher is installed. Increase the ultimate inertia forces/loads, if necessary, to meet the aircraft manufacturers specifications for flight and ground loads. 4.1.2 The mounting bracket shall permit, without removal of the fire extinguisher from its

37、bracket, inspection of fire extinguisher gauges and/or other operational status indicators. 5. PERFORMANCE The performance goal of this standard is to provide fire extinguishers that have the fire-fighting effectiveness of the Halon 1211 fire extinguishers previously required on civil aircraft. 5.1

38、Rating and Performance Fire Extinguishers shall comply with the performance requirements in ANSI/UL 711/2129 and, in addition for Type 2 fire extinguishers (see Table 1), successfully complete the requirements in 5.2. 5.2 Additional Type 2 Fire Extinguisher Performance Requirements The MPS seeks to

39、ensure that there is no reduction in safety to the flying public by the replacement of Halon 1211 with another fire-fighting agent(s) in aircraft hand-held fire extinguishers. 5.2.1 Hidden Fire Test The Hidden Fire test is designed to determine the performance of the agent/extinguisher in a flooding

40、 scenario in which a fire is located in an aircraft area hidden from view (e.g., behind wall panels, inside galleys, etc.). The agent shall be demonstrated to extinguish fire(s), in accordance with the procedure and minimum performance requirements in Appendix A.1 of the MPS. 5.2.2 Seat Fire Toxicit

41、y Test The Seat Fire Toxicity test is designed to evaluate the types and concentrations of toxic gases formed when the agent is used to extinguish a seat fire under typical airflow conditions found in a transport aircraft cabin. The agent/extinguisher shall be demonstrated to extinguish seat fire(s)

42、, in accordance with the procedure in Appendix A.2 of the MPS, without generating hazardous gases that exceed the levels specified in paragraph A.2.12. SAE AS6271 Page 6 of 6 6. MAINTENANCE PROCEDURES The fire extinguisher shall be capable of being maintained per NFPA 10; service instructions shall
