The work of preparing International Standards is normally carried out through ISO technicalcommittees. Each member body interested in a subject for which a technical committ

The objective of terminology standardization, which is the unification and

21、harmonization of concepts, concept systems, terms and definitions, is to obtain a normative vocabulary in which onlyone term corresponds to one concept and only one concept corresponds to one term (ISO 10241), thus reducingambiguity caused by polysemy, synonymy or homonymy and allowing for the creat

22、ion of new terms in accordancewith the principles and methods of terminology (ISO 704).Standardized terminology, which results from the process of terminology standardization, consists of sets of single-concept designations belonging to special languages (ISO 1087-1) used in the various subject-fiel

23、ds of humanknowledge. It improves communication and provides better access to and management of information. There areeconomic benefits to be derived when general consensus is achieved on the meaning of terms. This in turncontributes to the harmonization of concepts and terms (ISO 860), which facili

24、tates trade and improves nationalproductivity and access to international markets. Inconsistent use of terminology may lead to misunderstandings andpotential economic losses.The aim of standardization in terminology project management is to facilitate terminology standardization and toavoid the cost

25、 that would result from reworking proposed or existing standardized terminologies, and also fromproducing a terminology that lacks uniformity or fails to meet the requirements of the user. 27、elines for terminology standardizationWARNING It is of primary importance that technical committees carrying out terminology work follow theprinciples laid down by ISO/TC 37 (see Bibliography). Other terminology standardization projects should besubject to the same principles.The ISO/TC 37 documents

28、 form the basis for terminology standardization and ensure a commonunderstanding of policies and procedures with respect to terminology work. They should be used to ensureconsistency in the standardization of terminologies.Experienced terminologists should be consulted whenever possible. For informa

30、cifies guidelines setting out the phases and procedures to be followed in terminologystandardization projects, as well as harmonization and uniformity projects, both inside and outside the framework ofinternational standardization. It is divided into two sections, the first one dealing with terminol

31、ogy standardization ingeneral, and the second dealing with terminology standardization within international standards bodies (ISO, forexample). It answers a need expressed by many members of national and international standards bodies andmanagers of terminology working groups for a standard on the m

32、anagement of terminology standardization projects,rather than solely on the processes of terminology work, project management or quality assurance, which arecovered in other standards.It does not stipulate the principles of terminology work, which are treated in other ISO/TC 37 standards (see ISO 70

33、4for example), nor the methodological approach to international harmonization of concepts, concept systems, termsand definitions, which are treated in ISO 860. It also does not deal with the rules for the preparation and layout ofinternational terminology standards, outlined in ISO 10241, or provide

34、 advice for creating and using terminologicaldatabases, found in ISO/TR 12618. Finally, it does not deal with the guidelines on quality in project managementfound in ISO 10006.These guidelines should be applied to all phases of terminology standardization projects, from the initial identificationof

The breakdown of the phases and responsibilities depends on t

45、he scope ofthe particular project.4.2 Preparation phase4.2.1 IntroductionThis phase includes an evaluation of the feasibility of the project, a description of its legal, financial, andorganizational framework and the preparation of specifications based on the feasibility study and framework (seeTabl

46、e 1).4.2.2 FeasibilityAn evaluation of the feasibility of a project in terminology standardization involves:a) establishing the purpose of the project (who wants to do what for whom?);b) identifying the potential user(s) and their needs. This may be done by interviewing or administering aquestionnai

47、re to the members of the group involved;c) identifying situations where significant risk could be incurred should misunderstandings arise and user groupsrequire harmonization (ISO 860).4.2.3 FrameworkThe description of the legal, financial and organizational framework of the project involves:a) defi

48、ning the legal aspects of the terminologies to be researched and standardized. Who owns the information?Who has the right to sell it, in part or in its entirety? Who is entitled to access the information and when?b) defining the financial aspects of the project. Who contributes financially to the pr

49、oject? What are the terms andconditions of this contribution? What are the amounts involved? Has a lump sum been allocated to the project ordoes budgeting depend on a detailed cost analysis which takes into account the number of terms to beresearched, scheduling and human resources?c) identifying the organizations participating in the project and the conditions of their participation;d) identifying pertinent language planning policies;e) identifying which national variants within one language will be included.Table 1 Preparation p
