SCOPE This Regulation applies to single-deck rigid vehicles of categories M2 and M3 1/ designed an
17、d constructed for the carriage of seated or standing persons and having a capacity not exceeding 22 passengers in addition to the driver. 1.1. Technical provisions for the carriage of passengers with reduced mobility are outside of the scope of this Regulation. Until harmonized provisions for access
18、ibility are finalized and included in an annex to this Regulation, Contracting Parties may apply additional requirements to ensure access to vehicles and the safety of such passengers. 2. DEFINITIONS For the purposes of this Regulation: 2.1. “Vehicle“ means a single-deck vehicle of category M2 or M3
19、 1/ designed and constructed for the carriage of seated, or seated and standing persons and having a capacity not exceeding 22 passengers in addition to the driver. There are two classes of vehicles: 2.1.1. Class A: Vehicles designed to carry standing passengers; a vehicle of this class has seats an

Class B: Vehicles not designed to carry standing passengers; a vehicle of this class has no provisions for standing passengers. 2.1.3. “Low floor vehicle“ means a vehicle in which at least 35 per cent of the area available for standing passengers
21、forms a single area without steps, reached through at least one service door by a single step from the ground. 2.2. “Vehicle type“ means a category of vehicles which do not differ essentially with regard to the constructional features specified in this Regulation. 2.3. “Approval of a vehicle“ means

24、nded for use by passengers as an exit only exceptionally and, in particular, in an emergency. 2.7. “Emergency window“ means a window, not necessarily glazed, intended for use as an exit by passengers in an emergency only. 2.8. “Double window“ means an emergency window which, when divided into two by
25、 an imaginary vertical line (or plane), exhibits two parts each of which complies as to dimensions and access with the requirements applicable to a normal emergency window. 2.9. “Escape hatch“ means a roof-opening intended for use as an exit by passengers in an emergency only. 2.10. “Emergency exit“
26、 means an emergency door, emergency window or escape hatch. 2.11. “Exit“ means a service door or emergency exit. 2.12. “Sliding door“ means a door, which can be opened or closed only by sliding it along one or more rectilinear or approximately rectilinear rails. 2.13. “Floor or deck“ means that part
27、 of the bodywork whose upper surface supports standing passengers, the feet of seated passengers and of the driver, and seat mountings. 2.14. “Gangway“ means the space providing access by passengers from any seat or row of seats to any other seat or row of seats or to any access passage from or to a
28、ny service door; it does not include: 2.14.1. the space required to accommodate the feet of seated passengers; 2.14.2. the space above the surface of any step or staircase; or 2.14.3. any space which affords access solely to one seat or to one row of seats. 2.15. “Access passage“ means the space ext
29、ending inwards into the vehicle from the service door up to the outermost edge of the upper step (edge of the gangway). Where there is no step at the door, the space to be considered as access passage shall be that which is measured according to paragraph 5.7.1.1. up to a distance of 30 cm from the
30、starting position of the inner face of the dual panel. 31、ices necessary for driving the vehicle. 2.17. “Unladen kerb mass“ (MK) (kg) means the mass of the vehicle in running order, unoccupied and unladen but with the addition of 75 kg for the mass of the driver, the mass of fuel corresponding to 90 per cent of the capacity of the fuel tank specified by th
32、e manufacturer, and the masses of coolant, lubricant, tools and spare wheel, if any. 2.17.1. “Unladen mass“ (MV) (kg) means the unladen kerb mass (MK) (kg) of the vehicle as defined in paragraph 2.17., with the addition of 75 kg for the mass of the crew member corresponding to the seat, if any, spec
33、ially assigned to this crew member as described in paragraph 5.7.1.8. The vehicle shall be complete with 90 per cent of the capacity of all additional liquid tanks (e.g. fuel for combustion heaters, screen washers, etc.). Where facilities such as a kitchen or toilet are fitted, the fresh water tanks
34、 shall be full and the waste tanks empty. 2.18. “Technical maximum mass“ means the technically permissible maximum mass declared by the manufacturer of the vehicle. (This mass may be greater than the “permissible maximum mass“ to be prescribed by national administrations). 2.19. “Technically permiss
35、ible maximum axle mass“ means that part of the technically permissible maximum mass of the vehicle, declared by the manufacturer, which results in the vertical force at the road surface in the contact area on the wheel/wheels of an axle. This mass may be greater than the maximum permissible axle mas
36、s authorized by national administrations. The sum of all technically permissible maximum axle masses of the vehicle may be greater than the technically permissible maximum mass of that vehicle. 2.20. “Passenger“ means a person other than the driver or a member of the crew. 2.20.1. “Passenger with re
37、duced mobility“ means all passengers who have a special difficulty when using public transport, especially elderly and disabled people. Reduced mobility does not necessarily imply any form of medical impairment. 2.21. “Passenger compartment“ means the space intended for passengers use excluding any
38、space occupied by fixed appliances such as bars, kitchenettes or toilets or luggage compartment. 2.22. “Automatically operated service door“ means a power-operated service door which can be opened (other than by means of emergency controls) only after a E/ECE/324 E/ECE/TRANS/505 Rev.1/Add.51/Rev.3 R
39、egulation No. 52 page 7 control is operated by a passenger, and after activation of the controls by the driver, and which closes again automatically. 2.23. “Starting prevention device“ means a device which prevents the vehicle being driven away from rest when a door is not fully closed. 2.24. “Drive
40、r operated service door“ means a service door which normally is opened and closed by the driver. 2.25. Unless otherwise stated, all measurements shall be made when the vehicle is at its unladen kerb mass (MK) (kg) and it is standing on a smooth and horizontal ground surface. If a kneeling system is
41、fitted to the vehicle, it shall not be in operation. 2.26. Wherever there is a requirement in this Regulation for a surface in the vehicle to be horizontal or at a specific angle when the vehicle is at its unladen kerb mass (MK) (kg), in the case of a vehicle with mechanical suspension, the surface
42、may exceed this slope or possess a slope when the vehicle is at its unladen kerb mass (MK) (kg), provided that this requirement is met when the vehicle is in the loading condition declared by the manufacturer. If a kneeling system is fitted to the vehicle, it shall not be in operation. 3. APPLICATIO
43、N FOR APPROVAL 3.1. The application for approval of a vehicle type with regard to its constructional features shall be submitted by the vehicle manufacturer or by his duly accredited representative. 3.2. It shall be accompanied by the undermentioned documents in triplicate and by the following parti
44、culars: 3.2.1. a detailed description of the vehicle type with respect to its structure, dimensions, configuration and constituent materials; 3.2.2. drawings of the vehicle and its interior arrangements; and 3.2.3. particulars of: 3.2.3.1. the technical maximum mass (MT) (kg); 3.2.3.2. the technical
45、 maximum load for each axle (kg); 3.2.3.3. the unladen mass of the vehicle MV (kg); 3.2.4. provision made, if any, for the carriage of baggage or goods; E/ECE/324 E/ECE/TRANS/505 Rev.1/Add.51/Rev.3 Regulation No. 52 page 8 3.2.5. where one or more baggage compartments have been provided for baggage
46、other than hand baggage, the total volume of such compartments (V) (m3) and the total mass of the baggage that they can obtain (B) (kg); 3.2.6. where the vehicle is equipped to carry baggage on the roof, the total surface area available for such baggage (VX) (m2) and the total mass of baggage that c
47、an be placed on it (BX) (kg); 3.2.7. the horizontal projection of the total surface area intended for seated and standing passengers (So)(m2); 3.2.8. the horizontal projection of the total surface area intended for standing passengers (S1)(m2) in accordance with paragraph 5.2.; 3.2.9. the number of
48、seating places intended for use by passengers and crew (if any). Sleeping places and other accommodations which are intended to be temporarily used instead of a seating place shall not count as seating places. 3.2.10. the intended total number of passengers (N); 3.2.11. the class (A or B) for which
49、the approval is requested. 3.3. A vehicle representative of the type to be approved shall be submitted to the Technical Service responsible for conducting the approval tests. 4. APPROVAL 4.1. If the vehicle submitted for approval pursuant to this Regulation meets the requirements of paragraph 5. below, approval of that vehicle type shall be granted. 4.2. An approval number shall be assigned to each type approved. Its first two digits (at present 01 corresponding to the 01 series of amendments which entered into force on 12 September
